is in the process of being implemented. Conference for judges, Registrars and execution officers<br />

has been conducted. <strong>The</strong> first national conference of judges has been conducted this year.<br />

Likewise, a high-level committee 64 has been constituted to develop and implement the human<br />

resource plan of the judiciary. <strong>The</strong> report of the committee is in its final stage.<br />

A committee had been constituted to draft rules regulating the appointment and promotion of court<br />

personnel. <strong>The</strong> draft has been submitted to <strong>Nepal</strong> Law Commission for necessary action. Likewise,<br />

recommendations made by the organization and management survey report have been forwarded<br />

to the Ministry of Law and Justice for necessary action.<br />

Likewise, a committee had been constituted to review the salary and other conditions of service for<br />

judges. <strong>The</strong> committee had submitted its report which has been forwarded to Council of Ministers<br />

for necessary action. Similarly, salary and other conditions of service for court personnel are still<br />

under review. With regards to identification of training need of judges and court personnel, the<br />

<strong>Supreme</strong> <strong>Court</strong> along with the National Judicial Academy has carried out identification of training<br />

need and a report thereof has been approved by the National Judicial Academy and is being<br />

implemented. Capacity enhancement of summon executing officers are being conducted.<br />

3.3.7 To review relevant laws and to simplify the court procedures in order to improve the<br />

quality of legal and judicial service<br />

Under this strategic intervention, a Committee had been constituted to review the Acts and<br />

Regulations regarding judicial administration. 65 <strong>The</strong> committee had recommended for drafting of<br />

civil and criminal code, draft Bill regarding bail (a draft Bill had been prepared), draft Bill regarding<br />

limitation (a draft Bill had been prepared), and Regulation on Mediation (a draft had been<br />

prepared). Likewise, the committee had recommended for amendments in the various Chapters of<br />

the Muluki Ain, 2020, Judicial Administration Act, 2048, <strong>Supreme</strong> <strong>Court</strong> Act, 2048, Special <strong>Court</strong><br />

Act, 2059, Evidence Act, 2031, Act Relating to Legal Interpretation, 2010, Revenue Tribunal Act,<br />

2031, Summary Procedure Act, 2028, and <strong>Court</strong> Fee Act, 2017. Similarly, the committee also<br />

recommended for drafting of separate Act regarding Administrative <strong>Court</strong> Act and Information<br />

Technology (Crime and Control) and further recommended for improvement in court regulations<br />

and formulation of guidelines for various subject matters.<br />

Pursuant to the recommendation made by the Committee, amendments have been made in the<br />

Muluki Ain, Judicial Administration Act and in court Regulations. <strong>Court</strong> personnel work description<br />

guidelines, court inspection and monitoring guidelines and human rights guidelines for employees<br />

involved in judicial administration have been drafted. Likewise, draft Bills regarding bail and<br />

limitation have been forwarded to <strong>Nepal</strong> Law Commission. <strong>Court</strong> Work Description Guidelines,<br />

2063 has been enacted and activities regarding development of case management have been<br />

initiated.<br />

3.3.8 To institutionalize and strengthen communication with stakeholders of the justice<br />

sector<br />

Under this strategic intervention, the Plan had envisaged to establish information window in all the<br />

courts, creation of justice sector coordination committee, to develop and implement media policy<br />
