CONDITIONS<br />
Registered “A” Class Contractors/Firms in Irrigation/<br />
KPWD who have experience in carrying out large works<br />
and who consider themselves capable of carrying out<br />
these type of works may obtain PQ documents and tender<br />
documents from the office of the undersigned on any<br />
working day between 11 a.m. and 4 p.m. from 23-1-2008 to<br />
28-1-2008 on payment of Rs. 4,000 + VAT in cash directly.<br />
Those who require further copies of the documents may<br />
deposit Rs. 2,000 + VAT for each additional copy.<br />
Prospective contractors/firms should have completed<br />
at least one work with estimate PAC as specified in the<br />
tender notice. A certificate to this effect from the<br />
agreement executing authority shall be enclosed along<br />
with the application for P.Q. documents and tender<br />
documents, failing which PQ documents will not be issued<br />
to him/them (Applicant), (Applications without this<br />
certificate will not be considered). The contractors/firms<br />
should attach an affidavit along with the PQ documents<br />
stating that whether or not any works carried out by him/<br />
they were terminated due to his/their fault so far.<br />
Documents showing the ownership of the essential<br />
plants, machineries required for the work is to be<br />
submitted along with the PQ documents.<br />
The PQ documents and tender documents will not be<br />
issued after 4 p.m. on 28-1-2008 under any circumstances.<br />
The duly filled up pre-qualification documents (3 Nos.)<br />
along with EMD and preliminary agreement in one sealed<br />
cover and tender for work in another sealed cover,<br />
writing clearly over the cover specifying whether it<br />
contains PQ documents or tender document with name of<br />
bidder and name of work and then enclosing these two<br />
covers in a single cover duly superscribing the name of<br />
work and the name of contractor and shall be send by<br />
registered post so as to reach the office of the
undersigned before 4 p.m. on 2-2-2008. The PQ<br />
documents and tender documents received after the time<br />
notified above will not be considered under any<br />
circumstances. The tenders received after the stipulated<br />
date and time due to postal delays, tender through courier<br />
service or directly will not be accepted. The undersigned<br />
reserves the right to deny pre-qualification to any of the<br />
applicant and to reject the tender submitted by any of<br />
the applicant without assigning any reason thereto. If<br />
the last date of receipt of the tender happens to be a<br />
holiday, tenders will be received upto the stipulated time<br />
on the next working day. Preliminary agreement on stamp<br />
paper worth of Rs. 50 duly filled up and signed (to be<br />
enclosed with PQ documents) and sufficient Earnest<br />
Money Deposit duly pledged in favour of Superintending<br />
Engineer, Irrigation South Circle, Thiruvananthapuram<br />
should be enclosed in a separate sealed cover<br />
superscribing “Earnest Money” and attach separately to<br />
the cover containing pre qualification documents for the<br />
works. Tenders received without the above mentioned<br />
documents shall summarily be rejected.<br />
The pre-qualification documents alone will be opened<br />
at 4.30 p.m. on 2-2-2008. After evaluation of PQ<br />
documents in the office of the undersigned, the same will<br />
be submitted to the Chief Engineer, Irrigation and<br />
Administration for approval and final selection by the prequalification<br />
committee of Chief Engineers. Only those<br />
tenders, submitted by the contractors/firms who are prequalified<br />
by the Chief Engineers committee shall be<br />
opened and scrutinized later on. Tenders of contractors/<br />
firms who have not been pre-qualified will be summarily<br />
rejected without opening the tenders and will be returned<br />
to the tenderers on proper receipt.<br />
The date and time of opening of tenders of work of<br />
contractors/firms who are pre-qualified will be intimated to<br />
the concerned in advance. Besides security deposit, 10%<br />
Bank Guarantee should be sumitted by the selected<br />
bidder at the time of executive agreement. All the<br />
conditions prevailing in Irrigation department regarding<br />
pre-qualification bids and tenders for works will be<br />
applicable to this tender also.<br />
