4.7 Adequacy of Existing Inventory for Disaster Management<br />

Section IV: Capability Analysis<br />

Adequacy of Existing Inventory for Disaster Management is the sufficiency of present<br />

inventory for <strong>disaster</strong> <strong>management</strong>. It is based on the <strong>disaster</strong> specific capability analysis. In<br />

order to equip the <strong>district</strong> for managing <strong>disaster</strong>s effectively, it may be necessary to assess the<br />

adequacy of present resource inventory.<br />

• After the 1993 Latur Earthquake, the Sr. Geologist G.S.D.A., Jalna has analyzed the<br />

tahsilwise villages which are near or on the lineaments. But due to the lack of technical<br />

instruments the scientific study of those lineament prone villages of the <strong>district</strong> has not<br />

been carried out<br />

• With the help of Minor Irrigation, Jalna <strong>district</strong> administration has prepared the list of<br />

flood prone villages.<br />

• According to Case Histories of floods, the administration has responded well to the<br />

flood situation. With the help of data of flood frequency, the <strong>district</strong> administration has<br />

taken the necessary action and played an important role in rehabilitation of Golegaon<br />

village of Partur tahsil.<br />

• According to Minor Irrigation, Jalna the present monitoring and warning system is<br />

insufficient to co-ordinate the <strong>management</strong> of <strong>disaster</strong>s. It requires 8 wireless set (the list<br />

of required wireless sets is given in the Requirement of the <strong>district</strong>) to tackle the <strong>disaster</strong><br />

situation.<br />

• Most of the area of Jalna <strong>district</strong> is generally inadequate in infrastructure like Fire<br />

Brigade. The <strong>district</strong> has 8 tahsils, including 4 Urban areas. Out of 4 Municipal Councils,<br />

only Jalna M.C. has its own fire brigade service. Due to this, the <strong>district</strong> administration is<br />

not sufficiently equipped to tackle fire accidents.<br />

• As per the District Health Officer, Z.P. Jalna, the <strong>district</strong> administration has sufficient<br />

experience in responding to the epidemic outbreaks but the problem of water pollution<br />

and supply of non infected water continues to be source of outbreaks. The <strong>district</strong><br />

administration has only one water quality monitoring lab, which is inadequate to test the<br />

water quality of each tahsil of the <strong>district</strong>. The vacant post of Medical Staff is the main<br />

administrative problem of the Health Dept.<br />

• Proper training and instrument kit will be provided to the Traffic Police on the basis of<br />

Mumbai Traffic Police. This is necessary for providing the immediate primary aid to<br />

Road Accident Victims. The widening of roads and repairing of road and pools are<br />

necessary.<br />

• The NGOs and college student volunteers lack the proper training and necessary<br />

instruments such as ropes, tubes, fire proof masks, breathing equipment etc. to face any<br />

<strong>disaster</strong> situation.<br />
