4.4 Disaster Specific Capability Analysis

Section IV: Capability Analysis
In the case of Jalna district, the capability is judged on the basis of nature of disaster and the
ability of the district administration to respond to disasters such as Floods, Road Accidents,
Epidemics, Earthquakes etc.
4.4.1 Earthquakes
The district administration and Sr. Geologist, GSDA, Jalna has analysed the tahsilwise
villages which are on or near the lineaments with the help of Structural Geology and Remote
Sensing data of the district but the scientific study of the weak zones is necessary.
4.4.2 Floods
The wireless sets are fitted on medium irrigation projects of the district. The list of medium
irrigation projects is given in the section on evaluation of resources. The Minor Irrigation
Department established a 24 hour Control Room connected by wireless to the command
posts. The district administration has set up co-ordination with Minor Irrigation Department
during the monsoon season.
The watershed management program is being carried out in 263 villages in order to manage
scanty rains received and to reduce the frequency of floods.
The district administration has taken necessary action after the Golegaon flood. 14.3
Hectares land was acquired by the district administration for the rehabilitation of Golegaon
village in Partur Tahsil. An independent Control Plan only for floods has been prepared in
Jalna district and it is updated every year. The district administration has prepared the list of
villages which are situated on the banks of rivers.
According to previous case histories of disaster episodes, the district administration has used
community warning systems in the form of drum beatings (davandi ) to warn the villagers in
the down stream. Preventive measures in the form of construction of percolation tanks and
cement plugs are undertaken to avoid flash floods.
