practices, and institutions. 95 By studying the records of the meetings in which these individuals participated we expand the universe of texts and create an entry point for re-evaluating central problems in WIC politics, and politics within the Dutch Republic more generally. 4. Preview of the Argument The dissertation is organized into five substantive chapters, bracketed by this introduction (Chapter One) and a short conclusion (Chapter Seven). In the main it offers a detailed narrative and analysis of the meeting of the Heren XIX in Middelburg in the fall of 1645. The even- numbered chapters follow the meeting closely, moving chronologically from the arrival of news of the revolt at the end of August (Chapter Two), the selection of a new President and High Council for Brazil in mid-September (Chapter Four), and finally to the company’s successful lobbying campaign from the end of October to the end of December (Chapter Six). These chapters tell the story of how the Heren XIX responded to the crisis in Brazil and how the company mobilized the States General and other bodies to support a relief fleet to save the colony. In order to place the proceedings in Middelburg in context, and to provide a deeper understanding of the board's structure and the issues under discussion in 1645, two chapters flashback to earlier episodes in the company’s history. Specifically, they explore the negotiations to create the Heren XIX in the early 1620s (Chapter Three) and the debate over free trade to Brazil that dominated the late 1630s (Chapter Five). formative periods in the company’s history, drawing not only on the minutes from Middelburg, but also on sets of minutes from 1623-24 and 1638, two other periods for which relatively complete, detailed sets of minutes for the Heren XIX still remain. 96 Chapter Two introduces the main characters and themes in the dissertation by tracing the circulation of news and information about the revolt; it is largely narrative, rather than analytic. The chapter recounts how intelligence was gathered in the colony, transmitted to the United Provinces, and interpreted and disseminated by the company's directors. The news arrived in Middelburg ten days before the meeting of the Heren XIX began. Delegations were dispatched almost immediately to the company's other chambers and to the Prince of Orange and the States General in The Hague. In parallel with this secret, essentially proprietary network for sharing information, the news also spread to editors of the two most important newspapers in Amsterdam. The interplay between private and public spheres, and between The Hague as a political center and Amsterdam as a center for the exchange of commercial information, underscores the diversity of channels through which information flowed in the Dutch Republic and the challenge for the Heren XIX, whose task it became to shape perceptions of what had taken place in Brazil and to quickly build a coherent case for public support to crush the revolt. Here the chapter looks specifically at the role played by De Laet.
