From the Editor<br />

Thank goodness it’s local!<br />

Do you remember people muttering about the number of empty<br />

shops in our local towns?<br />

Look around any of the market towns now - there are a few blank<br />

windows, but not many. New businesses have been opening here -<br />

small businesses, unique and individual, set up by people who can and<br />

will chat to you, because they are genuinely interested in whether<br />

you like (and will buy) the items they have chosen to stock. We are<br />

highlighting some of those businesses in this edition, and hope that<br />

you will drop in and say Hello, and take a look around.<br />

There are new ‘skills’ involved in surviving the gloomy grey days of an<br />

economic winter, things which we probably didn’t pay too much<br />

attention to before - knowing where to look for the Best Buy<br />

bargains, looking for 2 for 1 promotions and discount vouchers AND<br />

making sure that we use them before they go out of date. We juggle<br />

our plastic cards to get the longest free credit periods and the most<br />

loyalty points, and think twice about filling up the car - at approaching<br />

£100 a go, there are a lot of other things I would rather spend that<br />

money on!<br />

Of course one of the things we can’t always buy in locally is cheap<br />

fuel…. BUT, if we can do most of our shopping locally we will<br />

probably not be standing in the cold filling up the car and handing<br />

over vast amounts of tax and profit quite as frequently, and we won’t<br />

have such a long journey home. Whatever your MPG or kilometre<br />

equivalent, shopping locally make huge sense.<br />

So, pick one of those bright blue sunshine-y days and visit your local<br />

market town(s). You can park free, take time to chat to the person<br />

behind the counter, find out about the local produce, the local crafts<br />

people and skilled artisans working here in our communities. Enjoy<br />

the superb range of coffee shops and tea rooms –a different one<br />

every time you come into town perhaps - welcoming pubs and little<br />

restaurants for lunch or an early supper. We are very lucky living here<br />

– we just need reminding every now and again, rediscovering the<br />

reasons why we do live here and love it!<br />

Hospice Charity’s Search for<br />

Simply Supper Hosts<br />

Simply Supper is a great excuse to get together with friends or family for<br />

dinner on any evening in March 2011 and ask your guests for a donation<br />

to raise money for the charity. The money raised will make a big<br />

difference to families from Oxfordshire, Gloucestershire and surrounding<br />

counties who have come to rely on the hospice care for children and<br />

young adults at Helen & Douglas House.<br />

Helen & Douglas House offers medically supported short breaks and<br />

end-of-life care for children and young adults with life-shortening<br />

conditions and counselling and practical support for the whole family.<br />

How you organise your Simply Supper is entirely up to you. You can invite<br />

your guests for jacket potatoes, steaming bowls of chilli, or a four course<br />

candle-lit soirée. If you don’t like cooking, why not tell a friend who does<br />

