CHIPPING NORTON TIMES
From the Editor
Thank goodness for Autumn! After weeks of ‘hit and miss’
weather with temperature swings in double figures, a
month or so of anticipated chilly breezes, cool evenings and
damp misty mornings will be quite a relief. The chances of
choosing the right clothes (and footwear!) at the start of
the day increase enormously.
As we edge closer to a winter which is forecast to be ‘hard’
our local businesses will become more important, more
valuable for being close. Chippy is ahead of the pack here
with a good range of retailers for everything from apples to
autobiographies, shoes to shampoo.
Local businesses – local traders – keep money moving
within the communities, which keeps our towns and
villages vibrant and interesting places to live. With a tough
winter ahead we need to use our local businesses and talk
to them about how they can encourage us to visit more
often. It may be the range of goods and services – it can be
difficult for a smaller business to compete with a large
multinational on an out-of-town business park somewhere
– except that they have access to us on a regular basis and
could be clever at finding out how to provide what we
need, what ‘service’ may be expected – and how
customers would like to see things presented. A boring
shop or tired office, one that tries to tell us what we need,
or appears to be closed too frequently, doesn’t invite
people to ‘come again’!
Prices are frequently put forward as a barrier to shopping
locally, but I wonder if it’s easy to ignore the cost of travel in
a quick reckoning of cost? It is worth having another look at
how much of our shopping is available within say 5 or 10
miles.
This autumn we could try keeping more of our money
within our community – why pay it away in high motoring
costs when local business can help to keep our town vibrant
and alive?
Best wishes, Jenni Turner
This month there is a special Thank You to all our deliverers for their resilience
and persistence. The weather for delivering the August editions was
horrendous – thunder, lightning, gales and downpours. The magazines don’t
cope well with rain, so if the one you received through your letterbox a month
ago was either late or wet with its pages sticking together, or both, we are
really sorry - but we tried! (To those unhappy readers – I do understand your
frustration.) With luck we will have better weather this month – and I hope
you will enjoy reading this edition.
(As a deliverer myself I know that there are times when it seems a thankless
task. What would make a huge difference is more help, so that we could get
the deliveries made in less time. Could you help? You would receive your
copies as soon as they come from the printers, ready to go into your
neighbours’ letterboxes – at a time to suit you. Twenty minutes or so of your
time would make a difference.)
A beautiful lawn is no accident...
- it’s the result of a programme of care over a
sustained period. In this monthly column, local lawn
expert Alan Mann of Beautiful Lawn, talks how to
restore your own lawn to vibrant good health.
Following one of the wettest and coolest
summers ever recorded, your lawn may
look green and healthy but a host of
problems have been created by these
unprecedented conditions. Now that we are
moving into autumn, it’s
time to deal with them
before they really take
hold.
We all know that grass
needs water. We may not
know that it doesn’t like
being permanently wet, particularly not
when combined with warm temperatures.
This creates a damp, airless environment
that encourages the development of two of
the biggest threats to the health of your
lawn - moss and disease.
Moss loves the conditions that grass
hates - so, if you have moss in your lawn,
it’s likely that your grass is already
struggling. Moss is particularly invasive
because it breeds twice a year - in the early
spring and autumn. If it is allowed to breed
unchecked it spreads exponentially and can
take over a lawn very quickly. To stop the
problem getting any worse in the
immediate future
your moss should be
treated with a ferrous
sulphate spray in
early autumn to stop
it sporing this season.
The resulting black
moss debris will need to be removed with a
hard scarification.
However, that won’t stop moss breeding
again in early Spring. To completely
eradicate moss from your lawn, you need
to address the conditions it enjoys - in
particular, shade and damp. Start by
removing the lower limbs from trees and
cutting back shrubs that cast permanent
shadow over your grass. This allows air and
warmth to circulate through the grass. The
biggest difference you can make is to
improve the drainage in the soil underneath
the lawn and this should be done using a
hollow-tine aerator to remove plugs of soil
from the lawn. Then apply a top dressing of
sand and loam and brush it into the lawn.
This will fill the holes left by the aerator and
introduce looser material into the sub soil,
improving drainage and easing soil
compaction.
Your
Lawn
September
Fungal infections which are normally only
seen in the autumn have thrived during this
wettest of summers. Many of them enjoy
the same conditions as moss so they can be
addressed in the same way, although a
chemical control will require the application
of a fungicide and this is best carried out be
a professional.
Finally, don’t forget to raise the height of
your mower blades as the rate of growth
slows during September. Keep mowing the
lawn for as long as it keeps growing, but
this should be at less frequent intervals as
we move later into the year.
LINDY ALLFREY – Portrait Artist, Stow on the Wold
In June 2012 Lindy Allfrey won an international award
for her painting ‘Model in New York’. An elegant notice
posted on her website says:
THE SOCIETY OF WOMEN ARTISTS
151st EXHIBITION 2012
MALL GALLERIES, LONDON
Patron : HRH Princess Michael of Kent
PRESIDENT & VICE PRESIDENTS’ CHOICE Award
for ‘Model in New York” Oil on Linen
by Lindy Allfrey
The paragraph below the announcement tells us a little
more about the Award and why it is special….
“Founded in 1855, the Society has had a unique history
dedicated to promoting art by women. The Annual
Exhibition at the prestigious Mall Galleries, showcases a
stunning and eclectic mix of artwork in all media. The
Society encourages variety and versatility and features
some of the finest contemporary women artists from all
over the world, thus sustaining a reputation for
excellence.
Visit www.society-women-artists.org.uk for more info.”
Lindy’s website is well worth a browse, with background
notes hinting at the skills and professionalism that
underpin her confidence and enthusiasm. Lindy regularly
books herself into classes, workshops
and tutorials, studying in Florence and
more recently in America. “Art is
continuous training. It’s a life’s work -
there is no limit. It’s exciting.”
“Once you have the tools, and know
how to use them you don’t have to
think about it…..and then you can
express yourself.”
The result is a growing number of
awards, among them ‘The People’s
Favourite Painting Prize’ at the 125th
Anniversary Exhibition ‘John Singer
Sargent’ in Broadway in 2010. The
winning portrait was “The Lady in Red”
and it can be seen at Lindy’s studio at
Walton House in Stow on the Wold.
