Furniture and other Equipments<br />

Currently all the courts have record files equivalent to 2.5 million rupees. Appropriate furniture is<br />

required for proper management of those files. Unfortunately, management of furniture has not<br />

been done. Although, the <strong>Supreme</strong> <strong>Court</strong> and the Appellate <strong>Court</strong>s do not have any particular<br />

problem regarding furniture, this problem is outstanding in the District <strong>Court</strong>s. Most of the courts<br />

have hall but are devoid of furniture. It is necessary to manage proper chairs and tables for the<br />

employees working in the courts. <strong>The</strong>re is a lack of clear policy regarding management of old<br />

furniture, re-utilization of such furniture and renovation and repair of such furniture.<br />

With regards to the availability of computers and the status of its application this topic has already<br />

been discussed above. Many of the courts have computers but are devoid of printers. Whereas<br />

many of them have printers but do not have toners and many places lack the facility of changing or<br />

refilling the toner. In particular, computers and other logistics received from various projects needs<br />

to be repaired and there is a lack of long-term management of these equipments. <strong>The</strong>re is a<br />

problem in managing cable for the computers, back-up power and toner for the printers. Taking<br />

into consideration the long hours of load shedding, it is necessary to make provision for back-up<br />

power. <strong>The</strong>re should be a policy of decentralizing the management of furniture and other materials<br />

and the concerned courts should have the authority to obtain furniture and materials based on the<br />

case load and number of people working therein.<br />

4.1.5 Result Oriented Application of Information Technology<br />

During the period of the first Plan, some important activities have been undertaken in the<br />

development of information technology. Nevertheless, the development of information and<br />

communication technology and its implementation could not be achieved fully due to the lack of<br />

development of information technology centric manpower. <strong>The</strong> Appellate and District <strong>Court</strong>s lack<br />

sufficient manpower in handing and operating computers. <strong>Judiciary</strong> does not have a permanent<br />

manpower regarding operation and management of computers. In order to link the information and<br />

communication technology with case management process the judiciary needs the following<br />

technical manpower for the following courts: <strong>Supreme</strong> <strong>Court</strong> – 14, Appellate <strong>Court</strong>s – 48 and<br />

District <strong>Court</strong>s – 225. 109 This manpower should be fulfilled on a permanent basis or on a<br />

contractual basis. It is necessary to institutionalize and strengthen the application of information<br />

technology. In order to provide recognition to the application of information technology, it is<br />

necessary to review and reform the legal provisions.<br />

It is necessary to develop an automated case system through the information technology. For this<br />

every case should be provided with an identification number and all level of the court should use<br />

the same number and the proceedings of the case should be linked to the automated process<br />

wherein the concerned party through the use of the internet may use his identification number and<br />

know about the proceedings of his case and it is also necessary for the courts to develop a<br />

mechanism wherein the courts through the information technology could provide information about<br />

the proceedings of the case to the concerned parties. It is necessary for the judiciary to actively<br />

take part in the management of record, information and data, collection and preservation of the<br />

same and should be geared towards applying the information and communication technology.<br />
