Section VIII : NGOs and Voluntary Agencies 8.0 NON-GOVERNMENTAL ORGANIZATIONS (NGOs) AND VOLUNTARY AGENCIES The non-governmental organizations and voluntary agencies play an important role in disaster management and provide a strong band of committed volunteers with experience in managing the disasters. Their strength lies in the choice of their manpower, the informality in operations and flexibility in procedures. These organizations enjoy a fair degree of autonomy and hence can respond to changing needs immediately.
