FOREWORD<br />
The <strong>Schedule</strong> <strong>of</strong> Rate (<strong>Road</strong>s <strong>and</strong> <strong>Bridges</strong>) under PWD, Arunachal Pradesh 2006 last<br />
released <strong>and</strong> circulated in s<strong>of</strong>t copies by the Chief Engineer, Eastern Zone, during last financial<br />
year. It is now due <strong>for</strong> release <strong>of</strong> the new version <strong>of</strong> the SOR, which would be called :<br />
Arunachal Pradesh Works Department <strong>Schedule</strong> <strong>of</strong> Rate (<strong>Road</strong> <strong>and</strong> <strong>Bridges</strong>) 2007.<br />
Revision <strong>of</strong> the old SOR has been necessitated because <strong>of</strong> the increase in the cost <strong>of</strong><br />
basic road construction materials such as bitumen, stone aggregates, cement, steel, etc. over the<br />
past one year as noticed from the market. The basic labour costs have, however, not changed<br />
substantially. Hence the rates <strong>of</strong> labour adopted <strong>for</strong> SOR 2007 are the same as those adopted in<br />
SOR 2006. On the other h<strong>and</strong>, minor changes observed in the market rates <strong>of</strong> POL items have<br />
been incorporated in the new <strong>Schedule</strong>. Further, the rates adopted <strong>for</strong> the basic inputs are those as<br />
existing in <strong>and</strong> around the capital complex comprising <strong>of</strong> Itanagar, Naharlagun <strong>and</strong> Nirjuli<br />
townships.<br />
The basic structure <strong>and</strong> methodology <strong>for</strong> analysis <strong>of</strong> items is as per the St<strong>and</strong>ard<br />
Data Book <strong>of</strong> the Ministry <strong>of</strong> <strong>Road</strong> Transport <strong>and</strong> Highways, Government <strong>of</strong> India, New Delhi.<br />
The connected computer programme has been obtained from the Ministry. This will enable the<br />
department to update the Arunachal Pradesh Public Works Department <strong>Schedule</strong> <strong>of</strong> Rate (<strong>Road</strong><br />
<strong>and</strong> <strong>Bridges</strong>) as <strong>and</strong> when required.<br />
The SOR is based on Zero Lead i.e. no cartage element <strong>for</strong> transportation <strong>of</strong> road<br />
construction materials has been considered in deriving the item-rates. Users <strong>of</strong> this SOR are<br />
advised to add cartage costs to the item rates as may be specified, or other wise arrived at<br />
separately.<br />
Some new items using Polymer modified bitumen have been incorporated in this<br />
<strong>Schedule</strong>. This is in keeping with the modern trend in application <strong>of</strong> bitumen technology in<br />
construction <strong>of</strong> roads <strong>and</strong> runways. The products are easily available in the market <strong>and</strong> IRC<br />
specifications <strong>for</strong> their application already exist. It is desirable that the field Engineers take<br />
initiatives <strong>for</strong> undertaking carpeting works adopting these new products <strong>and</strong> technology that add<br />
to life <strong>and</strong> functional efficiency <strong>of</strong> flexible bituminized pavement.<br />
I would like to record my sincere thanks <strong>and</strong> gratitude to Er. Bora Ete, Chief<br />
Engineer (Eastern Zone) <strong>and</strong> his team <strong>of</strong> dedicated <strong>of</strong>ficers <strong>and</strong> staff <strong>for</strong> rendering all possible<br />
help to this <strong>of</strong>fice in bringing out this <strong>Schedule</strong> <strong>of</strong> Rate.<br />
Although, all possible care has been taken <strong>for</strong> updating the schedule, there may still<br />
be scopes <strong>for</strong> improving it further. There<strong>for</strong>e, all Superintending Engineers <strong>and</strong> Executive<br />
Engineers may feel free to give their suggestions <strong>for</strong> improvement, or point out any error, if any.<br />
I take pleasure in releasing this Arunachal Pradesh Public Works Department <strong>Schedule</strong> <strong>of</strong> <strong>Rates</strong><br />
(<strong>Road</strong>s <strong>and</strong> <strong>Bridges</strong>) 2007 <strong>for</strong> <strong>of</strong>ficial use.<br />