Lindy Allfrey with the winning portrait “Model in New York”
“Portraiture is special….when you
are painting a portrait it’s a special
time. It’s fun - everyone is surprised
at how much they enjoy the
process.”
Lindy runs workshops and classes in
her studio, sharing her knowledge
and experience with her students.
Small groups meet regularly and 3day
courses offer tuition for
beginners or a brush-up of rusty
skills. Lindy teaches Still Life as well
as Portraiture.
Jones once attracted knickers. And I, for one, don’t mind hurling a few
superlatives onto this bird’s reclaimed stage, although I’ll keep my knickers
to myself if you don’t mind.
Therearemyriadaspectsofthenaturalworldthatshouldmoveusto
wonder. There’s nothing like it to promote such wonder, in fact, from the
tiniest beetle to the glory of a natural landscape. Where red kites are
concerned, we don’t need to search within ourselves to access this faculty.
Wonder seizes us by the lapels and gives us a vigorous shake. To see them
wheeling in the skies above us, on long pointed wings, deftly turning their
forked tails to perform their aerial displays, is a privilege we should not
takeforgranted.MikeBoyes’fantasticphotoscapturethishandsomest
(I still have a few superlatives to fling, it seems) of birds to perfection – their
russet plumage, bright yellow feet and beaks, sharp grey heads and general
swaggering sexiness. Their aerial prowess is also evident in the photos, and,
furthermore, it seems that Mike is able to control celestial bodies in order to
get a good shot, which is a neat skill to have.
WeareseeingthesebirdsmoreandmoreintheCotswoldsnow,and
they are evidence of a very successful conservation and reintroduction
programme that has brought them back from the very threshold of
extinction in the UK. Once perhaps our most common and widespread
bird of prey (in medieval times they used to be lauded for feeding in and
cleaning up the streets of our cities), the red kite was exterminated in Wales
and Scotland by the end of the last century. Only a few pairs survived in
mid-Wales, and in 1977 the whole population stemmed from just one female
bird. The dedication of local individuals, landowners and conservation
organisations paid off despite the nefarious attentions of egg-collectors
and poisoned baits left out for other predators. And now the Welsh
population is steadily increasing, aided by the reintroduction of birds in
nineotherlocations.Tous,themostfamiliaroftheselocationsisprobably
the Chilterns, from where birds introduced from northern Spain have
successfully radiated. I don’t know whether the Welsh and Chiltern
populations have yet met each other, but if not it will not be long until
they do. This is especially gratifying when you consider that the species
is confined to Europe (plus a few in Morocco), where they are rare and
declining – the UK is fast becoming the stronghold of this exquisite creature.
The return of the red kite is not completely without
controversy, but this is not surprising when you see
special interest groups publishing lists of ‘pests’ that
include the likes of red kites, otters and even golden
eagles. Public over-reaction has even manifested itself
in a well known (and not exactly cerebral) talk show
debate about whether or not kites carry away small
dogs!I’mwaitingforthe‘mychildwassavagedbya
newt’ headline before I write in to complain, however.
It is sad to see so much venom directed towards species
that are doing well, and it often seems that we are, as a
nation, still quite intolerant of wildlife, particularly
where species get in the way of our sport. Having said
this,apragmaticattitudetowildlifeandecological
Kites in the Cotswolds
Words by Will Masefield, Gloucestershire Wildlife Trust
Photographs by Mike Boyes

conservation is important, and sometimes we do need to make hard
decisions. It’s just that these decisions need to be backed up by rigorous
scientific research, and at the moment it seems, despite the claims of some,
that research is exonerating raptors like the red kite, corvids (crows and
magpies, for example) and grey squirrels from the large-scale declines in
songbirds (never mind dogs and small children) that we have seen in recent
decades. Our most destructive predator by far is the domestic cat, and the
biggest drains on our birds’ numbers generally are cold, hunger and
disease. I would argue that the most obvious downside to the return of the
red kite is their potential to cause serious accidents on the M40 because they
are so good at drawing our gaze away from the road!
My sister in law is one of the many who are in awe of the beauty of red
kites. At least she was until she discovered that they were carrion feeders,
which seemed to tarnish their nobility in her eyes. I think this is harsh.
Ihaveatendencytopolishoffmychildren’sleftoversatmealtimes,but
don’t consider this overly damaging to my reputation – we all have our
proclivities. Although they are renowned scavengers, kites will take live
prey, from bird nestlings to small mammals like voles, rats and young
rabbits. An important part of their diet, though, is earthworms, as it is
for buzzards.
The red kites’ return to our landscapes coincides with the expansion of the
ranges of buzzards and ravens, birds which should have a considerable
overlap in terms of their feeding ecology. This suggests that food is not, at
this stage, a limiting resource. All are carrion specialists, particularly kites
and ravens, which is one reason (but there are more fundamental ones) why
they should not be vilified and victimised just because they are doing well
at the moment. They are, in truth, rather poor hunters, and their predation
levels on farmed pheasants are likely to be very low indeed. In the UK we
host several wildlife conservation organisations that try hard to persuade
people in other countries to protect and live alongside their wildlife (take
tigers in India – which can actually kill people – or crop-raiding elephants
in Africa and Asia) and yet we seem to be unable to live alongside creatures
like otters, kites and buzzards in our own backyard.
Let’s learn to practice what we preach. I hope that we will be able to
appreciate this bird for what it is – a spectacular and natural part of our
landscape and ecology, and a symbol of successful conservation measures
of which we should be very proud.
Red kites may exchange food in mid-air as
part of their courtship
A Short Story by Nicholas John
WAITING FOR SIX
Women with pushchairs, dangling toddlers; old people
wandering the aisles. I hate shopping. I mean it, I really
hate shopping. And she knows it, lets me off gently,
though I don't deserve it.
"Why don't you just go and get a coffee? Meet
you in the café, just give me twenty minutes, okay?"
