Chapter Two<br />

Vision, Mission and Values<br />

2.1 Introduction<br />

<strong>The</strong> first five-year Strategic Plan of the <strong><strong>Nepal</strong>i</strong> <strong>Judiciary</strong> had defined the vision, mission and values<br />

of the judiciary. Vision, mission and values do not change constantly and since they are permanent<br />

in nature, the spirit of mission, vision and values defined by the first Plan have been incorporated<br />

in the second Plan with minor changes. Commitment and ownership regarding implementation of<br />

the Plan of the judiciary has been incorporated as a new value.<br />

<strong>The</strong> Plan recognizes vision as destination, mission as path to destination and values as guidelines<br />

to the proceedings of the judiciary.<br />

2.2 Vision<br />

To establish a system of justice which is independent, competent, inexpensive, speedy, and easily<br />

accessible to the public and worthy of public trust and thereby to transform the concept of the rule<br />

of law and human rights into a living reality and thus ensure justice to all.<br />

2.3 Mission<br />

To impart fair and impartial justice in accordance with the provisions of the Constitution, the laws<br />

and the recognized principles of justice.<br />

2.4 Values<br />

Allegiance to the Constitution <strong>Judiciary</strong> shall remain committed towards the supremacy of the<br />

Constitution and shall remain committed towards the<br />

realization of economic, social and political justice as enshrined<br />

by the Constitution.<br />

Independence and Autonomy <strong>Judiciary</strong> believes in independence to perform its duties without<br />

any interference and pursues autonomy to deliver its services.<br />

Duty towards Society <strong>Judiciary</strong> is mindful of its judicial responsibility to the society<br />

and by preserving the values of democracy, multi-party and<br />

open society, the judiciary furthers collaboration with other<br />

external actors for peaceful settlement of disputes and is<br />

committed towards promotion consensus building and spirit of<br />

mediation in the society.<br />

Accessibility of Justice <strong>The</strong> judiciary will strive for providing increased accessibility of<br />

the people including the disempowered, minorities and<br />

indigents to judicial services at the most local level.<br />

Competent Justice <strong>The</strong> judiciary underlines the need to continuously improve the<br />

capacity of judicial institutions in order to provide quality<br />

services to the people in a dedicated and professional manner.
