From the Editor<br />
It’s worth it!<br />
It’s impossible to hide and even though we are still weeks away,<br />
we have been unable to keep it quiet - this is the edition when the<br />
first signs of Christmas appear in the magazine.<br />
But it’s worth it! There is a lovely competition for a trip on Santa’s<br />
Special stream train, and the dates for the three Christmas events<br />
in Bourton, Moreton and Stow…..and somehow there is a slight<br />
sparkle in the air already!<br />
Meanwhile we have been busy contacting our prize winners in the<br />
August Photo Competition. Last month we omitted to name one<br />
winning entry – Peter & Julia Stanbridge were also in that group of<br />
people who achieved 52 / 52 right answers. The prizes were<br />
different this year, with some of our local events offering tickets to<br />
concerts and stage performances, including a wonderful evening<br />
based on Charles Dickens; books by local authors including our<br />
‘resident’ short story writer Nicholas John; a visit to Chastleton<br />
House as it is decorated for Christmas; and family tickets to the<br />
Rotary Fireworks Display and the Gloucestershire Warwickshire<br />
Steam Railway.<br />
There are some interesting community issues in the magazines<br />
this month and if you would like to share your opinions, write a<br />
letter or an article, on these or other matters that you feel strongly<br />
about, we will be pleased to hear from you – either the email or P<br />
O Box address are fine. (A note on printing a letter without the<br />
correspondent’s name – occasionally someone has genuine<br />
reasons for not wishing to have their name/ contact details in the<br />
press. If we agree that there is real reason not to publish these<br />
details, we will publish the letter/article and act as a post box for<br />
any responses. However, we do need to know who the author is<br />
and to have correct contact details for them - which we will hold in<br />
confidence. We won’t ever print a letter from ‘Anon’ without<br />
knowing who is behind the ‘mask’.<br />
Talking about masks! - with Hallowe’en around the corner, we<br />
hope you will enjoy the spooks and bumps, the firework displays<br />
and bonfires - and let’s hope the weather behaves itself!<br />

Shared Ownership offers first-time buyers an opportunity to<br />
buy in the Cotswolds<br />
Many home buyers are finding property prices in the Cotswolds unaffordable, with figures from the Land Registry indicating the average home<br />
last year sold for over £333,000.<br />
However, a government initiative called<br />
Shared Ownership is available to assist<br />
aspiring home owners. The scheme offers<br />
them the opportunity to purchase a share in<br />
a new property from a housing association.<br />
Each month mortgage repayments are<br />
made on the purchased share, together<br />
with a subsidised rent to the housing<br />
association on the residual share. Then, as<br />
finances permit, additional shares can be<br />
bought until the home is owned outright.<br />
Shared Ownership is accessible to first-time buyers, with a household<br />
income of less than £60,000 a year. Many housing associations can<br />
even put you in touch with independent financial advisors and<br />
solicitors who have experience of the scheme. Sovereign Living, one of<br />
the largest providers of Shared Ownership in the south of England, is<br />
currently offering a range of stylish two and three bedroom houses at<br />
Moreton Park - a new development in Moreton-in-Marsh. Each of<br />
these homes is available to purchase with Shared Ownership,<br />

home affordably.<br />
“There is a whole generation that risks being locked out of the<br />

Harassment –<br />
how much can it cost you?<br />
Have you ever considered that an employee could bring a claim against you because of how a customer, contractor,<br />
supplier or member of the general public has treated them? Yes, this is how far third party harassment can extend and if<br />
you haven't taken steps to protect your employees, or stopped the harassment, it could cost you dear!<br />
The concept of harassment is not a new one – it has been around<br />
for many years both in the employment arena but also in the civil<br />
courts. However, the Equality Act in 2010 added a very wide<br />
statutory definition of harassment in relation to illegal<br />
discrimination or the ‘protected characteristics’ as they are now<br />
called. This covers religion or religious belief, sex and sexual<br />
orientation, race, disability and age. However harassment<br />
doesn’t apply to pregnancy, maternity, marriage and civil<br />
partnership. The Act specifically deals with sexual harassment<br />
with further detail. Harassment claims outside of these areas can<br />
still be brought in other courts but not in the Employment<br />
Tribunal.<br />
The coalition government announced in March 2011 that they<br />
deemed these provisions in the Equality Act "unworkable" but<br />
despite assertions to remove them, they are still there nearly a<br />
year on!<br />
What does it actually mean for employers and employees looking<br />
to bring a claim? It gained prominence with the case of Bernard<br />
Manning who made racist and sexist jokes about some waiting<br />
staff in a hotel in 1997. The staff bought claims against the hotel<br />
and succeeded, even though the person causing offence was not<br />
an employee. This legal principle of third party harassment, a<br />
primarily European driven concept, has latterly been extended<br />
and firmly embodied in the Equality Act 2010.<br />
The legal definition of harassment is 'unwanted conduct related<br />
to a relevant protected characteristic, which has the purpose or<br />
effect of violating an individual's dignity or creating an<br />
intimidating, hostile, degrading, humiliating or offensive<br />
environment for that individual'.<br />
What counts as harassment is very wide ranging from a joke or<br />
flirting through to the more extreme, such as assault. It even<br />
covers those who just overheard the alleged harassment even<br />
though they weren’t the subject of it! Even if everyone else<br />
thought it was harmless, that is no defense, it's a subjective test<br />
and so it is how the victim viewed it that matters.<br />
Section 40 of the Equality Act 2010 details when an employer<br />
will be liable for the harassment, which is effectively a threestage<br />
test. Firstly, the person must have harassed the employee<br />
during the course of the employee’s employment.<br />