about Simply Supper and see if they can host an evening?<br />

Celebrating some of the new, exciting and varied<br />

collection of new businesses in our market towns<br />

During 2009 and 2010 there were a number of empty shops<br />

in town,….remember? Now look around any of the market<br />

towns in the North Cotswolds and there are very few blank<br />

shop windows. New businesses have been setting up here -<br />

small businesses, unique and individual, stocked by people<br />

who can, and will, chat to you about the things they have on<br />

their shelves and rails, bought with a passion and intended to<br />

catch your eye.<br />

There is lots to celebrate about new businesses - the<br />

welcome is genuine and warm, the enthusiasm is almost<br />

tangible, there is an energy. We are delighted to introduce<br />

some of them to you this month and hope that you will drop<br />

in and say Hello, and take a look around.<br />

Executive Chef Patron, Brian Cutler, takes locally sourced and<br />

seasonal produce to prepare classic English and continental<br />

Sunday roast rib of beef and free-range duck from Madgetts<br />

interior is pretty and very feminine; prices will suit all<br />

Go-Stow in Talbot Court (between Stow Square and Sheep Street)<br />

is the regeneration of Stow Information Centre – but offers much<br />

more. The old VIC was missed by locals almost a much as by visitors,<br />

and although not many locals buy souvenirs, a stunning coffee table<br />

book of Cotswold Photos is a wonderful gift. There is a range of<br />

travel books here, cards and local crafts too. Tickets for London and<br />

local theatres,, days out to Warwick Castle, trains or bus tickets and<br />

timetables - all can be obtained by popping into Go-Stow. Save<br />

yourself time and stress on the computer and talk to a real person<br />

who can advise you about events and help you to plan it and book<br />

Out of Talbot Court walk down Sheep Street and on the left is Holly<br />

opened here in 2010 - The Moreton Gallery displays paintings and<br />

crafts in a friendly ‘working’ studio. Further up the High Street Celia<br />

Lendis opened her modern and light Contemporary Gallery in<br />

September. ”People often think that they aren’t wealthy enough to<br />

buy art, or that they don’t know enough. This isn’t the case. It is<br />

A diverse, vibrant collection<br />

Gallery 7, Sue Anderson’s exciting new gallery is inviting and<br />

dynamic. Contemporary and traditional paintings, sculptures,<br />

designer jewellery, limited edition prints and cards. The<br />

sculptures are beautiful and range from small bronze hares at<br />

£10 to a magnificent large garden sculpture of a small boy<br />

Although the weather forced us to cancel our collecting days at<br />

Tesco Stores, we were able to visit the Tescos at Stow to present<br />

Mark MacDonald the current store manager with a framed citation<br />

in recognition of the help received from Tesco in our fund raising.<br />

In 2010 some £10,000 was raised through the collections at Tesco.<br />

These have often been for the specific relief of people severely<br />

affected by natural disasters – the Haitian earthquake and the<br />

Pakistani floods being two major such events. At other times, such<br />

as Christmas, we have collected for selected Rotary charities. We<br />

thank all those who have contributed so generously. (The photo<br />

shows our President Michael Orme presenting the citation.)<br />

HOWEVER we did have some successful fund raising activities prior<br />

to Christmas. The Victorian Evening in Bourton raised some £2,000<br />

from car parking and we are grateful to John Hackling for allowing<br />

us the use of Hackling’s car park. The BIG BAND Concert with the<br />

Band of the Army Air Corps, enjoyed by a full house at Bourton<br />

School, brought in £3,300 – this is split between the band’s own<br />

charity (the Corps of Army Music Trust) and Rotary Charities. The<br />

future of the Army Air Corps Band is uncertain due to budget cuts,<br />

but we hope that they will be with us again on December 11th<br />

The Tree-of-Light, in remembrance of family or friends who have<br />

Nursing, Gloucestershire Air Ambulance and Rotary Charities<br />

including the Rotary Foundation.<br />

High Court judge on the importance of Independent Judges.<br />

Kingham resident Sir Anthony Mann gave a well attended club meeting an<br />

interesting expose on the role of Judges in our democratic society. Judges<br />

not only interpret and therefore create the law by constant reference to<br />

precedent, they also protect citizen rights from over excessive<br />

governments. (Apparently High Court Judges can only be fired by an act<br />

passed by both Houses of Parliament…perhaps we all underestimate their<br />

role in our free society.)<br />

The now well established New Year’s Day Duck Races, sponsored by<br />

WORLD OF COLOR <strong>Chipping</strong> <strong>Norton</strong>, and held at The Mill House Hotel was<br />

a runaway success, raising nearly £1200 for the primary school outside<br />

classroom, local charities and Rotary’s global Foundation (currently<br />

“almost there” with its eradicate Polio campaign). Forty one winners<br />

shared £500 of prize money with the £100 prize going to Juliet, an 8 year<br />

old holiday visitor who was overwhelmed to have won.<br />

Where does your money go?<br />

Well some of it goes to a Micro Bank in Malawi - Nick Teale from the<br />

Rotary Club of Burnham Beeches recently gave a fascinating overview of a<br />

venture that is transforming the lives of the economically disadvantaged,<br />

loaning them starter business loans of £25 for four months at a time.<br />

What is really interesting is that the Bank, based in Oxford, avoids<br />

mentioning its charitable status as their customers in Malawi are reluctant<br />

to accept charity. The majority are women, who are the marketeers of the<br />

country. Other unique approaches are that the PINs are fingerprints; to<br />

get a loan you need to belong to a Trust Group of around ten people who<br />

take out a joint loan and underwrite each other. No wonder they have a<br />

98% repayment record, something our UK banks could learn! The local<br />

Rotary Clubs in this UK region have donated over £73,000 in the last<br />

three years to this worthwhile venture, which has increased its capital<br />

employed from £1.9 million to £5.7. They plan to increase the number of<br />

customers from 250k to 1 million in four years. Thank you for your<br />

donations to Rotary.<br />

£227 at the Co-Op, despite the snow. The money we raised with<br />

your help will be going to Children In Need, Support Our Soldiers<br />

TIME FOR CHANGE<br />

The winter weather challenged all of us, especially the elderly who<br />

often experience loneliness and anxiety as well as the practical<br />

difficulties of surviving extreme conditions. At such times they may<br />

wonder if their quality of life could be improved by moving to a<br />

different type of housing – the crisis passes and, as the choices can<br />

seem limited, this enormous decision is shelved for another day. We at<br />

Abbeyfield appreciate this - but when we see People thriving once<br />

they have decided to move, and our provision meets their needs,<br />

explaining what we offer seems very important.<br />

The Abbeyfield Society provides Supported Independent Living for<br />

older people. It does not easily fit into a “Care for The Elderly box”. At<br />

the heart of Abbeyfield are the residents who live their own lives ‘with<br />

us’ - they have their own keys and furnishings, and can choose to<br />

participate in social activities; a balance of privacy, support and<br />

security where older people don’t have to compromise, in well<br />

maintained houses with no bills or repairs to worry about. Each House<br />

has a dedicated House Manager, a supportive staff team and homecooked<br />

meals. Theatre trips, events and coffee mornings enhance the<br />

quality of life and there is usually a friendly face and a listening ear not<br />

