for appropriate laws, buildings, locations, office and skilled employees, establishment of central<br />
archive, development of electronic archiving system, and formulation of standards for construction<br />
of archiving rooms and also recommended archiving of sentences and fines should also be placed<br />
at the <strong>Supreme</strong> <strong>Court</strong> and the Appellate <strong>Court</strong>.<br />
Joint-Registrar of the <strong>Supreme</strong> <strong>Court</strong> had been appointed for the purpose of management of<br />
records and for the development of a scientific archiving system. 81 Pursuant to the decision of the<br />
Committee, plan regarding archiving is currently under preparation. During the commencement of<br />
the Plan, records that needed to be disposed pursuant to the rules have been initiated and with<br />
assistance from various donor agencies works relating to case management is ongoing.<br />
Employees involved in management and registration of records are provided with necessary<br />
training. National Judicial Academy has been identifying training need regarding record<br />
management. <strong>The</strong> <strong>Supreme</strong> <strong>Court</strong>, Appellate <strong>Court</strong>, Butwal and pilot courts have developed<br />
software for management of records and are implementing accordingly. Records within the<br />
<strong>Supreme</strong> <strong>Court</strong> are in the process of being managed through the process of microfilm.<br />
3.3.14 To develop case management system to reduce delay and case congestion<br />
<strong>The</strong> Plan proposed a number of activities for effective case management and reduction of case<br />
congestion such as development of a policy, amendment in the court rules, development of<br />
suitable computer program for introducing case tracking system, strengthening of intra-court<br />
monitoring and supervision, introduction of a system of case assignment to justices in the<br />
Appellate and <strong>Supreme</strong> <strong>Court</strong>, introduction of time management system and integrated filing<br />
system for running cases.<br />
<strong>The</strong> mid-term review carried out reviews of some of the activities and proposed for a constitution of<br />
Committee for case management and development of standard for performance of work of the<br />
courts and judges. It also proposed for an extensive development of case management system,<br />
implementation of time management system, to hold interaction with the Bar and other concerned<br />
stakeholders of the justice sector with regards to time management process, to orient judges and<br />
employees regarding preparation and implementation of time management system, to initiate time<br />
management system from the pilot courts, to determine duration of disposal of cases and to<br />
evaluate the effectiveness of case management and time management system.<br />
With the commencement of the Plan, a permanent Case Management Committee has been<br />
prescribed in the Regulation. 82 A joint meeting of the High-Level Directive Committee and Plan<br />
Implementation Committee had been organized which conducted a study on policies to be adopted<br />
for case reduction and disposal of cases. Likewise, responsibility to frame appropriate policy for<br />
disposal of cases exceeding five years was prescribed 83 wherein the policy has been submitted<br />
and is being implemented. Currently, verification of hearing of cases is being carried out at the<br />
<strong>Supreme</strong> <strong>Court</strong> and subsequently the cases are listed in the cause list, sections have been divided<br />
pursuant to the age and nature of the case and internal inspection has been prioritized. Case<br />
tracking system has been developed and implemented in the <strong>Supreme</strong> <strong>Court</strong>. A unified numbering<br />
system on entry point in each court has been introduced. Similarly, a computer based system for<br />
weekly and daily cause list; day-to-day status of the case presented for hearing, monthly report<br />
