for the judiciary and to develop and implement policy on partnership with donors and NGOs. Some<br />

of the activities have been under review during the mid-term review. Mid-term review included<br />

activities such as interaction and discussion with stakeholders of the justice sector (including<br />

Parliamentarians, Bar, intellectuals, civil society and donor agencies) , strengthening of the justice<br />

sector coordination committees at all levels, development and implementation of media policy, and<br />

implementation of policy regarding partnership with donor agencies.<br />

A committee had been constituted to draft policy regarding partnership with donor agencies and<br />

NGOs and to conduct a study on autonomy regarding acquisition of assistance from donor<br />

agencies. 66 This committee had recommended for prioritization of sectors and had recommended<br />

that donor assistance should be utilized in institutional reform, development of information<br />

technology network, financial management, legal aid, record management, development of human<br />

resources, development of forensic laboratory, execution of decision and management of libraries.<br />

A draft regarding development of media policy for the judiciary has been prepared and is in the<br />

final stage. During the Plan period, information window, court management committee and justice<br />

sector coordination committee has been established. Likewise, a committee has been established<br />

regarding partnership with donor agencies.<br />

Various interactions and discussions have been organized with stakeholders of the justice sector. 67<br />

<strong>The</strong> activities and progress reports in this regard are being disseminated through the central level<br />

Justice Sector Coordination Committee. Likewise, the central level Justice Sector Coordination<br />

Committee has been coordinating the level of service provided by the <strong>Supreme</strong> <strong>Court</strong> and other<br />

courts and tribunals and has also been looking into reforms that need to be made in future.<br />

A speaker has been nominated in the <strong>Supreme</strong> <strong>Court</strong> and work, duties and rights of the speaker<br />

has been defined. Likewise, a Nodal officer has been appointed in majority of courts to hear<br />

grievances of the court users and to disseminate news relating to the courts. In order to make the<br />

<strong>Court</strong> Management Committee for representative, amendments have been made in the court<br />

regulations.<br />

3.3.9 To strengthen the court user’s service delivery<br />

While drafting the first Strategic Plan, the Plan had envisaged the preparation of court user’s<br />

Charter wherein this strategic intervention was reviewed during the mid-term review. <strong>The</strong> Plan had<br />

envisaged the constitution of a task force at the Research and Planning Division for the<br />

preparation of the court user’s Charter, to carry out consultations with the concerned stakeholders<br />

on the issues to be included in the Charter and to prepare a draft Charter and implement the same.<br />

<strong>The</strong> mid-term review was entrusted with the task of finalizing the draft submitted by the Committee<br />

and activities such as implementation of Charter in all the courts, system of coupon and queuing,<br />

activation of information window was envisaged. Likewise, in order to improve the services to be<br />

provided to the court users and to make it less expensive, consultation with concerned<br />

stakeholders and Bar Association was also envisaged.<br />

Task force has been constituted for drafting separate Charter for each court wherein draft Charter<br />

has been obtained. <strong>The</strong> proposed Charter has been refined and published.<br />
