The Government Finance Officers Association<br />

of the <strong>United</strong> States and Canada<br />

(GFOA) is pleased to announce that <strong>United</strong><br />

<strong>Independent</strong> <strong>School</strong> <strong>District</strong> has received its<br />

eleventh consecutive Distinguished Budget<br />

Presentation Award for its budget. The award<br />

represents a significant achievement by the<br />

entity. It reflects the commitment of school<br />

district accounting personnel to meet the<br />

highest principles of governmental budgeting.<br />

“On behalf of our Board of Trustees, I<br />

would like to congratulate the dedicated staff<br />

members of the Accounting Department,”<br />

said <strong>United</strong> I.S.D. Superintendent Roberto<br />

J. Santos. “To have consecutively attained<br />

these awards reflects their commitment to<br />

<strong>United</strong> I.S.D. and the taxpayers of this community,”<br />

he continued.<br />

In order to receive the budget award, the<br />

<strong>United</strong> I.S.D. had to satisfy nationally recognized<br />

guidelines for effective budget presentation.<br />

These guidelines are designed to<br />

assess how well an entity’s budget serves as:<br />

• a policy document<br />

• a financial plan<br />

• an operations guide<br />

• a communications device<br />

Budget documents must be rated “proficient”<br />

in all four categories, and the fourteen<br />

mandatory criteria within those categories, to<br />

receive the award. A Certificate of Recognition<br />

for Budget Presentation has been presented<br />

to the Accounting Department; which<br />

was designated as being primarily responsible<br />

for its having achieved the award.<br />

“Distinguished Budget Presentation Award”<br />

Overseeing the Department are Laida P.<br />

Benavides, Assistant Superintendent for Business<br />

and Finance and Sam D. Flores, Director<br />

of Accounting.<br />

For budgets including fiscal period 2010,<br />

over 1,289 entities received the Award.<br />

Award recipients have pioneered efforts to<br />

improve the quality of budgeting and provide<br />

an excellent example for other governments<br />

throughout North America.<br />

The Government Finance Officers Association<br />

is a nonprofit professional association<br />

serving nearly 17,400 government finance<br />

professionals throughout North America. The<br />

GFOA’s Distinguished Budget Presentation<br />

Awards Program is the only national awards<br />

program in governmental budgeting.<br />

Six UISD Students Achieve The Rank of Eagle Scout<br />

The Eagle Scout rank is the highest attainable rank in the Boy Scouts of America, a national organization that helps<br />

guide boys into becoming leaders of tomorrow. An Eagle Scout is the epitome of all scouts because he strives<br />

to live by the Scout Oath and Scout Law every day: “On my honor, I will do my best, to keep myself physically<br />

strong, mentally awake, and morally straight.” The Scout Law is: “A scout is trustworthy, loyal, helpful, friendly,<br />

courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent.”<br />