far away.<br />

THE LOCALISM BILL<br />

The Government published the Localism Bill on 13 December.<br />

The Bill aims to shift power from central government back into<br />

the hands of individuals, communities and councils, and will<br />

provide greater recognition of the role of local (community,<br />

neighbourhood, parish, village and town) councils along with a<br />

range of new powers..<br />

Key points of the Localism Bill include:<br />

• a new power for local people to approve or veto excessive<br />

council tax rises through a local referendum, but with the<br />

intention that the majority of local councils will fall below<br />

the level set by the Secretary of State;<br />

• a right for local councils to challenge a local authority by<br />

expressing an interest in running any service for which they<br />

are responsible – this also applies to voluntary and<br />

community groups, social enterprises and local authority<br />

employees delivering a service);<br />

• the chance for communities to buy a local community asset<br />

when it comes on the open market, developing a bid and<br />

raising the capital<br />

• measures to give people, councillors and councils the power<br />

to instigate a local referendum on any local issue;<br />

• a new general power of competence to provide local<br />

authorities – including certain local councils – to enable<br />

them to do anything apart from that which is specifically<br />

prohibited;<br />

• freeing up councillors to be able to campaign, to express<br />

views on issues and to vote on issues within their<br />

communities, without fear of being unjustly accused of<br />

having a closed mind on a particular issue;<br />

• the abolition of the Standards Board regime and a new duty<br />

on local authorities to promote and maintain high standards<br />

of conduct, including provision for the adoption of a<br />

voluntary code of conduct;<br />

• changes to the Community Infrastructure Levy including<br />

provisions requiring some of these funds to be passed to<br />

neighbourhoods where the development has taken place;<br />

• a new right for local councils to shape their local areas<br />

through neighbourhood plans which will enable<br />

communities to permit development – in full or in outline –<br />

without the need for planning applications;<br />

• the power for communities to take forward development in<br />

their area without the need to apply for planning<br />

permission, subject to meeting certain safeguards and<br />

securing 50 per cent support of the community through a<br />

referendum.<br />

An essential guide to the Bill has also been produced setting<br />

out the thinking that underpins the Bill. The guide makes the<br />

case for a radical shift of power from the centralized state to<br />

local communities, and describes the six essential actions<br />

required to deliver decentralization down through every level<br />

of government to every citizen.<br />

The Local Government Bill recognizes the importance of Parish and<br />

Town Councils in determining local policies and the future of their<br />

communities. For the first time our representatives can be key players<br />

in decisions made at district, county and even government level.<br />

To be representative each council needs to have fully elected<br />

members. It is imperative that nominations are received for all the<br />

seats on our councils.<br />

Voting for Parish and District Councillors<br />

The term of office for a parish councillor is 4 years and the current<br />

councillors are due to retire in May this year. This means that there<br />

are seats up for grabs for the next term of office, so if you would like<br />

to be involved in the community, now is the time to say so!<br />

To stand as a candidate at the election, you must be 18 years of age<br />

or over and a Commonwealth or European Union citizen. You must<br />

also be able to answer Yes to at least one of the following: do you live<br />

or work within the parish; are you included on the register of<br />

electors; do you own or rent land within the parish; do you live within<br />

3 miles of the parish boundary?<br />

If you are interested in standing, you will need to contact the<br />

Elections office at Cotswold District Council for a nomination<br />

paper. The nomination paper has two parts; the nomination itself<br />

includes your personal details and needs to be signed by two people<br />

who are on the electoral register in the parish;<br />

the second part is the consent to nomination which you must sign<br />

and have witnessed. These forms are available from early<br />

March and must be back with the elections office no later than noon<br />

on 4 April 2011.<br />

After the deadline, if there are more candidates than seats, there will<br />

be vote on 5 May. If there are the same number or less than the<br />

number of seats, those people are elected and the new council can<br />

co-opt others to fill the remaining vacancies.<br />

It is always good to have some new ideas on the council and get more<br />

people involved in the process, so ring the elections office and get<br />

that information now.<br />

District councillors face the vote too<br />

This year we will also have the opportunity to vote for our District<br />

Councillor. Qualifications for being a District Councillor are similar to<br />

those for the parish except that the area relates to the district rather<br />

than the parish and the last one (living within 3 miles of the<br />

boundary)doesn't apply.<br />

The nomination process is the same although you will need<br />

signatures from 10 supporters instead of 2 at parish. More<br />

Will you be able to vote?<br />

If there is more than 1 candidate for the District wards, there will be<br />

an election and we will need to vote. To be able to vote you need to<br />

be included on the Electoral Register. To make sure you are included,<br />

contact Cotswold District Council elections office. If you are not<br />

included you have until 18 April to fill in the application form.<br />

If you will be away on election ay or not able to get to the polling<br />

station, then you can apply to vote by post or proxy. Applications<br />

need to be with Cotswold District Council by 18 April for postal voting<br />

and 25 April for proxy voting.<br />

Councillors 'free' to back local issues<br />

As ‘Community Champions’<br />

