recognised as an
important
Including Benthall within the
in the Barrow Parish Plan.
If housing
this would
allow spine
off Dark
that the
existing E-
W route
through the
centre of
the town
could have
some relief
from
Desperate need for affordable
housing in the town (for all age
groups). Recent experience
means only 7.2/yr completed
and very few social housing, so
even natural population increase
is not being met, let alone inmigration
Option C Yes: still Development near town
centre, not on periphery - town
is already 2.5km long, but
often only 0.5km wide, so
needs fattening up, especially
near the centre.
As both B4376
and B4373 are
now open to
HGV's, land off
Bridgnorth Rd
becomes the most
sense.
Woodhouse
site must
remain a
the social
bowling
if it were
built on then
parking by
would
endanger its
Broseley and
Barrow are
effectively
suburbs of
Telford and
many
residents
seek to work
there.
Broseley
lacks many
jobs, but they
are nearby.
However,
BTW Council
must ensure
adequate
roads
through the
Gorge.
Therefore
please liaise
with their
planners to
maintain
easy transit
Release of land for housing:
You point out that land
release for phased
development in five year time
bands is your objective.
However, if Broseley's major
allocated housing site (for 90
houses) does not commence
in approx 2011, does this
mean that alternative sites
cannot be released so that
major housing development
can happen? If not, then we
will never get c.35% of them
affordable, so will continue to
have a desperate shortage.
What happens to an allocated
site that isn't developed in a
reasonable time scale? Can
you revoke the permission oe
merely wait for it to lapse?
designated a
Wildlife Site by the
Shropshire
Wildlife Trust with
hundreds of plant
and animal
species identified
and it’s loss would
be a loss not only
to Broseley but the
countries
biodiversity in
general.
Option C Yes North east to south west:
Broseley has developed in the
general directions of
Bridgnorth and Ironbridge and
is in danger of becoming two
separate communities so
priority should be given on
development close to the
village centre in a North East
and South West direction.
Land off Rough Lane (Map 21) Areas of
most concern are increased traffic onto
the Coalport Road junction and past the
John Wilkinson school which at the
beginning and end of the school day is
already very heavy and any increase in
this flow of traffic would pose a
substantial threat to the school pupils
who lost their Trafic Controll person
(lollipop lady) some years ago.
This land is liable to subsidence due to
the extensive mining that has taken
place here and a gas main balances
pipe passes through it and would be a
potential danger to any dwellings built in
its proximity
The access to and from the southern
end of Broseley via Coalport Road and
over Coalport bridge, which has a weight
restriction, is heavily used already and at
peak travel times close to its maximum,
I feel any increase in this would involve
major infrastructure alterations with road
widening, roundabouts, traffic lights for
pedestrian crossings and even a new
bridge,
Although almost 10 years have passed
since we objected to any further building
in East Broseley, the principles behind
our formal objections at that time,
remain the same. Vehemently opposed
to any further building development in
this area. The reasons given were all
objectively proposed and were backed
by the East Broseley residents (a
petition with over 2000 signatures was
forwarded to the council at the time). All
this information should be archived and
Development on the centrally
Mr Ian Kilby Shropshire Council There are known land stability
issues in Broseley which need
to be considred in allocating
any land for development. We
hope that background
information survives from the
preparation of the current local
plan survives which will assist
here. Our view is that the
scatter of small sites in the
northern part of the plan do
not justify consideration as
specific allocations and policy
BRO2 remains relevant in
terms of the issues it raise
considered view the land to
the east should be the main
area for future growth of the
town. Our feeling is that the
size of Broseley and the
services it offers would justify
an allocation being made.
1. NEEDS INDUSTRY
Developme historically it was self sufficient
nt mainly in industry and this needs to
around return. For example move the
Ironbridge council buildings from Westgate
Road. i.e. to Broseley and develpop
that is to Westgate as housing where it
East of would have a premium value.
Broseley 2. There is also a need for start
2. All up industry space, perhaps a
3. One of
the
industrial
developmen
ts should
be a
biogass
plant on
Ironbridge
road
adjacent to
a housing
developmen
heat output
can be
used in a
district grid
– this could
be a social
housing
developmen
t. This
should be
planned in
to avoid the
problems
that arose
in Ludlow
with their
live/work industrial estate.
Opti 1. Mixed dwellings
but to include
studio and 1
bedroom flats –
also SOCIAL
HOUSING.
2. Currently the
Methodist church
has been looking
at housing for 16-
18 year olds this
possibility should
be developed with
them
3. We need to do
more for young
people in
Broseley, They
don’t have a
school and as
such have no
“place” to relate to.