Secondly, the employer didn’t take reasonable steps to stop it<br />
and thirdly, that the employer knew the harassment had<br />
occurred at least twice.<br />

It’s an incredibly difficult area, as employees might not directly<br />
disclose the first incidence or indeed multiple incidents of<br />
harassment so the employer may not be fully aware of it. It may<br />
not be until matters are properly investigated that the full extent<br />
of the harassment and the employer’s liability are known. How<br />
does an employer deal with the third party who has carried out<br />
the harassment if for example it is their biggest client or buyer<br />
etc. and they deny it? Further, how do you protect someone who<br />
is maybe not office based for example a sales representative. The<br />
realities of dealing with such allegations are very problematic<br />
but that doesn’t mean they can be ignored!<br />
Indeed, particular care should be given at social events, such as<br />
client days or marketing events that are still work related. These<br />
are often the sorts of occasions where alcohol is involved and the<br />
usual professionalism can lapse!<br />
What can you do as an employer to protect yourself? The first<br />
thing is to make sure that you have a clear harassment policy,<br />
often as part of an equality and diversity policy. Then use it. It's<br />
no point having it if it is never used. Make sure staff are aware of<br />
it and encourage an open door policy so employees feel they can<br />
raise such issues if they occur. Then act quickly. Don’t wait for a<br />
second allegation of harassment, act on the first. Speak to those<br />
who are most at risk and make them aware that you will not<br />
tolerate anyone treating them in such a manner and encourage<br />
them to tell you straight away if it happens. If your business<br />
deals with the general public, such as a hairdressers or shop then<br />
have a notice up that you will not tolerate harassment of your<br />
staff.<br />
If you know about it and do nothing and it happens more than<br />
once then it is likely to cost you a lot of money both in<br />
compensation, legal fees and reputation!<br />

door recently and announced that since 1972 he had bought<br />

The October deadline for filing a paper Tax Return is now past & it’s time for those of you who<br />
have yet to submit a Return to do so as time is getting short. You may have read that HMRC<br />
have reaped a huge amount in penalties this year & that figure is set to go higher as the<br />
Revenue are increasingly issuing penalties for even the slightest oversight. Remember, if you<br />
are late in filing there will be an automatic £100 penalty even if you have no tax to pay or<br />
even if you’ve paid the tax by the January 31st deadline. It is most important that your Return<br />
is filed before the deadline otherwise the clock will keep ticking. If you have still not filed after<br />
three months, daily penalties of £10 will start accruing, up to a maximum of £900. After six<br />
months there will be a further penalty of 5% of the tax due or £300, whichever is greater.<br />
After a full year’s delay there will be another 5% or £300 charge & so it goes on. In addition,<br />
interest is levied on the penalties. So be warned!!<br />
Whether you’re in business, or solely submitting a Return because you receive a pension or<br />
other income, is most important to spend a bit of time organising your paperwork. I suggest<br />
reviewing your paperwork at least once a month or when relevant statements or certificates<br />
are received. If you are able to, it helps keeping a spreadsheet as you can tick off the items as<br />
they come in. It also makes sense to keep your bank statements in order, checking statement<br />
numbers to ensure that none are missing. You can then match the amounts & dates received<br />
to ensure that nothing is missing.<br />
More often than not paperwork is filed and is never seen again. However, in my experience, a<br />
clear and concise filing system helps when deadlines loom. Many businesses operating good<br />
systems sometimes get better results; many even seeing increased turnover and profits, many<br />
who do not are constantly under pressure, missing deadlines and paying the price. Which<br />

knowledge and skills<br />
The Charity Commission, the<br />
regulator of charities in England and Wales, has launched the first in a<br />
new series of audio podcasts, designed to help charity trustees develop<br />
their understanding of their duties under charity law.<br />
The first episode is available to download from the Commission's<br />
website www.charitycommission.gov.uk, explains what trustees need<br />
to do to protect their charity against fraud. The 10-minute programme,<br />
presented by the Commission's Head of Investigations and<br />
Enforcement, Michelle Russell and Jamie Johnson, Head of Action<br />
Fraud, also explains what trustees should do if their charity does fall<br />
victim to fraud. The podcasts will complement the Commission’s<br />
existing communication channels and also be available via You Tube.<br />
“We hope our podcasts will help trustees familiarize themselves with<br />
the basic principles of charity law as set out in our guidance. They are<br />
designed not to replace the guidance and information available on our<br />
website, but to serve as easy, more informal introductions to trustees'<br />
roles and duties in different circumstances. We are deliberately keeping<br />
them short to allow busy trustees to listen in whenever they have a few<br />
minutes to spare".<br />