COUNCILLORS are to be freed from restrictions preventing<br />

them from championing local issues, says the<br />

government. Local government minister Grant Shapps<br />

said he wanted 2011 to be the year of "councillor power".<br />

Over the coming weeks, he intends to encourage a new<br />

generation of community champions to put their names<br />

on the ballot paper for May's local elections.<br />

“The government's Localism Bill will help place councillors<br />

centre stage in their communities with more clout than<br />

ever before,” said Mr Shapps. This would include freeing<br />

councillors from restrictions that prevented them from<br />

championing local issues.<br />

Mr Shapps has written to every council in England to<br />

outline how the new Localism Bill will clarify these socalled<br />

"predetermination" rules. “It was wrong that<br />

councillors felt they were prevented from performing the<br />

role they were elected to do because they had declared a<br />

particular view on an issue. Yet predetermination rules did<br />

just that. It is ridiculous that a community can vote for<br />

someone standing on a particular issue, only for that<br />

person to be barred from talking about it once in office.<br />

Councillors must be given the freedom to properly<br />

represent the views of their constituents."<br />

The Localism Bill will clarify predetermination rules and<br />

end the uncertainty that had left councillors confused and<br />

concerned about voicing opinions on issues of local<br />

importance. "We are placing councillors centre stage in<br />

their communities with more clout than ever before to get<br />

things done for the people they serve.” Predetermination<br />

rules had led some council officers to advise councillors<br />

against discussing matters of local importance, the<br />

government claims.<br />

On that date there will be an election of one<br />

member of the District Council for <strong>Chipping</strong> <strong>Norton</strong><br />

There will also be elections for<br />

16 councillors to <strong>Chipping</strong> <strong>Norton</strong><br />

Town Council.<br />

It is also expected that there will be a<br />

Referendum on 5th May 2011<br />

on the future voting system for electing Members of<br />

Parliament, but this is subject to government<br />

confirmation in due course. The question expected<br />

to be voted on is: "Do you want the United Kingdom<br />

to adopt the 'alternative vote' system instead of the<br />

current 'first past the post' system for electing<br />

Members of Parliament to the House of Commons?”<br />

Help tomorrow take shape<br />

Every ten years a census is carried out by the Office for National<br />

Statistics to find out more about the people who live in England and<br />

Wales, and about the make-up of local areas. The results from the<br />

census, the estimates of the population at national, regional and local<br />

level, are then used to share out government funding and resources for<br />

all sorts of services and facilities.<br />

The census asks about work, health, nationality, citizenship, ethnic<br />

background, education, second homes, language, religion, marital<br />

status and so on. This information is then used to build up a picture of<br />

today's society and provides a powerful tool for looking at the area we<br />

live in and helping us plan for changes within our community. For<br />

Our role<br />

We are working with the Office for National Statistics to help make sure<br />

that the 2011 Census is a success. West Oxfordshire District Council<br />

relies, like all local authorities in England and Wales, on the census<br />

information to make sure that we get the right amount of government<br />

funding to provide you with the public services and facilities you<br />

deserve. How much funding we get is directly related to how many and<br />

what kind of people, the census says live in West Oxfordshire.<br />

Oxfordshire County Council's Trading Standards team is warning people about<br />

conmen who are cold calling residents and claiming that their computers are<br />

infected with viruses which they can fix. These conmen often say they work for<br />

Microsoft or Windows, although many different names are used. They will know<br />

your name and address and will suggest that your computer is at serious risk<br />

from the viruses or “malware” with which it is “infected”.<br />

Stealing information. They may ask you to shut down and re-start your computer<br />

or direct you straight to a program called “Windows Event Viewer”. This will list<br />

errors, some of which will be labelled “critical”. In fact, there is nothing wrong<br />

with your computer and the program is simply being used to con you into<br />

thinking you have a problem.<br />

If you fall for the scam, you will then be directed to a website to download a<br />

program which will allow the caller to control your computer to “fix” it. All that is<br />

actually happening is that the conmen are being given access to all your data<br />

stored on your computer, which could include personal, banking and identity<br />

information.<br />

The caller will demand payment for the so-called service provided. You will be<br />

asked for a direct debit or credit card payment and may also be asked to sign up<br />

to a direct debit payment scheme for ongoing “protection”. If you refuse to pay,<br />

the criminal on the other end of the phone may threaten to crash your computer.<br />

Trading Standards has received reports of up to £240 being demanded as a one<br />

off payment.<br />

Lists of names, telephone numbers and addresses are marketed internationally<br />

and call centres, particularly in India, make thousands of these calls, preying on<br />

unsuspecting computer users. Richard Webb, Deputy Head of Oxfordshire County<br />

Council's Trading Standards, said: “If you do receive a telephone call like this, we<br />

advise you to hang up straight away. If you have noted the caller’s telephone<br />

number or have been given a trader name or website address, please report the<br />

call to Trading Standards at 0845 051 0845 or<br />

run- through when family and friends will be very welcome. This is a great<br />

opportunity to practise and perform in Oxfordshire these spirited choruses<br />

under the direction of the well-known broadcaster, presenter and former King’s<br />

Singer Brian Kay, conductor of The Really Big Chorus internationally, and of the<br />