On these grounds
alone Shropshire
owes it to the
Young People of
Broseley to build a
youth facility I
believe a rebuilt
Birchmeadow
centre should do
this and
redevelopment of
Victoria hall
should offer adult
and family
4. No Industry no
houses
of commercial – industrial –
retail and housing between
Ironbridge road and Dark
Lane. Also to the EAST side
of Ironbridge Road.
2. Existing housing
commitment on Dark Lane
would be better developed as
a town Park with some social
housing – especially third age
There is a special problem for
separates it from Ironbridge.
If we didn’t have Telford and
Wrekin unitary authority then
Broseley and Ironbrdiger
would be a natural unit. This
is even more reason to
develop on the EAST side,
particularly towards
Ironbridge.
One day this boundary will go
ready for this.
Area south/ west of Broseley is identified
as a potential development location are
crossed by National Grid’s high voltage
overhead electricity transmission lines:
National Grid does not own the land over
which the overhead lines cross, and it
obtains the rights from individual
landowners to place our equipment on
their land. Potential developers of the
sites should be aware that it is National
Grid policy to retain our existing
overhead lines in-situ. Because of the
scale, bulk and cost of the transmission
equipment required to operate at 400kV
National Grid only supports proposals for
the relocation of existing high voltage
overhead lines where such proposals
directly facilitate a major development or
infrastructure project of national
importance which has been identified as
such by central government Therefore
we advise developers and planning
authorities to take into account the
location and nature of existing electricity
transmission equipment when planning
developments.National Grid prefers that
buildings are not built directly beneath its
overhead lines. This is for two reasons,
the amenity of potential occupiers of
properties in the vicinity of lines and
because National Grid needs quick and
easy access to carry out maintenance of
its equipment to ensure that it can be
returned to service and be available as
part of the national transmission system.
Such access can be difficult to obtain
without inconveniencing and disturbing
occupiers and residents, particularly
where properties are in close proximity
to overhead lines
There are a number of issues which
make large scale development in
Broseley undesirable:
Contigusous with Telford and therefore
different to other towns in Shropshire;
Poor transport links to due Severn
Gorge and poor quality services;
Additional employment opportunities
limited, so development would generate
additional out-commuting on inadequate
transport infrastructure;
No real prospects of improving transport
infrastructure or public transport services;
Telford more appropriate for additional
development;
High proportion of public sector housing;
Need for low cost housing: over the past
25 years, a number of low cost
properties have been released onto the
market - the fact that these are no
longer regarded as afordable indicates
that the only suitable response would be
rented or shared ownership solutions.
Telford has a large amount of affordable
12 March 2012 Page 36 of 55
Settlement Broseley
housing available and this abrogates to
some extent, the need for additional
housing of this kind in Broseley.
Broseley adjoins the Ironbridge WHS
and would have been in the WHS area if
in Telford or if area had been expanded.
Should therefore be regarded as within
the buffer zone and the size and type of
development should reflect this.
Only town in the Coalbrookdale coalfield
to retain much of its original character.
Large scale development would be out
of proportion and would destroy its
character like the former Telford towns.
Broseley has significant historic
environment interest from the early
industrial revolution - its development
essentially froze from the mid C19th until
the mid C20th. All the potential
development sites illustrated are likely to
contain archaeological remains from
industrial development and important
sites such as The Dunge and Clay
Meado must not be developed. Other
sites should have a thorough
assessment before development.
Several SHLAA sites highlighted:
Plot A: large visual impact (open area),
not near local amenities, Clay Meadow:
mining history and a relic of Broseley's
early C20th water supply, archaeological
evaluation should be undertaken;
Plot B: former coal and ironstone mine,
visual impact on Conservation Area,
archaeological evaluation should be
undertaken;
Plot C: unsuitable ground, lower than the
road and on marshy ground being the
site of one of the ponds for the
Coneybury Ironworks, archaeological
evaluation should be undertaken, high
visual impact, remote from amenities;
Plot D: Site of former Dunge Tileworks
and development would result in loss of
an important archaeological site,
archaeological evaluation should be
undertaken;
Plot E: A large development would have
a significant visual impact;
Plot F: Site of Firey Fields coonected
Affordable Housing:
Affordable housing in rural
areas should only be required
where a local survey has
this should be carried out by
the planning authority, not by
the applicants at the time of
Sustainable Design:
The determination to achieve
the building reflecting local
architecture;
Developer Contributions:
The current economic
situation shows how
the supply of housing land
supply might be the ideal,
practicalities mean that too
Jackfield is included on the
Jackfield lies partly in Telford,
and so is part of an urban
area. The site identified lies in
Shropshire, but the opposite
side of the road is in Telford
area. Development is
permitted in the Telford part of
Jackfield – in fact directly
opposite the identified site and
it would be extremely logical
to allow the Shropshire side of
Calcutts Lane to be part of a
sustainable settlement, and is
surrounded by development.
already allocated in the Bridgnorth