There are more than five hundred local talking newspapers in the<br />
United Kingdom serving their communities by providing local news in<br />
recorded formats for people who are unable to read newsprint. The<br />
movement began in the early 1970s in Aberystwyth following a visit by<br />
the town’s librarian to Vasteras in Sweden where he was impressed to<br />
find that the town had established a recorded newspaper for blind<br />
people. The idea swiftly gained the support of Round Table and other<br />
charities around the UK who were keen to support the idea. Local<br />
talking newspapers are represented nationally by The Talking News<br />
Federation which estimates that over 100000 people regularly listen to<br />
their local talking newspaper.<br />
The Cotswold Listener, a registered charity, is the local talking<br />
newspaper covering the north Cotswolds, Tewkesbury and Cheltenham.<br />
Since its beginnings in 1978, The Cotswold Listener's purpose is to help<br />
the visually impaired stay in touch with what’s happening in their local<br />
community and stay aware of the issues that are of interest to them;<br />
enabling them to live their daily lives more independently, whilst<br />
providing entertainment and engagement. Anyone who is unable to<br />
read newsprint owing to any visual impairment is welcome to join as a<br />
listener and the service is completely free of charge.<br />
The Cotswold Listener is produced weekly throughout the year and is<br />
available on CD or memory stick, and sent out free of any<br />
postage charge. It will also be available via a new website.<br />
The Cotswold Area of Outstanding Natural Beauty<br />
Two new Board members are required for the Cotswolds<br />
Conservation Board as part of a national recruitment campaign<br />
across nine protected landscapes by the Secretary of State for<br />
Environment, Food and Rural Affairs (Defra).<br />
Board members are required to reflect the importance of these<br />
special landscapes/areas, with responsibility for conservation,<br />
recreation, access, land management and resources, addressing<br />
both local and national interests.<br />
The appointments will commence from April 2013 and are<br />
initially for up to four years with the option of re-appointment<br />
for a total period of up to 10 years.<br />
The Cotswolds Conservation Board consists of 37 members, 15<br />
of whom are nominated by local councils, eight by parish<br />
councils and 14 are appointed by the Secretary of State. The<br />
new appointees will have the opportunity to work with other<br />
members to help steer and champion the management of the<br />
AONB and the Conservation Board so that it delivers a wideranging<br />
series of benefits throughout the Cotswolds AONB,<br />
promoting conservation of the area’s natural beauty, increasing<br />
public understanding and enjoyment of its special qualities, and<br />
maintaining the social and economic well-being of local<br />

times a year. We welcome enquiries from new volunteers.<br />

We laughed and laughed and exchanged knowing looks. How this<br />
lady, like, s-o-o-o didn’t know us! Sitting by the sun-kissed, hazy, lazy<br />
blue waters of the hotel pool, she was of elderly, yet indeterminate<br />
age, decked out in yards of flowing, coloured chiffon, effortlessly<br />
achieving the poised look that Bette Davis had perfected in her<br />
twilight years. Our poolside companion had just (in the course of<br />
relating a selection of enviable travelling anecdotes), let slip the<br />
immortal phrase “First Class: it’s the only way to travel.” Naturally,<br />
we'd nodded in complete agreement and I hoped I'd peeled the price<br />
sticker off the bottom of my Poundland flip-flops. Bette Davis’ twin<br />
sister did everything and everyone First Class - we'd won a<br />
competition in the local rag and, well, we were going to mention it,<br />
but…y'know how it is.<br />
It's impolite to interrupt a lady.<br />
---O---<br />
I didn’t mind the walk in the drizzle, dodging the crowds,<br />
stepping on and off the kerb, face bent into the cold, but the London<br />
Underground in rush-hour is grim and smelly. It’s borderline freezing<br />
on the streets of the capital, but down below the air is fetid, a heavy<br />
rush of hot wind as trains surge through the tunnels. Each train that<br />
squeals to a clattering stop at Euston Square is hideously overcrowded<br />
and finding a six-inch square of floor space means getting<br />
to know the bloke next to me more personally than is decent.<br />
At seven in the evening, Paddington is a heaving mass. The<br />
Departure board is surrounded by hundreds of grey faces, clammy<br />
foreheads, necks tilted, eyes scanning the flickering yellow digits.<br />
Somewhere, in this metal-ribbed cathedral, the 7-22 to Hereford<br />
stands empty and waiting. And, when the board finally announces<br />
at 7-17 that it's at platform 2, the faithful respond to the call. I've<br />
never seen fat men run so fast! They pass me in a whirl of blue<br />
pinstripe, hugging laptops to rolling chests, shiny shoes skimming<br />
the concrete. Strictly Come Commuting.<br />
There are six carriages on the 7-22 to Hereford. The<br />
nearest two are First Class, the next four Cattle Class. First Class is<br />
presumably nearest so rich people don't have so far to walk, but,<br />
providing I get on in the next three and a half minutes, I've got all<br />
the time in the world, and I've certainly got time to adopt an<br />
indifferent attitude. So I pass the First Class carriages (where no<br />
doubt Oriental handmaidens will soon be washing the tired feet of<br />
Company Director A and Chief Executive B) and I saunter slowly and<br />
deliberately down the platform, my boots clumping on cold<br />
concrete.<br />
"Slowly and deliberately" means no seat. I was actually hoping to<br />
actually sit in a seat that I’d paid for, but, forget it. No seat in four<br />
carriages. So much for indifference. I prop myself in a corner next to<br />
the toilet, trying to look like a man who wants to stand all the way<br />
home. In the space between compartments there are seven of us,<br />
all men, four already roaring into their phones. Mobile Man closest<br />
is telling some poor soul about his mother’s illness and, with each<br />
expulsion of breath, I get a fairly good idea of what each course of<br />
his lunch has been. We’re not on kissing terms yet, so I turn away<br />
and read the notices:<br />