Gate Inn, Upper Brailes at 10 am. Morning Walk - 5 miles via<br />

Chelmscote and Lower Brailes. A fairly easy walk, no steep hills.<br />

Lunch at the Gate Inn, Upper Brailes. Afternoon starts with a<br />

climb but overall the 5 miles via Cherington and Sutton-under-<br />

Brailes are fairly easy walking. NB. The Figure of 8 format means<br />

that you can opt out after the morning walk.<br />

Trees Old and New<br />

From Catherine Roffe, Clerk to Swell Parish Council<br />

Last year the Cotswold Tree Warden Group held a competition to<br />

find the finest trees in the Cotswolds across some nineteen<br />

categories. Trees in Swell won two categories, a Wellingtonia for<br />

largest girth & a Pagoda for rarest. To mark this success an oak<br />

tree, donated by the residents of Nether Swell, was planted by the<br />

children of Swell School. It is positioned where it can be enjoyed<br />

by the many users of the Millenium footpath between Lower<br />

Swell and Stow. Pictured in the photo are Ellie Keegan age 7 and<br />

Alfie Dodridge, age 8, ably assisted by our Tree Warden, John<br />

Reynolds.<br />

Another tree was a runner-up for its interesting history... A 200<br />

year-old yew tree is on a route used by tramps to travel between<br />

the workhouses in Guiting Power and Stow on the Wold.<br />

Apparently, if they spent the night at the Stow workhouse they had<br />

to pay. Instead, they slept under this tree and walked to Stow in the<br />

morning for a free meal. Long time resident Mike Oughton tells<br />

how as a schoolchild he had to walk through this wood to go to<br />

Stow school for woodwork lessons. It was with some trepidation<br />

that they walked past any sleeping tramp beneath the tree!<br />

THE NATURAL WONDERS OF THE CEVENNES<br />

In the present economic climate you may not wish to travel<br />

too far to enjoy a summer holiday. If you are interested in<br />

nature, the Cevennes in southern France is a naturalist’s<br />

heaven. Last July we drove down at our leisure and stayed<br />

for a week in a fairly basic and inexpensive gite with an<br />

amazing view, several miles from the nearest village.<br />

There are few places in Europe that match the diversity of<br />

landscapes and wildlife to be found in the Cevennes and<br />

Grands Causses, rugged upland limestone plateaux<br />

separated by deep, forested river gorges. The area, made<br />

famous in R L Stevenson’s Travels with a Donkey in the<br />

Cevennes, is unfamiliar to most British travellers, but once<br />

you have discovered it you are likely to return again<br />

The Cevennes forms the south-eastern part of the Massif<br />

Central, and to the south of the region mountains drop<br />

down to the Mediterranean near Monpellier. What gives<br />

the region its rich diversity are the three different rock<br />

types to be found: limestone (the main feature of the<br />

dramatic river gorges and uplands of the Causses),<br />

granite, and schist – each with its own distinctive habitat.<br />

In the space of a week you can explore scenic gorges<br />

several hundred metres deep with vertical cliffs and<br />

pinnacles of rock that look as if they are about to topple<br />

over; dry Mediterranean scrubland, home to a great<br />

variety of plants, birds, butterflies and reptiles; grassland<br />

and hot, open scrub of the Causses, rich in wild flowers<br />

and many butterfly species; sub-alpine heaths and bogs;<br />

and forests of chestnut – such a distinctive feature of the<br />

Cevennes – together with oak, beech and Maritime pine.<br />

No visit to the Cevennes would be complete without an<br />

easy ascent of its two highest mountains, each quite<br />

different from the other – Mont Lozere (1,699m) and<br />

Mont Aigoual (1,565m)<br />

If you are interested in butterflies, few places in Europe<br />

have more species than the Cevennes, with some 150<br />

species recorded. Some species that are hard to see in<br />

Britain can be found without difficulty in different parts of<br />

the Cevennes, such as Swallowtails, Silver-washed<br />

Fritillaries, Clouded Yellows, and Chalkhill and Adonis Blues.<br />

You will see and hear many different insects, damselflies<br />

and dragonflies, and it is a challenge to identify them all.<br />

Wildflowers are so abundant that you can just enjoy the<br />

spectacle, or spend your time immersed in a guide book<br />

ticking off all those you can identify for sure. Two useful,<br />

inexpensive guide books I recommend are: Butterflies of<br />

Britain and Europe (Green Guide series, but avoid the<br />

companion volume on birds), and Mediterranean Wild<br />

Flowers (DK Pocket Nature series). If you want to identify<br />

some of the many lizards you will see, then the European<br />

Reptile and Amphibian Guide is very useful.<br />

Space precludes a list of all the birds,<br />

butterflies, moths, insects and<br />

lizards we saw, but the few<br />

illustrations included here may<br />

encourage you to visit and explore<br />

this magnificent, scenic, richly varied<br />

and largely unspoilt region of France.<br />

If you enjoy nature and the great<br />

outdoors, give yourself a treat and<br />

visit the Cevennes this summer.<br />

Greystones Farm Nature Reserve is tucked away to the east of<br />

Bourton-on –the-Water, a short walk from the town centre.<br />

Gloucestershire Wildlife Trust took on the ownership of<br />

Greystones Farm in 2002, setting up a project to manage the<br />

important existing grassland habitats, restoring and<br />

improving other habitats, landscape features and farming<br />

infrastructure. In partnership with a local farmer Greystones<br />

is run as a cattle farm, managed along organic principals with<br />

grazing, silage and hay cutting making up the principal<br />

farming system. The farm is home to the Salmonsbury<br />

Meadow Site of special Scientific Interest (SSSI).<br />

