In order to effectively implement the decisions made in public interest litigation and the orders<br />

issued pursuant to its writ jurisdiction, interaction with Secretaries of government of <strong>Nepal</strong> has<br />

been conducted. <strong>The</strong> Plan Implementation Committee has entrusted the Division to request all<br />

courts, tribunals and quasi-judicial bodies to prepare work plan 90 regarding inspection and work in<br />

this regard in ongoing.<br />

3.3.18 To strengthen the library system<br />

<strong>The</strong> Plan had proposed for development of policy regarding library, construction of a separate<br />

building for the library, networking between legal libraries and application of information technology<br />

in library management.<br />

<strong>The</strong> Library Committee has drafted a policy regarding establishment and management of library<br />

and is in the process of receiving its opinion. Efforts towards increasing the level of the <strong>Supreme</strong><br />

<strong>Court</strong> library and documentation of books through the use of software have commenced. Enlisting<br />

of books at the <strong>Supreme</strong> <strong>Court</strong> is ongoing.<br />

3.3.19 To strengthen the institutional capacity of courts and tribunals<br />

Under this various activities have been planned which are as such: organizing training programs<br />

for the purpose designing the implementation plan, preparation of implementation plan and overall<br />

evaluation of implementation.<br />

With the conclusion of the mid-term review, the level of Plan Implementation Secretariat has been<br />

enhanced and with coordination from the National Judicial Academy, skills on designing<br />

implementation and work plan have been provided for the judges of the District and Appellate<br />

<strong>Court</strong>s in eight different locations.<br />

3.3.20 To establish and strengthen Commercial Bench<br />

<strong>The</strong> mid-term review included establishment and strengthening of Commercial Benches as one of<br />

its strategic intervention. Under this various activities have been proposed which are as such:<br />

review of laws deemed necessary for establishment of Commercial Benches, framing of<br />

regulations for Commercial Benches, fulfilling human resources, framing of procedures and<br />

guidelines regarding Commercial Benches and providing training for judges and employees.<br />

For the purpose of establishing and strengthening of the Commercial Benches, two Committees 91<br />

were constituted. Pursuant to the report submitted by both the Committees and taking into<br />

consideration the geographical location of the country, the <strong>Supreme</strong> <strong>Court</strong> in this regard has<br />

corresponded with the government of <strong>Nepal</strong> requesting the government for the establishment of<br />

Commercial Benches in six Appellate <strong>Court</strong>s. Likewise, another Committee 92 was constituted for<br />

the purpose of reviewing laws deemed necessary for the establishment of the Commercial<br />

Benches, framing of regulations regarding Commercial Benches, procedures and guidelines. <strong>The</strong><br />

Committee was asked to carry out the above activities and submit its report.<br />

Having accomplished the above-mentioned task, the <strong>Supreme</strong> <strong>Court</strong> had sought for the<br />

establishment of six Commercial Benches along with 66 different posts and budget from the<br />