I'm not a great believer in the stars or the planets, but some cosmic<br />
alignment must have happened over my head. At the precise<br />
instance, I hear the tannoy mumble something about "upgrades", I<br />
also hear some long-forgotten words from an earlier life: “First Class,<br />
it’s the only way to travel." Bless Bette and her sister! I'll get an<br />
upgrade!<br />
I hesitate, but not for long. Mobile Man is now describing<br />
his mother’s ailments in capital letters. I can argue with my<br />
principles later, when I'm in Comfort Class. Besides, in the<br />
intervening twenty years, Bette has surely gone to that Great Hotel<br />
Suite In The Sky, so I'll do this in remembrance of her. Seems only<br />
right and proper.<br />
I push and squeeze my way back along the train, heading<br />
for nirvana. One bloke wittily says “Not much room down that way<br />
mate” but he knows jack. I've got a grim “isn’t this awful” expression<br />
and a "but we're all in this together" look about me, or so I hope.<br />
And then it dawns on me: if I’m going to get an upgrade, surely<br />
every right-thinking person on the train is too? Everyone forced to<br />
stand with their noses pressed to toilet doors or into someone’s<br />
armpit will rush into First Class and, throwing roubles around,<br />
demand a seat there.<br />
When I burst into First Class, it's at a run. Blimey, it’s<br />
almost empty! There are a few occupied places, but only about<br />
fifteen in the whole carriage. A choice of seats - in fact, I could<br />
lounge across a couple at the very least. No trilling mobiles with<br />
stupid answer tones, no clattering laptops, no body odour; just<br />
Mozart soothing my furrowed brow. Like reaching an oasis in the<br />
middle of the Sahara.<br />
As a newcomer, however, to the hallowed halls of First<br />
Class, I’m not quite sure exactly what to do, so I select a plush<br />
recliner (ooh, how soft and so very, very comfortable) and wait to be<br />
upgraded by whoever next arrives. Surely, I can faintly hear the<br />
chink of expensive cocktail glasses and, over there, isn't that the<br />
dignified murmur of nobility?<br />
The ticket collector glides by and my request for an<br />
upgrade is met with civility and the gentle whirr of his handheld<br />
credit card machine. It's also met by taking out a small mortgage. No<br />
wonder Mobile Man prefers to stand and suffocate. But, as all those<br />
years ago, I make no admittance that I'm an interloper and stump up<br />
nevertheless. A softly-spoken girl pushing a trolley asks if I would like<br />
a drink and I ask for a coffee, opening my wallet. And I'm undone.<br />
She understands, smiles and says politely, “It’s complimentary, sir”<br />
and I've been rumbled for the intruder I am. All for a cup of Network<br />
Rail coffee. If I'd known, I'd have blagged a glass of wine.<br />
Here's the rub: I'm Joe Public, but I don’t want to be him<br />
24/7 now do I? I kick my boots off. First Class: it’s the only way to<br />
travel. I assume the handmaidens are complimentary too?<br />

Sword of Light by Katherine Roberts<br />
Paperback at £6.99<br />
Mixing King Arthur’s knights with a light fairy storyfor 6 to 12<br />
year olds was never going to be easy but this tale of Rhianna<br />
Pendragon, secret daughter of King Arthur, pulls it off quite<br />
well. It is the first in a series and starts with the death of Arthur<br />
and a challenge to young Rhianna to recover Excalibur, before<br />
Mordred and his knights can do so. Rhianna sets out with<br />
Elphin, son of the Lord of Avalon and Merlin, as their guide,<br />
and is soon confronted with dragons, dark magic and battles<br />
with Arthur’s enemies. There are other tasks ahead of her and<br />
the second in this series, The Lance of Truth, out in hardback,<br />
carries the story forward. However, this is en enjoyable start<br />
though mostly for the younger readers from the suggested age<br />
range.<br />
Tom-All-Alone’s by Lynn Shepherd<br />
Paperback at £7.99<br />
Bleak House has long been one of my favourite books by<br />
Charles Dickens, up there with David Copperfield and Great<br />
Expectations, so I was interested to see what Lynn Shepherd<br />
could achieve by setting her murder mystery in the same period<br />
and using many of the same characters as did Dickens. I found<br />
much enjoyment in welcoming old friends such as the lawer<br />
Tulkinghorne or Phil from George’s shooting gallery as well as<br />
spotting those who were hardly visible here, mere shadows<br />
(sometimes dead, at that) but who were often crucial in Bleak<br />
House such as Mr Crook. Here we find different explanations<br />
for the events that took place in Bleak House and the central<br />
mystery is, of course, very different but the story of missing<br />
children, long lost and waiting for discovery, is one that Dickens<br />
himself used. The plot rattles along, the characters are<br />
believable, even when not those from Bleak House, and the<br />
setting of the foul tenements of Tom-All-Alone’s and the filthy<br />
streets of London are all here. Some readers have been critical<br />
of the conceit of embedding this mystery with that of Bleak<br />
House but I enjoyed it and would be happy to recommend it to<br />
anyone, Dickens fan or not.<br />