At the south of the farm is Salmonsbury Camp Scheduled<br />

Ancient Monument, covering an area of 27ha. Still visible are<br />

the remains of ramparts which once formed part of a fortified<br />

Iron Age town dating from the late Iron Age and later used by<br />

the Romans. However the human use of the site can be<br />

traced back to the Neolithic with evidence of a causewayed<br />

enclosure taking activity at Greystones back 5000 years.<br />

How to get there<br />

From the traffic lights on the A429 Fosse Way, turn into<br />

Bourton-on-the-Water on Station Road. Follow Station Road<br />

for approximately half a mile, around a right hand bend - park<br />

in the Station Road public car park (pay + display) on your<br />

right behind the garage.( There is no visitor parking at<br />

Greystones Farm). Walk back the way you came to the bend<br />

in the road – turn right shortly onto the narrow lane (marked<br />

with a 'no through road' sign). Turn immediately left on to<br />

Greystones Lane (signposted private road). It is advisable to<br />

phone the farm office to check before your visit<br />

Facilities<br />

This is a working livestock farm with numerous gates. Paths<br />

are through fields and maybe rutted and very muddy in wet<br />

weather. The site is gently undulating but there are some<br />

cross gradients of up to 12%. There are no seats or resting<br />

places on site.<br />

translated into 18 languages. We’ve had to wait 30 years for<br />

‘Land of Painted Caves’ but I’m sure the wait to rejoin Ayla and<br />

her ice age tribe will have been worthwhile. We have a limited<br />

number of the new hardback at the reduced price of £14.99 (RRP<br />

£19.99) so please order in time for the release date, 29 March.<br />

Wondering what all the fuss is about? We have a special price on<br />

the first in the series too. ‘The Clan of the Cave Bear’ is reduced<br />

Moonlight Mile by Dennis Lehane HB at £16.99<br />

Hard bitten private eyes in conflict with the Russian Mafia are<br />

fairly rare but this sets the mark. Middle aged Patrick dealt with a<br />

case that still haunts him, the return of a child to no-good<br />

parents. When she goes missing again, the trail leads him into<br />

conflict with some of the most brutal thugs I’ve read about.<br />

There were places in this yarn, of murder and mayhem following<br />

a stolen Russian icon, where I felt the coincidences and lucky<br />

breaks stretched belief but the breakneck pace, wit and<br />

convincing, slightly-over-the-hill, protagonist were always enough<br />

to keep me reading with enjoyment. Don’t ask about the multistrand<br />

plot, just admire the psychopathic heavies.<br />

There are many body-swap novels but most take the comedy<br />

route. This teen read takes things more seriously and looks at the<br />

problems of a young boy, waking up in the body of another and<br />

having to acclimatise to a new life in which he cannot share his<br />

secret. When he tries, of course,<br />

he is disbelieved. There are advantages to being Philip rather<br />

than Alex - the girls, for a start. However, none are the right girl<br />

for Alex. There are complications and humour but, in the main,<br />

this is a well written and thoughtful look at some teen problems,<br />

a convincing fantasy and a charming romance. I could have<br />

happily read much more of this. Another please!<br />

Local Rock band raise funds for The Children’s Hospice<br />

The three members of local rock band “Purgatory Shift”, all six-formers<br />

at <strong>Chipping</strong> Campden School, completed a gruelling 24 hour sponsored<br />

jam session to help raise money for the children’s hospice Helen &<br />

Douglas House in Oxford.<br />

Starting at 7pm on a Friday evening, Tom Ford (lead guitar), Tom Keyte<br />

(bass guitar) and Pete Rycroft (drums & keyboards) played continuously<br />

through night and day, the whole event being streamed live on the<br />

band’s website (www.purgatoryshift.com), where donations can still be<br />

made.<br />

Plant<br />

Funding Scheme Overview<br />

includes a funding scheme to<br />

encourage and support community groups to plant trees in<br />

neighbourhoods where people live and work. The funding scheme,<br />

provided by the Forestry Commission, is part of its contribution to the<br />

Defra-led partnership.<br />

The funding scheme application form is available on the campaign<br />

website www.direct.gov.uk/thebigtreeplant<br />

Who can apply for funding? The Big Tree Plant aims to increase the<br />

number of trees being planted in towns, cities and residential areas, by<br />

supporting community groups and organisations to establish or expand<br />

projects to plant and care for trees.<br />

In support of this, The Big Tree Plant funding scheme is available to any<br />

group of individuals who come together to improve their environment<br />

through tree planting. Applicants need to be part of a community-led, not<br />

for profit organisation. It would be preferable if the group was organised<br />

through a written constitution to ensure long term care of the trees. The<br />

Big Tree Plant funding scheme is not intended for individuals or local<br />

authorities (unless they are members of a community partnership).<br />

What are the minimum / maximum amounts of funding?<br />

The minimum level of application is £500. The maximum amount of<br />

funding for any one project will normally be £25,000.<br />

Can we decide on the location(s)?<br />

The funding scheme will be open to all planting in urban and other<br />

residential areas, but applications will be particularly encouraged for<br />

projects in deprived areas with little greenery that would benefit most.<br />

Campaign funded planting could be on streets or in publicly accessible<br />

green spaces. Projects may be considered on privately owned land or<br />

land that is not publicly accessible such as school grounds as long as they<br />