I mumble agreement. I can never find what I'm
looking for anyway, even if I actually want anything. The
escalator pitches me into the lingerie department, acres
of nylon bras and huge posters of uplifts and frilly
knickers. Men's Fashion in beige - New Men with cheery,
self-satisfied grins and full heads of hair, dressed like
they're off to dinner on the boss' yacht. But, look around,
if you want a pair of elasticated trousers, you're in the
right place. It occurs to me I need a new pair of slippers.
Dislocation.
"You could make more of an effort, couldn't you?
You could just try and pretend to enjoy it at least. Treat it
like a day out - "
"What, like Alton Towers or the zoo?" I snap
back. Unreasonable or unresponsive - which is it to be?
"I'm having fun - no, honest, I am!" Spiteful and brittle.
I'm an unbeliever in the temple of the godless.
And I'm going to pick away at the pieces. Bit by bit, like a
kid worrying at a scabbed knee. We both know that I'm
not going to let it go, not till I've done some real damage.
My father's son.
"I sometimes think you do this on purpose," she
says quietly while I stir my coffee, knowing it will never,
ever taste any better.
"Think what you like," I say, but she already has,
probably in a previous lifetime. Her mother's daughter.
In the precinct, the polished shine of marble
floor leads to the Exit, where the High Street clings to the
grey of the late afternoon. I see our reflections in shop
front windows, but it's another, uncertain couple who
stare back, adrift in an unknown world of their own
making. The traffic's at a standstill and I'm two yards
behind her, trying to avoid the cracks in the pavement.
A red car has stopped in the entrance to the car
park, just yards from the barrier, a woman sitting in the
driver's seat. The woman's reading a book, but it's none
of our business. I carry the bags toward the car: push
change at the ticket machine, load the backseat, try to
leave the sinking feeling behind, but it's lodged tight
inside, immoveable.
"What's she doing?"
I turn around, half in, half out of the car.
"Nothing, just sitting there."
Two more vehicles have pulled up behind the red car, but
it still doesn't move forward.
"Do you think she's
alright?"
"Looked okay to me. She was
reading."
A lady gets out of the car behind. It's blocking the
yellow, criss-crossed grid and she can't move forward or
back. I momentarily lose sight of her behind the ticket
machine as a first, few, small drops of rain begin, almost
delicately, to fall.
"What's going on now?"
I don't reply, but I'm curious, a bystander. I can
hear the shouting, see the arms waving, but I feel
curiously detached, distanced, like I'm watching a play at
the theatre. A comedy of errors. The red car finally
lurches through the barrier.
The second lady's furious: sees us watching.
"She was waiting for six. Can you believe it? Six
o'clock. Trying to save money, waiting for the evening
rate." Shakes her head, gets back in her car. We look at
each other and I look at my watch.
"5.58."We both laugh and the tension releases
like air from a valve and we grasp at this unexpected
reprise. But it's short-lived.
"You do that, you know," she says as she pulls out
on to the main road.
"Do what?" I know what's coming.
"You know, find some stupid, forgotten principal
and hang on for grim death."
I glance sideways; she's smiling, but it's loaded. I
don’t want to answer, because there's no point really.
She's right after all. She always is. Here we go.
" I can't help myself."
"Try occasionally. You might feel better."
"Don't bank on it - "
She can read me like a book. And she reaches down
inside and tears the page a little more.
"You do it over and over, don't you? You're not
content to let anything lie, are you?"
"Not really, no - "
"It's a game to you isn't it? And I can't play it any
more. You just keep on pulling everything apart. Again
and again, three, four, five times." She looks at me,
hands gripping the wheel, joints whitening. "What are
you doing now?"
I'm staring straight ahead. The windscreen wipers
click and scrape at the drizzle. We've reached some kind
of crossroads.
"Waiting for six." I say and close my eyes.
NEWS
Because of a holiday, I’m writing this a full month before
it is required (six weeks before the magazine is published).
Therefore I regret I cannot impart, in any amount of detail, the
exciting news hinted at in our ad below. What I can say is that we
have a very exciting month of signings coming up, perhaps more
than one author visit per week throughout September. What we
would like you all to do is ask at the shop or take careful note of
our blog address and check for the news there -
REVIEWS
The Cutting Season by Attica Locke
Paperback at £12.99
The setting is a show-piece plantation, a museum of slaves
and their owners, an unusual and surprisingly claustrophobic
environment. When a young woman is murdered, there are old
crimes to uncover as well as the new one to solve but the
protagonist, Caren Grey, initially seeks to hide her young
daughter’s connection to the murder, placing herself outside the
law. The careful way the author leeks the truth, of both the new
crime and Caren’s family history, makes this a page turner, yet
one in which all her characters have time to come to life. I was
looking forward to this book, having read Attica Locke’s ‘Black
Water Rising’ and I was not disappointed. If anything, this is even
better.
The Hydrogen Sonata by Iain M. Banks
Hardback at £20.00
Two things you should know about Iain M. Banks’ ‘Culture’
novels (and this is one). 1. They deal with huge themes in vast
settings. 2. You will feel, if this is your first visit, that the deep end
of this particular pool is very deep indeed. These books are a
glorious challenge of intellect and staying power and this must
be one of the best. Why does everyone take an interest in a
young instrumentalist whose civilisation is soon to opt out of the
universe and why do some people want her dead? Anything to
do with her short contact with someone who seems to have
outlived everyone by thousands of years? Despite the vast
backdrop and mind numbing technology the sense of humour of
the Culture ships is there As usual, a top class Sci-Fi read.
There has been much in the news about tax avoidance, particularly with reference to limited
companies specifically set-up to avoid paying tax & national insurance. Whilst I don’t condone
anyone deliberately trying not to pay there fair share I do feel that Parliament has made a rod
for its own back. It is up to Parliament to legislate & up to government agencies to police that
legislation. In the case of personal service companies not only is the legislation unclear but
some individuals working for government, even some working for Her Majesty’s Revenue &
Customs, are paid through this type of company. In a lot of cases this not only reduces the
amount of tax & NI payable to HMRC, from both the employee & employer, it also takes the
employee off the books thereby reducing running costs, a wheeze that is often seen when
companies are looking for a buyer. Fundamentally, most of these companies are working
within the law yet there has been outcry from newspapers & politicians condoning such a
practice. Rather than setting their sights on these arrangements perhaps Parliament should be
looking at why so many of these companies exist & seek a way of harnessing the skills,
expertise & the potential revenue that these companies bring through these fluid
arrangements. The crux of the matter is that most of us are paying too much tax & this has
become a burden for individuals, families & business alike. As I have so often said in my
articles in the past, it is time that tax is not only made simpler, it has got to become fairer and
set at a level where everyone is happy to contribute.