What is a police and crime commissioner?<br />
A police and crime commissioner (PCC) is independent and will be elected to<br />
oversee how crime will be tackled in your police force area.<br />
The Police and Crime Commissioner will be responsible for holding the Chief<br />
Constable and police force to account on the public's behalf. The Police and<br />
Crime Commissioner will oversee how crime is tackled in their area and aim to<br />
make sure the police are providing a good service.<br />
The Police and Crime Commissioner role includes:<br />
• meeting the public regularly to listen to their views on policing<br />
• producing a police and crime plan setting out local policing priorities<br />
• deciding how the budget will be spent<br />
• appointing Chief Constables and dismissing them if needed.<br />
The PCC will not 'run' the police force. Chief constables will continue to be<br />
responsible for the day-to-day operations of the police force, but they will be<br />

Residents Views sought on draft<br />
Local Plan for West Oxfordshire<br />
Residents will be asked to give their views on the latest draft<br />
proposals setting out how West Oxfordshire could develop over<br />
the next 17 years. The latest proposals replace the Council's<br />
previously published draft Core Strategy, which had set out<br />
development proposals until 20<strong>26</strong>.<br />
The District Council's Cabinet has agreed the draft Local Plan for<br />
the public consultation and the public will be asked for their<br />
feedback during six weeks of consultation, scheduled to start<br />
early <strong>November</strong>.<br />
The draft Local Plan contains proposals for housing and<br />
economic growth, services and facilities such as schools to<br />
support this growth, the environment and transport, until<br />
2029.<br />
In-depth investigations have been carried out into possible<br />
development sites and supporting infrastructure, and all<br />
feedback gained from previous proposals has been taken into<br />
consideration to help shape the latest draft proposals.<br />
Cllr Warwick Robinson, Cabinet Member for Strategic Planning<br />
and Housing, said: "We have now reached a key stage in this<br />
process and believe that this draft Local Plan strikes a balance<br />
between the requirement to accommodate growth and<br />
stimulate economic activity, with the need to protect and,<br />
wherever possible, enhance West Oxfordshire's distinct and<br />
beautiful environment.<br />
"We encourage residents to give us their views on the proposals<br />
contained within the draft Plan. All feedback will be considered<br />
and will help us to move forward with a finalised plan."<br />
Copies of the draft Local Plan and supporting background<br />
information will be made available online, see Draft Local Plan or<br />
www.westoxon.gov.uk/draftlocalplan, at the District Council<br />
offices, the Town Centre Shop in Witney and in all local libraries.<br />
Public exhibitions will be held in Witney and Carterton/Brize<br />
<strong>Norton</strong> and further details about these will be made available on<br />
the Council's website as soon as possible.<br />
The draft plan sets out proposals for 5,500 new homes and<br />
employment sites in West Oxfordshire over the next 17 years. In<br />
addition, it looks in detail at 'infrastructure' (i.e. roads and<br />
transport, schools and leisure facilities) to accommodate this<br />
growth and enhance local areas.<br />
In the main areas earmarked for growth - Witney, Carterton and,<br />
to a lesser extent, <strong>Chipping</strong> <strong>Norton</strong> - specific schemes, including<br />
road improvements, will be secured as part of the development.<br />
In Witney, there are plans for a further 1,950 homes, with 1,000<br />
to the west of the town which will also include a minimum 10<br />
hectares of employment land, new primary school and the<br />
construction of a 4-way junction from Downs Road to the A40 to<br />
improve transport links. A further 300 homes are suggested for<br />
the east of the town within the 'Cogges Triangle' only, on land<br />
previously reserved for the Cogges Link Road. This would bring<br />
improvements to road connections with a condition set for<br />
development of west-facing slip roads at the Shore's Green<br />
junction onto the A40, as well as a contribution towards<br />
increased primary school capacity. The draft also sets<br />
out the need for transport improvements in the Ducklington<br />
Lane/Station Lane area, retail, leisure, affordable housing,<br />
allotments and housing for older people in Witney.<br />
In Carterton, there are proposals for 1,850 new homes, including<br />
400 within the town centre on land previously used for military<br />
housing (REEMA North and Central), 700 to the east of the town<br />
and the remainder through other smaller sites and those already<br />
with planning permission. The east development would include<br />
a 'green buffer' to minimise the impact on Brize <strong>Norton</strong> and<br />
provide an opportunity to extend Kilkenny Lane Country Park.<br />
The plan aims to improve transport connections, including the<br />
Shilton Road link, as well as pedestrian, cycling and public<br />
transport facilities, including potential for a cycleway between<br />
Carterton and Witney. It also includes a new primary school as<br />
part of the east development and contributions towards the<br />
second phase of Carterton Leisure Centre.<br />
In <strong>Chipping</strong> <strong>Norton</strong>, there are plans for 600 homes in the local<br />
area, including some already with permission with the<br />
remainder to be delivered primarily through the <strong>Chipping</strong><br />
<strong>Norton</strong> Neighbourhood Plan. Proposals include allocation of 5<br />
hectares of employment land, potential for improved shopping<br />
and community facilities on land between High Street and Albion<br />
Street, and improvements to pedestrian, cycle and public<br />
transport links including a rail bus to Kingham Station.<br />
The draft Local Plan includes proposals for about 800 homes<br />
elsewhere in the district, to meet local housing need as well as<br />
the provision of additional business development land to help<br />
stimulate economic growth.<br />
Importantly, it sets out guidelines to ensure sustainable<br />
development, addressing issues such as affordable housing,<br />
climate change and flood risk, and enhancing the local<br />
environment. After the public consultation period ends, all<br />
feedback will be considered and it is hoped a final plan can be<br />
agreed by the Council and submitted to the Government next<br />
year, and then adopted in 2014.<br />
Thermal imaging surveys<br />
West Oxfordshire District Council is working with community<br />
groups to re-launch the thermal imaging project following its<br />
successful introduction last winter.<br />
A free scheme is available to help residents find out where heat<br />
is escaping from their home, get advice on how to make<br />
improvements and save money on energy bills.<br />
Using a thermal imaging camera, a trained volunteer can survey<br />
your home and capture images (like those pictured below) to<br />
show where energy is being wasted.<br />
Surveys will be carried out October - March, when you are using<br />
your heating. You will receive a report with recom-mendations<br />
advising on cost-effective ways to prevent or reduce heat loss,<br />
such as draught proofing and insulation.<br />

