Section VI : Institutional Arrangements at the District Level<br />

6. INSTITUTIONAL ARRANGEMENTS AT THE DISTRICT<br />

LEVEL<br />

Disaster <strong>management</strong> would involve many layers of participating organization. The three<br />

focal levels would be State, District and the site of the <strong>disaster</strong>. The State level agencies<br />

would be involved in policy decisions, resource allocation, prioritisation of activities and<br />

budget allocation and monitoring through the Emergency Operations Centre.<br />

The District Disaster Management Committee (DDMC) is an apex planning body and will<br />

play a major role in preparedness and mitigation.<br />

The <strong>district</strong> level response will be coordinated under the guidance of District Collector who<br />

will act as District Disaster Manager.<br />

6.1 Responsibilities of Collector<br />

The Collector shall be responsible for<br />

Preparation of the DDMAP with the assistance of the DDMC.<br />

Setting up District Control Room<br />

Encouraging formation of Mutual Aid and Response Groups (MARG)<br />

Under the DDMAP, <strong>district</strong> level agencies would be responsible for directing field<br />

interventions through various agencies right from the stage of warning to relief and<br />

rehabilitation.<br />

At the <strong>disaster</strong> site, specific tasks to manage the <strong>disaster</strong> will be performed.<br />

Collector will be an integral part of the DCR.<br />

Collector will be assisted by SOC.<br />

• SOC will be headed by a Site Manager.<br />

• Site Manager will coordinate the activities at various camp sites and affected areas.<br />

• The Site Operations Centre will report to the District Control Room.<br />

Collector will coordinate all the field responses. Field Responses include setting up<br />

Transit Camps, Relief Camps and Cattle Camps.<br />

The desk arrangement provides for division of tasks, <strong>information</strong> gathering and record<br />

keeping and accountability of the desk officer to the DDM for specific functions. Each desk<br />

should have a Desk Officer assigned. The capacity of various desks to coordinate amongst<br />

themselves and with the units to be coordinated will ultimately decide the quality of response.<br />

Such a function of coordination would largely depend on the capacity to effectively keep a<br />

track on communications received and the decisions taken. Pro forma for “In and Out<br />

Messages and Register” are given in Annexure I.<br />