Many readers will be aware that many tax codes issued by HMRC are wrong & therefore it is
wise to check these and query them as soon as possible. If you pay too little tax, because a
tax code issued by HMRC is incorrect, you are no longer able to argue that it is their mistake &
you may be required to pay any underpayment, interest or penalties immediately. If in doubt
seek advice from your accountant or give me a ring for free, impartial advice. I will be happy
to help in any way that I can.
Oxfordshire councils are asking residents for their views on a new scheme to help
low income households with their council tax bill which would come into force
during 2013.
As part of the Government's welfare reforms the current council tax benefit
scheme will no longer exist in its present form but will be replaced by a locallyrun
scheme, called the Council Tax Reduction scheme. From 2013 funds from
central government will reduce by around 10% - but all the Oxfordshire district
councils, Oxfordshire County Council and the Police Authority are working
together to ensure that support will continue to protect all claimants in 2013/14.
There will therefore be no impact for claimants, in 2013/14.
However from April 2014, Oxfordshire councils may need to make changes to the
local scheme in order to meet the 10% grant reduction. Consultation on how this
might be achieved is now underway.
Cllr Simon Hoare, Cabinet Member for Resources at West Oxfordshire District
Council, said "Across the county there is a deficit of £3m to fund Council Tax
Benefit and in West Oxfordshire alone we have 5,200 residents currently
receiving the benefit, which means that an additional £484,000 per year needs
to be found to maintain this current level of support.
"We are currently exploring a number of options that could help protect those
most vulnerable and are interested in hearing residents' views on how to achieve
this. The District Council is also working together with all the local councils to
take the same approach in setting up their own new schemes, which will help
save time and money."
The countywide consultation is open to all residents until 5 October 2012. The
survey can be completed online at www.westoxon.gov.uk/consultations or
requested from the Council by calling 01993 861000.
Support Finder
website launched
www.supportfinder.oxfordshire.gov.uk
A NEW website has been launched to help thousands of
people in Oxfordshire take control of their care.
Support Finder has been developed as a quick, easy and
comprehensive “one-stop-shop” for people with personal
care budgets. Personal budgets are an allocation of
funding given to service users after an assessment to
meet their needs and provide them with more choice and
control over their care and support.
It will also be useful for anyone looking for care providers,
help with living at home, staying healthy and safe,
transport services or leisure activities.
The site is provided by Oxfordshire County Council and
has been developed with the help of local people and
organisations that represent older people, carers and
people with disabilities. Local businesses and
organisations that provide an adult social care service are
able to submit their details online for a free listing on the
website.
Around 650 organisations and services are listed so far.
Users of the site can find what they need quickly thanks
to the simple design and useful features such as the
ability to make and store lists
County Councillor Arash Fatemian, Cabinet member for
Adult Services, said: “Support Finder is certain to be a
useful resource for people in Oxfordshire
“We are now at a point where more and more people are
seeking to take control of their own care and decide
exactly which services they want to use. That’s a really
good thing, but to be able to do it properly you need
information to make decisions.
“Support Finder has been designed specifically for anyone
looking for services, whether they pay for them
themselves or have personal care budgets. There are
more than 2,600 people with these budgets at the
moment in the county and that will increase over time to
5,100.
“That’s why Support Finder is so important.
It is the only site of its kind in the county, bringing
together information from many organisations on
support and advice for adults in one place for the first
time.”
Bulk oil buying scheme
from ORCC Trading Ltd.
“Over the last few months our members have saved around £60
compared with the market average price for 1000 litres of heating
oil (a staggering £160 against the highest prices). That is the power
of bulk oil buying.”
ORCC Trading Ltd has set up a new social enterprise that will
reduce the cost of your domestic heating oil each time you place
an order.
All you need to do to take advantage of the scheme is to pay an
annual membership fee, which will cover as many oil orders as
you need during the course of the year.
The scheme is being promoted by Oxfordshire Rural
Community Council, a long established and well respected
Oxfordshire charity. By bringing communities throughout
Oxfordshire together and making the most of joint buying power,
we can make savings and pass them directly to people like you
whose fuel costs are high simply because you use oil-fired central
heating.
The environment benefits too. Every time a tanker comes out to
make a delivery, it is using a lot of diesel – a full tanker can get as
little as a horrifying 8 miles per gallon. If deliveries are organised
so that one tanker delivers to several customers in a village
instead of making lots of individual deliveries, the fuel
consumption is reduced and so is traffic in the village.
All profits from ORCC Trading Ltd will go directly to supporting
Oxfordshire Rural Community Council who work to enable rural
communities to be more socially, economically and environmentally
sustainable.
All you need to do to take advantage of the scheme is to pay an
annual membership fee* of £20, which will cover as many oil orders
as you need during the course of the year.
* Annual Membership fee £20 domestic/ £30 community building/
£100 business
To be included in the next month's order round send your
membership application and annual fee to ORCC Trading Ltd at least
one week before the order deadline.
Total membership at 30 July 2012: 825 members.
Bulk oil ordering dates
Final deadlines for ORCC Trading Ltd to receive all orders for
inclusion in the next Bulk Oil Orders is 9.00 am on 26 September
2012. PLEASE NOTE: members should refer to their local coordinator's
deadline for receiving order forms, which will give an
earlier date.
Carers UK working with and for carers
Carers UK are aware that, despite changes in support and legislation, many
of the issues raised in 2011 as being key problems for carers are still
paramount today -
• caring taking over wellbeing— isolation, exhaustion,
and it impacts on your own health
• impact on working and finances (lower income)
• wanting the best for the person you love – a key driver.