Look at the alternatives before you<br />
pop another pill<br />
It has been revealed that more than one million<br />
people in Britain may be suffering from<br />
constant, crippling headaches because they are<br />
taking too many painkillers, experts say. The pills<br />
people take to relieve headaches and migraines<br />
may be making things much worse, according to<br />
the National Institute for Health and Clinical<br />
Excellence (Nice) in guidance to the health<br />
service for England and Wales.<br />
As many as one in 50 people suffer continual<br />
headaches because of "medication overuse",<br />
Nice reports. The problem begins with taking<br />
the odd painkiller for tension headaches or<br />
migraines, which usually works. But some people take the pills more and more often, until they are on tablets for more than half<br />
the days in a month. Nice says that if this goes on for more than three months the medication ends up causing the problem it is<br />
intended to cure.<br />
So what alternatives are there to continually popping pills? British Osteopathic Association Member Jane Hartley and Guy<br />
Beresford comment, “tension-type and neck related headaches are the most common form of headache. If you suffer from<br />
tension-type headache, then regular gentle exercise will almost certainly help - such as yoga, Pilates, swimming, walking. Some<br />
people find it hard to relax and probably don't realise how tense they are. If someone suffers from headaches it may also be neck<br />
related due to stiffness or restrictions of the neck. Osteopaths look to find the cause of tensions or stiffness and seek to relieve it<br />
by helping the body achieve more mobility and flexibility.<br />
“Other lifestyle factors such as poor posture at a desk or tiredness can lead to tension-type or neck related headaches.<br />
Osteopaths look to relieve this tension and give advice on posture and exercises to do to help prevent the tension or stiffness<br />
from building up. For example we would recommend taking regular breaks from sitting at a computer desk for long periods of<br />
time or prolonged driving. Any persistent or sudden severe headache should always be checked by a GP first.”<br />

If you and other members of the community<br />
think that speeding traffic has a dangerous or<br />
negative social impact on your area, talk to<br />
your local parish/town council, as their<br />
support is vital. If there are others who<br />
would volunteer to take an active role in<br />
speed monitoring, then forming a group is a<br />
good next step.<br />
Some people may want to help but not stand<br />
at the roadside - excellent! the follow-up<br />
administration may require help to process<br />
the letters to drivers.<br />
Many drivers slow down on seeing volunteers<br />
in high-visibility jackets at the roadside and<br />
the number of drivers recorded may not be as<br />
high as you think it will be. This is a good<br />
thing, as the aim is to encourage people to<br />
slow down without having to involve any<br />
further action. For the majority of the time,<br />
most drivers will co-operate and experience<br />
elsewhere has shown that volunteers operate<br />
with little or no risk to themselves or others.<br />
It would be wrong, however, not to insist that<br />
new schemes adhere to some basic guidelines<br />
and safety practices. These are in the<br />
information pack, together with information<br />
on training, cost, and a Code of Conduct.<br />

family. Volunteers’ fuel costs are met by the clients and CVN<br />
help with insurance forms so that all drivers are fully insured<br />
at no extra cost to themselves.<br />
CVN need to recruit 50 new drivers across the North<br />
Cotswolds, plus 2 more volunteers to help run the front desk,<br />
which coordinates the driver bookings. Front desk operators<br />
are required to use a simple bespoke computer system for<br />
which training is given. New volunteers are offered<br />
introductory training and can be accompanied by experienced<br />
drivers / front desk operators.<br />

