accordance with Act 105 of 2008, in terms of its operation
it is a general government unit with offi cial authority. In
accordance with Act 57 of 2006, as of 1 July 2006 it is a
government offi ce.
The approved headcount of HEO was 94 in 2009, which
represents an increase of 10 persons in accordance with section
6/e of Government Decision 2155/2008 (5.11) and Section 1
of Government Decision 2180/2008 (20.12). The graduate
experts have technical, economic, fi nancial, legal knowledge,
most of them passed language exams, and they have a
substantial industrial experience. HEO is well-equipped, and
it is adequately provided with computers, telecommunication
and offi ce devices.
The Financial Management of HEO is balanced, the
revenues cover the expenditures necessary for operation,
the information technology developments, as well as the
expenditures necessary for the realisation of investments,
renewals, and maintenance in connection with the operation
of the offi ce building.

The professional and closed handling of information lawfully
received by HEO and sometimes also containing business
secret is essential for keeping the confi dence of data supplying
licensees. HEO has joined the Client Gate and the Offi ce Gate
as well. In order to comply with Govt. Decree 84/2007 (25.04)
on ‘The Safety Requirements of the Central Electronic Servi-

ce System and the relevant systems’ and with Govt. Decree
223/2009 (14.10) repealing the former, the security questions
related to data handling were investigated in HEO. The data
security meets the requirements thank to the new internal
rules issued in connection with the handling of data, to their
enforcement, and to the operation of adequate information
security systems.
The increase of stored and processed data and the higher level
information security aspects have made it necessary to create a
new data storage system that is more secure than the previous
one. Parallel to the creation of the fast, secure, redundant data
storage, the saving system was also renewed.
The types of information necessary for the performance of
the tasks of HEO include data of daily, monthly, quarterly,
semi-annual, and annual frequency concerning the supply
of electricity and natural gas, and the production of district
heat. By the coming into force of the full market opening, the
responsibilities of HEO and the data necessary for meeting
those responsibilities have changed – fi rst for the electricity
sector, and then for the natural gas sector. The number of
data suppliers increased, the types of licenses changed, the
circle of data suppliers was altered. As a consequence of the
modifi ed rules and regulations, it was necessary to change
the data demands of HEO. The modifi ed data demands were
prescribed for the licensees by HEO in new resolutions.
The regularly submitted information concerning the
operations and activities of the licensed companies is received
directly, electronically through a data acquisition interface
located in the website of HEO. The receipt and storage of the
data take place entirely through this interface. In 2009, this
corresponded to the receipt, verifi cation, and storage of more
than 20.000 data forms.