provide benefits to local people and involve the local community in the<br />

project.<br />

If a project location is specified with an application, written permission<br />

from the landowner must also be provided. Projects will be considered<br />

where the exact location is not yet known. In such cases, it will be a<br />

condition of the grant that permission and support from the landowner<br />

is demonstrated once the location has been identified and before any<br />

work begins.<br />

Who will review the applications for funding?<br />

Applications for funding will be assessed by a panel of representatives<br />

from civil society organisations, national tree bodies, Defra and the<br />

Forestry Commission. The panel will have an independent chair.<br />

Do we need to find matching funding?<br />

Matched funding is not absolutely necessary, but the panel assessing the<br />

applications will favour those schemes where it is incorporated. Matched<br />

funding of at least 25% will normally be looked for. Volunteer time will<br />

be accepted as part of the matched funding.<br />

Do applicants need to guarantee that the tree(s) will survival? For the<br />

purposes of this funding applicants will be asked to demonstrate that<br />

they have a long term plan of community partnership and involvement<br />

which will ensure continued maintenance of the trees planted. The<br />

campaign website will provide information about how to care for trees.<br />

Wheel Heroes 100s – Cyclists Fighting Cancer<br />

Dawes Cycles has got behind the Cyclists Fighting Cancer<br />

charity, sponsoring a major fundraising event on May 22nd<br />

when The Wheel Heroes 100s’ will take place in either a 100<br />

mile or 100 km ride around Stratford on Avon, <strong>Chipping</strong><br />

Campden and Stow on the Wold.<br />

Cyclists Fighting Cancer (CFC) donates bikes, specially adapted<br />

trikes and tandems to children and young people affected by<br />

cancer to encourage them to get active again. CFC was set up by<br />

Mike Grisenthwaite, himself a cancer survivor and keen cyclist.<br />

Grisenthwaite sai.: "Having Dawes on board for the Wheel<br />

Heroes event is fantastic I am passionate about making this<br />

event a fun and exciting experience for everyone who takes part<br />

A ‘Spinners’ Challenge<br />

her regular 'spinners' a challenge for the new year – a 100<br />

mile cycle session. This should take approximately 4 hours.<br />

They hope the challenge will raise funds for two local<br />

charities - 'Kates Carers' and 'Breathe Easy'.<br />

Nicki will lead/teach the session with 15 other cyclists<br />

(hopefully more, subject to borrowing more bikes from<br />

Cirencester Leisure Centre).<br />

There was mixed news at the beginning of December. The<br />

Cotswold School’s ’s new Sports Hall would be ready for<br />

community use at the turn of the year, with non- slip floors,<br />

no stacked chairs behind the baseline of the court, high<br />

ceiling, contrasting wall colours with the shuttle….<br />

…at a cost quite a lot more than that we have been used to.<br />

So, its back to the calculator to see what we can afford and<br />

hope we can reach a compromise in order that badminton<br />

can have facilities equal to football and hockey. No one gets<br />

something for nothing – not today – but there is a limit to<br />

what people can afford to pay and there is a demand for<br />

badminton - as witnessed by the 24 players struggling to get<br />

a game in on one court between 7.30 and 8.30pm on the<br />

first evening back after the new year!<br />

2011 - an exciting year for BVCC!<br />

Plans for our new clubhouse are gaining momentum and a brand<br />

new eco-friendly building with a truly sustainable theme will give us<br />

one of the only types of these community buildings in the county.<br />

New FIRST XI captain Tom Arkell hopes to make a huge impact both<br />

on and off the field. After losing a couple of key players through the<br />

winter re-building has started with some familiar faces returning and<br />

new players trialling for a place in the team. Ted Hughes and Ed<br />

Shaw return to strengthen both batting and bowling departments<br />

with Ryan Newhook once again leading the attack along with spinner<br />

Ryan Hill and a couple of potential signings, making BVCC a true<br />

force in The Cherwell league. Zimbabwean batsman Neil Ferreira<br />

returns for his second season at the club, bolstering the top order<br />

along with his fellow countryman Kingsley Went, and 19yr old<br />

Charlie Garrett is looking to improve on his already sparkling career<br />

at BVCC!<br />

The SECOND XI will be led by Will Davies and with a number of new<br />

young signings and our Junior system producing some very exciting<br />

prospects will be looking to win Division 6. Sam Arthurs continues his<br />

Gloucestershire tenure with selection in the U14 squad and will be<br />

looking to impact the 2nd XI. Of course the “old guard” will still be<br />

needed to get the mix of maturity and youth but vice-captain, 16<br />

year old Jack Galpin, will look to continue his excellent record both<br />

with the bat and behind the stumps.<br />

CHANGING ROOM FUND<br />

The year started with ex Liverpool Legend<br />

Jan Molby supporting the club at a Sporting<br />

Evening at the Fire Service College. A great<br />

evening of football stories and comedy saw<br />

over £3000 raised for the Changing Room<br />

Fund. A Bingo event followed with great<br />

support from the regular Bingo goers in<br />

