Drafting of Plan in itself is not a big task. <strong>The</strong> usefulness of the Plan is determined by its<br />
implementation and from the reforms achieved therein. During the implementation of the previous<br />
Plan, the following deficiencies were noted: lack of ownership, lack of capacity to implement the<br />
Plan, lack of proper disbursement of resources needed for the plan and implementation of the<br />
budget. Provided, there is objections to the reform and changes within and outside the judiciary<br />
and provided this is not addressed by the concerned leadership, there is a risk of the Plan not<br />
achieving its expected results. <strong>The</strong> risk identified by the Plan is one of the major challenges which<br />
need to be mitigated or managed. <strong>The</strong> leadership of the organization should from their respective<br />
organization maintain cooperation and coordination with the external actors and should garner<br />
support for the implementation of the Plan and likewise internal monitoring of the Plan and<br />
directives should be provided on a daily basis. Implementation of the Plan should be considered as<br />
a personal and institutional obligation of each justice actor.<br />
Within this background, we have tried to express the said Plan to be our own and have also<br />
expressed our ownership. Let us formulate annual work plans according to our level and let us<br />
pursuant to our own capacity and competencies express our commitment towards the<br />
implementation of the Plan. <strong>Judiciary</strong> in comparison to other institutions is an institution that has<br />
been continuously providing its services even in adverse conditions. <strong>The</strong> opportunity to work in the<br />
justice sector in itself is a matter of honor and prestige and it is our responsibility to expand and<br />
extend this honor. <strong>The</strong> only thing lacking among us is honesty, etiquette and commitment. We are<br />
to proceed with etiquette and commitment we can achieve most of the targets set by the Plan. If<br />
there is commitment, target is not impossible to achieve and in this regard I am confident that the<br />
<strong>Supreme</strong> <strong>Court</strong> will play the role of leadership and all justice actors will strive towards achieving<br />
the targets of the Plan.<br />
<strong>The</strong> present Plan has been formulated within a very short period through the experience and skills<br />
of judges and employees working in the judiciary. At the time when the judiciary was contemplating<br />
as to whether or not continuity should be given to the Plan, the honorable Chief Justice Min<br />
Bahadur Rayamajhi gave priority to the formulation of the Plan and pursuant to the direction and<br />
encouragement given by the Chief Justice formulation of the Plan has been possible. At a personal<br />
level I have had the opportunity of being involved from the first Plan. I would like to thank the Chief<br />
Justice for providing me with an opportunity to coordinate the formulation of the present Plan and<br />
would like to express my gratitude for the directions provided by him during the various stages of<br />
formulation of the Plan. Likewise, I would like to express my deepest gratitude to Honorable<br />
Justice Anup Raj Sharma, <strong>Supreme</strong> <strong>Court</strong> for his invaluable time and suggestions made during the<br />
consultation meeting in Pokhara. Similarly, I would like to thank all the justices of the <strong>Supreme</strong><br />
<strong>Court</strong> for providing their suggestions with a short period of time.<br />
On the basis of the mixed achievements made from the analysis of the first Plan and where<br />
question of continuity of the Plan was being raised, the national conference of the judges<br />
expressing for continuity of the Plan and with the unanimous opinion of the stakeholders regarding<br />
formulation of the Plan, has added further impetus and encouragement to the Plan Formulation<br />
Committee. Important suggestions have been obtained from the various consultation meetings. I<br />
would like to express my sincere gratitude to the Chief Judges and judges of the Appellate <strong>Court</strong>s,<br />
Registrar, District <strong>Court</strong> judges, Shresthadar, Judgment Executing <strong>Of</strong>ficers, officers/employees,<br />
<strong>Of</strong>fice of the Attorney General and participants of its subordinate offices, legal practitioners, parties<br />