NCCR CHAIRMAN TO STEP DOWN<br />
North Cotswold Community Radio (NCCR) volunteers are<br />
digesting the news that longstanding Chairman and station<br />
founder Robb Eden is to resign his post with effect from the<br />
end of <strong>2012</strong>.<br />
In a letter to committee members and volunteers, Mr Eden, of<br />
Moreton in Marsh, expresses concern over the difficulty in<br />
obtaining funding for the project, which he had hoped would<br />
have become self supporting in the time since its inception<br />
five years ago. Mr Eden also bemoans bureaucracy which<br />
“continues to dampen the enthusiasm of the numerous<br />
volunteers who have worked with us over the years”.<br />
Expounding on this point, Mr Eden continues “it has also<br />
become apparent to me that, for community radio to survive,<br />
that Parliament needs to deregulate the sector and allow local<br />
people to decide how their community stations should be run.<br />
North Cotswold Community Radio is a radio station for the<br />
whole of the North Cotswolds and both Parliament and Ofcom<br />
(the industry regulator) need to accept this.”<br />
Since its inception five years ago, NCCR has continually grown<br />
its worldwide audience to the point where it now has around<br />
2,000 listeners a week. Several hundred volunteers, of all<br />
ages, have passed through it doors and gained valuable media<br />
and broadcasting experience, with several going on to gain<br />
employment with major organisations or completing related<br />
college and university qualifications.<br />
Conceding that the amount of time he has dedicated to<br />
ensuring the smooth running of the internet station (online at<br />
www.northcotswoldonline.com) has meant that his work has<br />
suffered, Mr Eden will now step back and allow his focus to<br />
return to his ‘day job’. At a recent committee meeting,<br />
members paid tribute to his tireless work for the station and<br />
were heartened when he agreed to continue his involvement<br />
in the newly created role of President, which would allow him<br />
to step back from the day-to-day running of the station while<br />
still being available to offer invaluable counsel.<br />
Mr Eden concludes “I will be happy to continue my<br />
relationship with the radio station and the community by<br />
becoming President of the organisation, if the committee so<br />
wishes. Most important that new members are encouraged<br />
to join the committee and that the radio station moves<br />
forward so that the foundations we have built are not lost.”<br />

man of 500 marathons<br />
For the past 25 years, Steve Edwards<br />
has run an official marathon race on<br />
average every 16 days. His aim is to<br />
become the first person in the world to<br />
complete 500 marathons, all under a<br />
time of 3hr 30m.<br />
“On Sunday 11th <strong>November</strong> <strong>2012</strong> you<br />

Keynes to not only help me celebrate my 50th birthday but<br />
also what I hope will be the successful finale of a life changing<br />

A Great Start to the Season<br />
The 1st XV have started the season well with 3 wins out of 3 in<br />
the league and a combined score of 163 points for and only 34<br />
against. The first match was the local derby against <strong>Chipping</strong><br />
<strong>Norton</strong> which is always a much anticipated game and a 34 to 12<br />
win was recorded. This was followed by impressive wins of 74<br />
to<br />
5 against Harwell and 55 to nil away victory against Hungerford.<br />
This is even more gratifying as a large number of the team have<br />
come up through the Mini and Junior sections of the club. The<br />
club are sitting joint top of the Berks/Bucks & Oxon Premier<br />
League with Phoenix and have a determination to keep their<br />
good form through the season.<br />
Over 220 players have registered so far to play for the M&Js and<br />
the number normally rises in <strong>November</strong> as late arrivals join up.<br />
Players as young as 4 years old take part in the U6s and they<br />
spend an hour each Sunday morning learning ball handling skills<br />
and having fun. It gets a little more serious in the U7s with<br />
structured games of Tag Rugby against other clubs but there is<br />
still a strong emphasis on keeping the Sunday morning sessions<br />
fun. The U7s have already taken part in 3 match days and the<br />
club is quietly confident that we have another strong group of<br />
players. I’m sure we will be reading more about them in these<br />
pages in the future.<br />
The U8s will be playing in the Gloucestershire RFU County Cup<br />
for the first time this season and are looking forward to taking<br />
part in the competition. Although they have played in knockout<br />
games at rugby festivals before, the County Cup is a special<br />
occasion and a good chance to test yourself against teams that<br />

you may not have played. The U9s will be looking to retain their<br />
trophy from last year’s Cup as will the U12s who are hoping to<br />
make it a hat trick of 3 wins in 3 years.<br />
The club has strong ties with Gloucester RFC through their<br />
Connected Scheme. This allows Stow players to benefit from<br />
coaching sessions with Gloucester Community Coaches and<br />
occasionally 1st XV players before watching the Cherry and<br />
Whites play at Kingsholm. The U10s have been the first to take<br />
advantage of the scheme this season and went up for a<br />
coaching session before the local derby against Bath, which is<br />
always a sell out. They were lucky enough to be also given a<br />
stadium tour and taken for a parade around the pitch before<br />
the kick off. Aside from getting cheaper match day tickets, Stow<br />
on the Wold Rugby Club also generates cash back for every<br />
ticket sold through the club. Last season we took more kids and<br />
parents up to watch Gloucester than any other club in the<br />
County. To mark this achievement the U10s were presented<br />
with a giant cheque to take back to Stow, at half time. A great<br />
day was had by all with the kids enjoying the match day<br />
experience, adding to their autograph books and seeing<br />
Gloucester win a hard fought match by 16 points to 10.<br />