Moreton, and prizes being donated from<br />

many local businesses.<br />

We held a Six A Side Tournament during the<br />

summer which again was well supported by<br />

local teams and in particular the team of<br />

locals from the Black Bear Pub. August bank<br />

holiday weekend saw our 24hour Bike Ride<br />

when on static cycles in Moreton High<br />

Street club members and supporters<br />

covered over a 1000 miles. Our now annual<br />

10k Fun Run took place in October.<br />

During all this time the Changing Rooms<br />

were being built at London Road with the<br />

help of club members donating their skills<br />

and labour to get them completed in time<br />

for the start of the season in September. We<br />

exceeded our expectations in completing<br />

this work in this time, and ensured our<br />

acceptance into the Gloucestershire<br />

Northern Senior League.<br />

As we look back over 2010 it has been a momentous year for the club when we have all pulled together to set the<br />

club up for the future. With the need to build new changing rooms following the fire that destroyed the old ones in<br />

late 2009 we needed to raise funds as quick as possible.<br />

Bowls Club<br />

2010 - a momentous year for the club<br />

Plans to create a new high class green and bowling centre for<br />

Moreton-in-Marsh Bowls Club are at last underway, as work<br />

commences on new facilities, scheduled to be completed in<br />

April 2012.<br />

Founded in 1909, this thriving bowls club currently uses the<br />

green adjacent to Moreton-in-Marsh Hospital on Hospital Road.<br />

The Club moved to this site in 1913, from grounds just across<br />

the road, but after a 98 year residency the land lease drew to a<br />

close, and as a result, the club was faced with losing its home<br />

ground. For only the second time in its 101 year history, the<br />

ON THE PITCH<br />

On the Pitch our First Team won the Cheltenham League First Division by a clear 20<br />

points so were promoted to the Northern Senior League. Our Reserve Team were<br />

runners up in the Stratford Cutler Division so were also promoted. We started a<br />

new Colts team as we had so much interest in playing for the club.<br />

Our Junior Teams continued to provide football for local youngsters with new<br />

teams starting at Under 8 and Under 10 level along with the current Under 11, 13<br />

and 14 teams. We are in particular indebted to Moreton Cricket Club for the use of<br />

pitches for our Junior Teams at their Batsford Road Ground.<br />

So we would like to thank all the businesses, charities and people who have<br />

supported the club over the past 12 months and let’s hope 2011 is a good a year<br />

for Moreton Rangers.<br />

(It will be of no surprise that there is little to report on the football front for<br />

December as the weather put pay to most of Moreton Rangers Teams Games.)<br />

With strong support from its 94 members, the various<br />

authorities and local people, the Bowls Club has now secured a<br />

lease from the Town Council, for new grounds behind the Esso<br />

garage on the A429, and embarked on what promises to be an<br />

exciting major development of a new, high class, quality venue.<br />

We are now looking forward to April 2012 and to welcoming old<br />

and new friends.<br />

Tax doesn’t have to be Taxing – so say HM Revenue & Customs in their<br />

advertising designed to reassure “customers” that filling in lots of complicated<br />

forms is not that bad really. Well for many, collecting all the paperwork &<br />

getting the figures ready is a stressful enough job hence they seek help from an<br />

accountant when filling in Tax Returns etc. The bad weather at the end of last<br />

year added to the problems & for those in business the Vat change was also an<br />

untimely distraction. All in all it’s been a difficult time for business & the longterm<br />

forecast for the economy doesn’t hold out much hope that things will get<br />

better. If your business is struggling it will be worth your while talking things<br />

through with your accountant or bank manager as it’s amazing how things can<br />

quickly turn around once a business or commitments are restructured. It is so<br />

much easier to keep to deadlines, such as getting Vat Returns in on time, when<br />

a business is well organised.<br />

If you’ve already started thinking about self-employment & setting up your own<br />

business then you should consider registering during March as your business<br />

year will then run alongside the Tax Year. At the same time you should think<br />

about how you want your business to operate; for instance will you need to be<br />

registered for Vat, do you need to produce sales invoices, will you be dealing<br />

with a large number of suppliers? If you organise your paperwork & have good<br />

systems in place from day one you will find running a business so much easier.<br />

However, before starting out you should make an appointment to see your<br />

bank’s business manager as it is wise to set up a business account rather than<br />

using your personal account for business transactions. Contacting one of the<br />

local business groups, or the local representative for the National Federation for<br />

the Self-Employed is also a good idea; all will be in a position to give you<br />

helpful advice or put you in touch with people who can give you information.<br />

You should also make an appointment to see an accountant, or a solicitor if<br />

needed, at the earliest opportunity.<br />
