For a packet not exceeding 4 oz, in weight Id.<br />

No packet must exceed 8 oz. in weight. The limit <strong>of</strong> dimensions are 12<br />

inches by 8 inches by 4 inches.<br />

A packet posted wholly unpaid will on delivery be chargeable with double<br />

postage ; and if insuflficiently paid will be chargeable with double the deficient<br />

postage.<br />

Patterns and Samples must be sent in wrappers (marked " Pattern <strong>Post</strong>"<br />

or "Sample <strong>Post</strong>") entirely open at both ends, and must be so packed that<br />

they may be easily withdrawn for examination ; but samples <strong>of</strong> seeds, flour,<br />

drugs, and such-like articles, which cannot be sent in open wrappers, may be<br />

enclosed in boxes (in such a way as to admit <strong>of</strong> easy examination) or in bags<br />

<strong>of</strong> linen or other like material, tied at the neck. Closed bags, even if transparent,<br />

will not be allowed. In cases <strong>of</strong> non-compliance with this rule the<br />

packet will be charged with double the deficient postage at the letter rate.<br />

The name, address, and trade <strong>of</strong> the trader by whom the Patterns or Samples<br />

are sent out must be in all cases printed (not written) or stamped on the outside<br />

<strong>of</strong> the wrapper. Otherwise the packet will be liable to be charged on<br />

delivery.<br />

A packet which contains any writing which would not be admissible by<br />

Book <strong>Post</strong> will be charged at the letter-rate.<br />

No glass bottle, or glass in any form, may be sent ; no explosive, liquid,<br />

semi-liquid, or greasy matter, nor powders <strong>of</strong> any kind which may stain<br />

or do other damage ; nor any living creature.<br />

Patterns <strong>of</strong> scissors, knives, razors, and other sharp articles, must be so<br />

packed and guarded as to completely prevent injury to the other contents <strong>of</strong><br />

the Mail Bags, or to the <strong>of</strong>ficers employed, but the packets must at the same<br />

time admit <strong>of</strong> easy examination. When these requirements are not complied<br />

with, the packet will be stopped.<br />

The Pattern <strong>Post</strong> is absolutely restricted to bond fide trade Patterns and,<br />

Samjylcs <strong>of</strong> Merchandise, with or without any document which is admissible by<br />

book-post. Packets not containing bond fide Patterns, and posted prepaid at<br />

the Pattern-rate only, will be charged with double the deficient postage, at<br />

the letter rate, together with a fine <strong>of</strong> 6(7.<br />

Official <strong>Post</strong> Cards impressed with a halfpenny stamp ; Reply <strong>Post</strong> Cards<br />

impressed with a halfpenny stamp on each portion <strong>of</strong> them, and private Cards<br />

impressed at the <strong>Office</strong> <strong>of</strong> Inland Revenue with halfpenny stamps, are available<br />

for transmission between places in the United Kingdom only.<br />

The front (or stamped) side is for the address only in addition to the<br />

words printed thereon. There must be nothing else written, printed, or<br />

otherwise impressed on it or on the stamp. On the reverse side, any communication<br />

may be printed or written. Nothing whatever may be attached :<br />

nor may the Card be folded, cut, or otherwise altered. If any <strong>of</strong> these rules<br />

be infringed, the Card will be charged Id. on delivery.<br />

No Card other than one <strong>of</strong> those issued by the Government, or a private<br />

Card impressed with a halfpenny stamp by the Inland Revenue <strong>Office</strong>, will<br />

pass under a halfpenny stamp, if it bear on it a written communication <strong>of</strong><br />

the nature <strong>of</strong> a letter.
