6.6 Multi-<strong>district</strong> Disasters<br />

Section VI : Institutional Arrangements at the District Level<br />

In case of <strong>disaster</strong>s which have an impact on more than one <strong>district</strong> in a division the role of<br />

the Divisional Commissioner comes into prominence . The Commissioner’s responsibilities<br />

shall include exercising general supervision over the work of preparation of contingency<br />

plan undertaken by the Collectors in his Division and also on the relief and rehabilitation<br />

operations in those <strong>district</strong>s.<br />

At the Divisional Commissioner’s level all the state departments and agencies have a regional<br />

head. It is very practical for the Divisional Commissioner to seek the support of these<br />

regional heads towards the commitment of regional resources to a <strong>disaster</strong> situation.<br />

For a <strong>disaster</strong> in more than one <strong>district</strong> (within or across the division), the role of Divisional<br />

Commissioner is to:<br />

provide a unified command through inter-<strong>district</strong> control room<br />

ensure need-based resource allocations amongst <strong>district</strong>s<br />

seek the support of regional heads of line departments for relief<br />

Direct and Coordinate in response to requirements from <strong>district</strong> control room the services<br />

of<br />

MSRTC<br />

State Government departments<br />

SRP, CRPF, Home Guards, Coast Guards, CPWD, CISF<br />

Fire Brigade, Civil Defence<br />

Telecommunications<br />

maintain a close liaison with the EOC<br />

seek policy guidelines, if necessary<br />

Mobilise services of Central/State government laboratories and recognised research<br />

centres for specialised services<br />

In such a situation, the Divisional Commissioner will act<br />

as the Additional Relief Commissioner for the <strong>disaster</strong> area,<br />

his powers will be analogous to that of Relief Commissioner in the EOC.<br />

will access funds from the State Government for this purpose<br />

will be assisted by Deputy Commissioner, Revenue in discharge of <strong>disaster</strong><br />

<strong>management</strong> functions as is the normal practice.<br />

will receive the support of other Deputy Commissioners and Assistant Commissioners<br />

and Line Department Heads.<br />

[The <strong>district</strong> control rooms would continue to function in their respective <strong>district</strong>s and<br />

perform all the functions as per the DDMAP].<br />