• Determination to get things done—feisty: ‘I can’t give up at the first
hurdle’
• Being recognised as a carer and getting support
• People going the extra mile – ‘I don’t want other people to go through
what I did; I want a better deal for them.’
Carers UK are keen to work with local organisations and are
pioneering this with Social Services, Age UK Oxfordshire, NHS and carers—
to ’refresh’ the Carers Strategy and support carers in employment. The
Carers UK Employers for Carers scheme involves blue chip companies such as
Sainsbury’s, British Gas, and BT and are working to join up the national
scheme with local initiatives.
Carers UK campaigns on a very wide range of issues important to carers and
small but important steps forward have been achieved - the right to
assessment, carers allowance, pension rights, flexible working rights and the
Equality Act. Sharon Coleman and her son went to the European Court to
bring about this latter change.
There are some newer issues to address:
• the growing demand for social care
• increasing numbers of older people and carers (the number of carers is
predicted to increase to 9m by 2037) is a huge issue affecting us all - as big
an issue as climate change, though it attracts much less high profile
interest
• ‘sandwich carers’ - parents of a disabled child who also care for a parent
• distance carers
• changes to Care and Welfare Reform creating a ‘perfect storm’ for some
families.
Carers UK are pressing the Government on all these issues.
The Self Directed Support Forum
Do you organise care for yourself or a loved one and either pay for it yourself
or get a Direct Payment from social services? Have you had any problems or
concerns with the quality of the care that you received? Have you done
anything about it? Is there enough help and support around to help you deal with it?
The Carers Grant Scheme
Contact Carers Ofordshire
on 0845 050 7666,
Out of hours duty team 0800 833408
The Carers Grant is designed to support the health and
wellbeing of carers, helping them have a 'life outside
caring’. The one-off direct payment of up to £350 can
be used for activities or equipment not available from
Oxfordshire County Council or the NHS, such as:-
childcare or extra help at home;
driving lessons;
counselling;
massage and wellbeing services;
gym membership;
IT equipment;
training and recreational classes;
help with transport costs;
a short break ….amongst other things.
To be eligible, the carer and cared for person must be
aged 18 or over, and the carer must be providing
unpaid and substantial care for 10 hours or over a
week on a regular basis. The carer must not have had a
grant in the previous 12 months (Life of Your Own, GP
Carers Breaks or Leisure and Learning).
If the above sounds familiar, or is something of concern to you, we would love to hear from you.
The Self Directed Support (SDS) Forum is a group of users and carers who discuss and challenge the County Council on how self
directed support is working for users and carers. SDS have heard from a number of people that they are concerned that if things
go wrong with the care they’ve organised, they wont know what to do, or have sufficient support to sort it out.
The next meeting is on 11 September, 1-2.30pm, at County Hall, Oxford, Alan Sinclair (Lead Commissioner - Older People) and
Lucy Butler (Deputy Director, Adult Social Care) will be there to listen to people’s comments and concerns.
The SDS Forum is keen to recruit new members who would also like to be involved in discussions that they will be having.
If you would like to attend this meeting, or send in your comments, or If you know anyone who would be interested in being part
of the Forum, or are unable to come but would like to tell us about their experience, please contact Michelle Evans on 01235
West Oxfordshire District Council has become a shareholder in a
new Community Interest Company that allows homeowners and
businesses to cut energy bills and reduce their carbon footprint.
WODC has agreed to become a founding member of a new social
enterprise that will see it become a Green Deal provider - the
Government's new flagship scheme set to revolutionise the energy
efficiency of the nation's housing stock.
Householders will be able to install energy saving measures such
as insulation and new boilers with no upfront costs because the
resulting savings on their monthly energy bills will finance a loan
to pay for the measures.
The initiative replaces all current national energy efficiency
schemes and will be rolled out this October.
Signing up to this new venture follows the Council's recent
achievements to become an environmental leader by reducing its
carbon footprint by over 15 per cent in the past three years.
Under the Green Deal homeowners can have an assessment of their
property which identifies measures that will help reduce energy
waste. The homeowner can then take this to a provider who will
supply them with a comprehensive quote, including how much
improvements will cost to install, how much the bill payer will be
expected to save and how long the repayment will take. The
assessment will also make sure that the savings are equal or
superior to the cost of installing the measures.
Green Deal struck for residents
www.westoxon.gov.uk
Cllr David Harvey, Cabinet Member for Environment, said: "By
becoming a shareholder, this will allow the Council to ensure that
residents are given a reliable effective service, rather than have to
rely on external organisations over which it has no control or
influence."
Free electric blanket testing to help you stay safe
With Autumn on our doorsteps residents in West Oxfordshire are
being encouraged to plan ahead and think about safety by signing
up to get their electric blankets tested for free.
Residents need to book in advance to attend testing sessions being
held by WODC in conjunction with the County Council's Trading
Standards and Fire and Rescue Service.
The sessions will take place on:
• Friday 12 October in Witney
• Friday 26 October in Chipping Norton
Last year, 204 electric blankets were tested at sessions in West
Oxfordshire and nearly a third (62 blankets, 30%) were found to be
unsafe. Faulty blankets are a common cause of fires and the best
advice for anyone with a blanket that is more than 10 years old, or
showing signs of wear, is to get a new one.
Bookings for electric blanket testing can be made online
www.westoxon.gov.uk/blankettesting
or by calling 01993 861060.
The Cotswolds Conservation Board is delighted to have teamed up with Somerset based conservation group 'The
Heartwood Project' this autumn/winter to provide a range of exciting green wood work and woodland craft
courses. From spoon carving to chair making, these practical, hands-on courses are great if you're looking to learn
a new skill or simply want to try something a little bit different.
Over 70 people trained in dry-stone walling in 2012...so far
The Cotswolds Conservation Board has provided dry-stone walling training for over 70 people so far this year,
restoring approximately 65m of existing walls in the process.
There are many wonderful things to see at Moreton Show
and always a lot to raise a smile. None better than the
scarecrow competition and exhibition outside one of the
main tents. Why are they there? How did scarecrows arrive
at a county show?
34
&
Scarecrows are not new of course – their name gives away their
purpose and they have probably been around in different guises
for hundreds of years – ever since man became a farmer!