The club recently had an excellent overview of the current status<br />
and future of The <strong>Chipping</strong> <strong>Norton</strong> Theatre by Director John<br />
Terry. John explained that the trustees had had to rethink its<br />
strategy following the cutback of grants but was continuing on a<br />
progressive path employing creative leadership and creative<br />
management. The line ‘Chippy Theatre belongs to you’ encourages<br />
the management to bring something new into this unique rural arts<br />
complex that suits the local audience and the auditorium.<br />
The annual pantomime with its 80 performances and 96% of its<br />
seats already sold has been the financial prop for the theatre, but it<br />
isn’t enough in these austere days of withdrawn grants. Home<br />
productions such as the brilliantly staged “Frankie and Johnnie” are<br />
part of the answer and John is now looking forward to the spring<br />
production of “The Glass Menagerie” having even greater success.<br />

170 million children in India, aged up to five years<br />
old, will be given the life-saving polio vaccination on<br />
one day, 4 <strong>November</strong>, thanks to Rotary’s End Polio<br />
Campaign. India is now just off the endemic list but<br />
this does not mean the disease is gone. India needs<br />
to have three complete years with no new polio cases. During that<br />
time Rotary will keep immunising every child to spare them from a<br />
life of crippling disabilities and pain. The immunisation drive is<br />
part of Rotary’s End Polio Now campaign, which has been leading<br />
the way since the early 1980s. Thanks to Rotary’s efforts, the<br />
number of endemic countries has dropped from 125 to 3.<br />

Friends of St Mary’s Church<br />
Our latest venture has been the concert by ‘The<br />
Moonrakers’ on Saturday, 6 October when the group<br />
delighted us with a magical performance of Celtic, classical<br />
and contemporary music. The beautiful blending of the<br />
voices and the wide range of instruments combined to<br />
bring out, subtly, the character of each song. The<br />
audience, appreciative from the start, grew steadily more<br />
enthusiastic and an encore was received cheerful applause.<br />
Altogether a happy evening. Many thanks to the group.<br />
We hope they will come again.<br />
Following on from our Mad Hatter’s Teaparty in August, we<br />
are pleased to report that the sum raised was £486, and<br />
we should like to thank everyone who contributed to the<br />
success of what was a cheerful and happy day - the<br />
volunteers who set up the various pastimes, the ladies who<br />
baked and served, almost non-stop, the sumptuous teas<br />
(not forgetting the stalwart who served the Pimms!), Kirsty<br />
and Giles for providing the setting and all their support.<br />
Most of all our gratitude is due to the Chippy public who,<br />
apart from contributing generously financially, appreciated<br />
not just the fun and games but a relaxed atmosphere in<br />
one of the most beautiful gardens in <strong>Chipping</strong> <strong>Norton</strong>.<br />
Money raised will go towards the preservation of St Mary’s<br />
Church fabric. We have been asked to do something<br />
similar next year.<br />
Two future events are planned, both in the church. The<br />
first, on Friday 14 December <strong>2012</strong>, will be a performance<br />
by Wychwood Chorale, starting in the early evening, and<br />
will be aimed at a family audience. We hope you will add it<br />
to your Christmas festivities. A performance by Fairport<br />
Convention, to be held on 25 May 2013, will appeal to all<br />
ages. Do come along to both events.<br />
For those of you who are a bit vague as to what ‘The<br />
Friends’ do, we aim to raise funds specifically for<br />
preserving and restoring the Church fabric.<br />

On Thursday 27th September <strong>2012</strong> <strong>Chipping</strong> <strong>Norton</strong> & District Branch<br />
of West Oxfordshire Conservative Association hosted a Cheese and<br />
Wine Tasting Evening at the Upper Town Hall, <strong>Chipping</strong> <strong>Norton</strong>.<br />
Cheeses were supplied by Churchill based artisan cheese maker Roger<br />
Crudge who provided seven superb cheeses from his range which<br />
were accompanied by excellent English wines from Brightwell<br />
Vineyard, Wallingford. Roger provided a running commentary on his<br />
cheeses as well as a number of amusing anecdotes which kept<br />
everyone entertained as well as being informative on the art of cheese<br />
making. He also made some cheese from scratch over the course of<br />
the evening to demonstrate his skills. Carol Nielsen co-proprietor of<br />
Brightwell Vineyard offered seven different wines produced from their<br />
vineyard, which I must say were about the best English grown wines I<br />
have ever tasted. Carol gave an overview of each wine and an insight<br />
into the science and challenges of wine making in an English climate!<br />
The event was very successful which was revealed by how many<br />
attendees purchased both wines and cheeses at the end of the<br />
evening. We wish to express our sincere gratitude to both Roger and<br />
Carol for contributing to such a fascinating evening. Our thanks also go<br />
out to those who attended this event, we are most grateful for their<br />
support.<br />