Historians can date them back more than 3000 years. Scarecrows
were used by Ancient Greeks for protecting their crops from birds
and the Egyptians of the Old Testament made scarecrows,
although they were often made of different materials, according
to what was available. It was many centuries later that the
English started making figures of straw with turnip heads.
Over many generations and right across Europe and the Americas,
scarecrows have become an art form with each country developing new
ideas. The basic crow-scaring function hasn’t been lost, but the ways in which
scarecrows are being presented are becoming more ingenious and inventive,
using a wider range of materials. And the modern scarecrow may need to
perform more than one function – the multi-tasking scarecrow will need to
combine field duties with competition, enjoyment and fund raising. And
he/she may even walk!
In different areas and different countries scarecrows can be
known by different names:-
In Scotland - Tattibogle (meaning to frighten birds
away from potato fields)
Somerset - Mommet
Berkshire - Hodmedod
Elsewhere - Jack of Straw, Scarebirds.
Germany - Bootzamon(male), Bootzafrau
(female)
Japan - Kyebiko/Kakashi
Scarecrow Festivals are held throughout the world and
attract huge crowds and are certainly a tourist attraction.
Usually a theme is chosen, and they can be combined with
other events such as Antique Fairs , Arts and Craft sales –
and of course, big events such as Moreton Show.
There have been many successful scarecrow events held in
the Shires - North Nibley Gloucestershire, Thornbury
Gloucestershire, Urchfont Wiltshire, Powick & Callow
Worcestershire, Belbroughton Worcestershire, Feckenham
Worcestershire and Bromyard in Hereford.
Dame Edna Everage
Tips for making scarecrows –
Scarecrow making can involve the whole family. You don't
need to be a good artist or a good carpenter to make a
wonderful scarecrow. You just need some imagination and be
willing to have a go!
There are lots of website guides – and a scarecrow
competition could be fun at Half Term.

Increasing fuel prices
push volunteer drivers
to the limit
Volunteer drivers have contended with high fuel costs for a
number of years, but the recent increase in fuel duty has led
to some volunteer drivers re-evaluating whether they can
afford to continue.
Oxfordshire has over 60 community transport schemes,
entirely managed by volunteers – over 1000 volunteers.
The volunteer drivers provide an invaluable service which is
appreciated by thousands of people in Oxfordshire who have
no means to access to basic services, such as doctors
surgeries, hospital appointments and grocery shopping. But
hikes in fuel prices are preventing some volunteers from
continuing and others from signing up.
The current approved mileage allowance payment (AMAP) of
40p per mile was set in April 2002 when the average fuel price
was approximately 77p per litre of unleaded petrol. This has
risen to an average 130p per litre in Oxfordshire - a 69%
increase. Because they can’t recoup the actual costs they bear
for their work in the community (without extensive accounting
to prove payments are not for profit) volunteer drivers are out
of pocket. Combined with dearer car insurance, increased
costs are acting as a major barrier to community transport
schemes.
In 2008 an e-petition was set up to campaign towards
increasing the 40ppm limit (before being taxed), but the AMAP
limit has remained at 40p – despite the continuing pressure of
rising petrol costs. Voluntary organisations are increasingly
concerned about the issue.
Emily Lewis, Community Transport Adviser at (ORCC) said,
“it’s very worrying to see that volunteer drivers, who provide a
vital transport service to some of the most vulnerable people
in the community, are being forced to stop volunteering
because they can’t afford to continue.”
ORCC is working with national organisations including
Volunteering England and CTA UK on the fuel prices and
insurance costs. The power of persuasion commences!
If you have any experiences or questions on the above subject,
then please contact Emily Lewis on 01865 883488 or email
emily.lewis@oxonrcc.org.uk.
Home-Start Needs Your Help
Being a parent can be one of the toughest jobs in the world.
Life can throw up unexpected difficulties, making it hard to
cope.
Home-Start volunteers help parents who are struggling and
experiencing issues such as post natal illness, disability,
bereavement, separation, isolation or multiple births. If you are
a parent and you care about others, and can spare 3 hours a
week, you could become a Home-Start Volunteer.
Home-Start Cotswolds is a voluntary organisation which
provides weekly support in the home for families (with at least
one child under five) throughout the Cotswolds. Trained
volunteers, who all have parenting experience, work alongside
a parent, listening, sharing, encouraging and supporting them
until they feel more confident and better able to manage
independently.
“As always we are looking for new volunteers to help us
support families” says co-ordinator Lesley Thorn, “our next
volunteer preparation course starts on Thursday 27th
September in Stow Youth Club and runs for 10 weeks, term
time only.”
As one volunteer said “Volunteering for Home Start not only
makes a difference to the family that I help, it also gives me a
sense of doing something that is important and worthwhile.”
If you are interested in finding out more about becoming a
Home Start volunteer, please contact Lesley on 01451 831781
or email stow@home-start-cotswolds.org.uk.
Plant & Rake without the Ache
Garden lovers may wish to consider some of the following tips
before racing into the garden or down to the allotment.
Gardening can be very rewarding but if activities such as
seeding, weeding, watering, digging and lifting are done the
wrong way, it’s easy to place strain and stress on our backs,
particularly if our backs are held in unsound positions for long
periods of time.
The good news is most injuries are preventable – and taking
care of your back now will allow you to enjoy the fruits of your
labour for many years to come.
Bend Your Knees to lift with ease
Here are some tried and tested rules for lifting with care,
without hurting your back:
• Get close to the load - stand with your feet shoulder width
apart, head up, feet and body pointing in the same direction.
Knees Bent, Back Straight – and check the weight of what you
are lifting. Then use your leg and arm muscles to smoothly
and slowly lift.
• Pivot with your feet, don't twist your body whilst carrying the
load.
• Easy down - bend your knees and slowly lower the load.
• Do not lift heavy objects above your waist.
• Avoid heavy lifting immediately after prolonged bending and
kneeling.
The Right Moves
Positioning your body correctly reduces strain on muscles and
joints:
• Alternate - heavy, light, heavy, light - this is the correct way to
handle these jobs
• Change hands – relieve the strain by changing the position of
your hands
• Check your position and change it often - kneel then stand - or
simply sit and relax for a while
• Kneel to plant and weed - use knee pads or a kneeling mat to
reduce the strain. Keep your back straight and stop frequently
to take a break.
• Rake right - Ease the strain on your back by putting one leg in
front, the other behind. Switch legs and hands from time to
time.
The Right Tools
Choose tools that are ergonomically designed and are correct
for the job, with padded handles and spring action. Here are a
few more tips:
• A hose is easier to manage than a watering can.
• A good wheelbarrow makes moving heavier loads a breeze.
• Separate a larger load into several small ones.
• Wear comfortable, thick soled, supportive shoes.
• Use ergonomically designed, long handled, lightweight tools.
It is easy to understand how our garden activities can cause
back pain if we don't go about them in the right way and not
surprising that, in general, about 80% of people experience low
back pain at some stage in their lives. So as well as using the
correct posture and tools, take frequent breaks, walk around
and stretch - staying in the same position for too long can
contribute to a sore back later that night or the next morning.
Back or muscle pain that lasts longer than 48 hours is your
body's way of saying it needs help.
Chiropractors are trained to detect and treat spinal problems.
They provide expert care for your back, muscles and joints,
helping you to enjoy life to the fullest.
Jonathan Atkinson of Discover Osteopathy is now offering treatments
at Cotswolds Health and Fitness Club.
So what exactly is Osteopathy?
Osteopathy is a system of diagnosis and treatment for a wide range
of medical conditions. Osteopaths recognise that much of the
muscle and joint pain we suffer is a result of dysfunction occurring in
our body’s structure and function. Treatment focuses on returning
the body to a state of balance by increasing the mobility of our joints
and relieving muscle tension, to help the body heal.
The team at the gym are good at treating bad backs, as many of you
will know, but there are so many more conditions that can benefit
from osteopathic treatment, from sports injuries and arthritis, right
through to pregnancy. Jonathan is able to relate treatments to your
exercise programme and work with your personal trainer or
healthcare specialist to help you reach your goals.
£2012 Raised !
Just a few weeks later , at the beginning of August , the
Bowls Club held its annual fund-raising event in and
around The Victoria Hall in Bourton-on-the-Water. The
hot , sunny weather had attracted large numbers of
people to the area and , amazingly , a total of £2012 was
raised for the Club!
This included a very generous and unexpected
donation made by a visitor from Thailand who , for one
particular race , bought 70 ducks , won the cash prize and
then immediately returned it to Club funds !
Thanks to everyone who contributed to this very happy
and successful day.
As we all bask in the sporting glow of the Olympics and the promises of the great and the good to improve the
provision of school sport football is taking a bit of bashing. The snarling, swearing image of pampered professional
footballers is in stark contrast to the hard working, smiling athletes of team GB.
The most impressive outcome of the London Olympics was the number of volunteers who helped make the event such
a success. This is where Moreton Rangers as a community football club can claim some affiliation to the games. All our
managers, coaches and committee are volunteers who give their time willingly to ensure our two senior and six junior
teams provide opportunity for all to play the beautiful game.
We are always looking to support new coaches to become part of our team, paying for their courses and our vice
chairman Paul Luker helping them with coaching sessions as our Youth Development Officer.
If you are thinking of volunteering then we have plenty of roles that you could get involved with on the pitch or off.
Please feel free to contact a member of the committee on the heading above if you want to give some time to help
your local football team.
Stow on the Wold Cricket Club
Saturday 21st July vs Williamstrip –
LOST
After a month without playing the team
travelled to Williamstrip and were asked
to bat first. Things didn’t get off to the
best start as Stow lost two early wickets
but a solid partnership of 56 from Chris
Heaps, who scored 24, and Ashley
Andrews, 37, got Stow back on track - but
both were dismissed cheaply after doing
the hard work. Stow never really got the
run rate going and, apart from a knock of
19 from Craig Chapman, Stow’s middle
order struggled against some good tight
bowling and ended the innings scoring
133.
With not much to chase the Williamstrip
opening batsman made it look easy! He
dispatched anything that was put in front
of him and hit a brutal 98 not out. With
most balls being hit to the boundary it
took Willaimstrip only 23 overs to knock
the score off and earn themselves a
comfortable win - which puts them top of
the table.
Sunday 22nd July vs Harvington -
LOST
Stow travelled to Harvington to play this
Sunday friendly and came up against some
stiff opposition. Harvington won the toss,
chose to bat, and looked a class outfit
from the start. However, but some good
bowling from Louis Millar, who took 2-27,
kept them on their toes. Lewis Chapman
was another stand out bowler taking 2-
36, but Stow’s bowlers could only keep
Harvington to a score of 240 off their 40
overs and, for the second game in a row,
an opposition batsman hit a score in the
90’s.
With a changed batting line up Stow didn’t
get off to the best of starts, losing a lot of
early wickets. Lewis Chapman and Ashley
Andrews put on a partnership of over 50
to get some runs on the board for the
away team. Lewis was first to lose his
wicket for 16 but Ashley went on to score
70 before being well bowled. Max Fisher
came in and did some late hitting to score
23 but with a huge total to chase it was
going to be hard and Stow were
eventually bowled out for 142.
Saturday 28th July vs Chedworth –
LOST
This home match saw Stow welcome last
year’s runners up Chedworth, in a middle of
the table clash. Stow won the toss and chose
to bowl, taking a wicket with the second ball
of the innings. Chedworth’s batsmen worked
a good partnership and at the midway point
in the match they were 85-3. A few middle
order partnerships from Chedworth upped
their run rate, with Stow taking regular
wickets. Chedworth ended their 40 overs
with a competitive score of 197.
With Stow needing to start well both
openers got stuck in and Stow were up on
the run rate. Ashley Andrews was quickly
dismissed for 24, followed by opening
partner Chris Heaps, who hit a good 34.
Chedworth picked up some crucial wickets in
Stow’s middle order and took control of the
game. Craig Chapman and Hayden Elsdale
showed some resistance but Stow’s lower
order couldn’t keep up with the run rate and
Stow were finally bowled out for 122.
Saturday 11th August vs Oaksey –
WON
Stow hosted last season’s promoted team
Oaksey and having won the toss, got off to a
positive start. Hayden Elsdale bowled
extremely tight and dismissed both openers
for only 15 runs off of his 10 overs. Oaksey’s
batsmen were under some pressure but
formed a few good partnerships in the
middle order. Ashley Andrews and Dan
Smith came on as the bowling changes and
picked up regular wickets throughout their
spells. Ashley took 2/25 but the stand out
bowler was Dan who took 3-20 off his 10
overs. Oaksey never got out of 2nd gear and
ended their 40 overs scoring only 110 -
mainly thanks to a great bowling display.
Stow’s confidence was high, but managed
to lose a wicket in the first over. With that
Oaksey thought they were in the game, until
a partnership of 50 between Dan Smith and
Ashley Andrews put Stow right back on
course.
When Dan was dismissed for 27 Ashley
stuck in and guided Stow to victory, scoring
60 not out. A bowling and batting
partnership between the two players saw
Stow to victory and keeps them fourth in the
league table.
Friday 17th August vs Dowdeswell -
LOST
On a fairly damp evening Stow took a trip
to Dowdeswell in this t20 match.
Dowdeswell won the toss and elected to
bat and got off to a good start with both
openers quickly hitting scores in the 20's.
Sam Webley and Craig Hughes picked up
a wicket each to slow the run rate down
but Dowdeswell’s middle order managed
to hit some good shots and achieved a
score of 150 off their 20 overs.
In reply Stow lost their top 3 batsmen in
the first 5 overs but some good hitting
from Seb Bevan, 30, Ashley Andrews, 28,
and Chris Heaps, 25, put Stow back in
with a chance. Hayden Elsdale hit a quick
18 and put Stow within touching distance
- but with not much sunlight left and time
running out Stow fell 6 runs short ending
on 144 off their 20 overs.
Saturday 18th August vs Windrush -
LOST
This weeks league match saw the team
travel to Windrush and take on last
seasons promoted team and a team Stow
beat earlier in the season. Stow won the
toss and chose to bowl and started very
well with both openers restricting
Windrush to not many runs. The bowling
change then worked and the wickets
started falling. Dan Smith bowled a mean
spell of 10 overs and took 4 wickets for
23 runs. At the other end Hayden Elsdale
also took 4 wickets for 45 and helped
keep Windrush down to a score of 123
with one Windrush batsman score 59 of
these runs.
Stows chase didn't start off well with a
wicket falling in the 3rd over but a
partnership of 30 between Ashley
Andrews, who was dismissed for 16, and
Dan Smith, who was out on 15, put Stow
back in with a chance. But once both fell
cheaply Windrush took full advantage and
bowled well to rip through Stows middle
and lower order. A disappointing batting
display saw Stow dismissed for a poor 74
after doing so well in the field. Although
the team lost they remain 4th in the
division with some tough games coming
up.

The July meeting.
We heard from John Horsman, Stakeholder Liaison Manager for
Chiltern Railways. John gave us a brief history of the company,
Marylebone station and the routes operated from there to
Aylesbury, Stratford upon Avon and Birmingham. He explained
how securing the 20 year franchise for the Chilton Line had made
investments possible. These have included many capacity
enhancements with faster trains, doubling and straightening out
stretches of the of track, and a 50% increase in the number of
platforms at Marylebone.
A current major project is to join the route to the Oxford line at
Bicester, re-establishing links severed some 40 years ago, such as
from High Wycombe to Oxford. Hopefully, government approval
for this will be received this Autumn for services to commence in
2015. Increasing passenger numbers will be accommodated by
procuring additional carriages to make longer trains.
John answered a range of detailed and challenging questions,
from explaining delays and pricing policies, to future challenges
and how to trace items lost on a train. Altogether a
comprehensive review.
The August meeting.
David Mainwearing is a Consultant with companies operating in
the Middle East. His talk included a comprehensive overview of
the history of the area, explaining some of the background, inter
action and problems associated with operating in The Middle East.
In certain countries the conflict between Shari Haw, Napoleonic
Law and British law can create a nightmare of rules, regulations
and rights for both residents and businesses. David also
highlighted the challenges of current conflicts where both sides
believe right is on their side.
The Rotary Club of
Kingham & Daylesford
‘Drug and alcohol addiction are all around us!’
The club will be hosting on Wednesday 12th September Wendy
Dawson the inspirational Chief Executive of the Ley Community
Centre which for 40 years has been providing drug and alcohol
rehabilitation for the local area. Drugs are unfortunately all around
us and the speaker will throw light on their excellent work that
many of us choose to shut out of our minds?
Founded with the assistance of the Rotary Club of Oxford the
centre now employs 22 staff working with a community of up to
58 residents. Half the staff have themselves been through drug
rehabilitation. Their personal experience and ability to have been
able to overcome their addiction has a powerful impact on the
current residents
The club is opening the evening to the public and a complimentary
light buffet will be available from 6.30 to 8pm at The Mill House
Hotel Kingham. Please call Mike Clark 01451 830 684 to ensure
attendance.
Olympic Gold for Rotary
When long jumper Greg
Rutherford lost his funding
after Beijing, the Rotary
Club of Bedford stepped in
and supported him. Is there anyone out there we can support for
Rio 2016? Call Paul Jackson 01993 83 1967.
Take a look at Rotary?!
We are a new non traditional mixed club. Without any obligation
do come and take a look. We only meet fortnightly with a meal
which is optional. We have fun putting something back to the
community at home and abroad. Call Martin Dare 07733 306856
or Graham More 01451 810 413……….we don’t bite!
We can but hope that some semblance of order returns shortly to
the Middle East to stabilise the economic uncertainty caused by
the current conflagration on oil prices, etc..
Next month on 13th September we will be discussing the
Community Engagement Programme for the older generation
with Caroline Maclean from the CAB, a County Council Volunteer
Manager.
Let me know if you would like to come along to The 7 Blue Boar and
enjoy a friendly chat 8
over a meal and a coffee for £10 per head. If
so please give me a ring on 01608 642423 or via e mail on
