Co<str<strong>on</strong>g>in</str<strong>on</strong>g>cidentally enough, the same press that has recently highlighted<br />
the so-called abuses of nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes simultaneously ran a series of<br />
articles <strong>on</strong> scandals <str<strong>on</strong>g>in</str<strong>on</strong>g> the New York City municipal hospitals, which<br />
are publicly c<strong>on</strong>trolled and which allegedly frittered away public<br />
funds and provide very poor medical treatment.<br />
I venture to predict that there never will be a time when the <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s<br />
which deal with society's unfortunates-the hospitals, the mental<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s, the nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes-will be free of criticism, ever.<br />
Maybe c<strong>on</strong>sistent criticism is useful-and it is. We could never be<br />
satisfied with the level of care provided to the disadvantaged. But it<br />
is hardly fair to destroy those who have made some s<str<strong>on</strong>g>in</str<strong>on</strong>g>cere effort to<br />
provide good facilities <str<strong>on</strong>g>in</str<strong>on</strong>g> these areas just because we can hope and<br />
strive for a more perfect operati<strong>on</strong>.<br />
Just to prove to you that the stories you have heard about Bergman<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes are false. I <str<strong>on</strong>g>in</str<strong>on</strong>g>sist that any<strong>on</strong>e talk<str<strong>on</strong>g>in</str<strong>on</strong>g>g about a Bergman<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home identify it by name, because an HEW official was recently<br />
quoted <strong>on</strong> the fr<strong>on</strong>t pages of the press criticiz<str<strong>on</strong>g>in</str<strong>on</strong>g>g the c<strong>on</strong>diti<strong>on</strong>s<br />
of <strong>on</strong>e of our homes.<br />
When he wvas asked which home hadl he visited. he could not even<br />
identify the name of the home and the place of the home.<br />
As you will, sir, hear dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g my testim<strong>on</strong>y, the overwhelm<str<strong>on</strong>g>in</str<strong>on</strong>g>g majority<br />
of homes assigned to me are not m<str<strong>on</strong>g>in</str<strong>on</strong>g>e.<br />
I also <str<strong>on</strong>g>in</str<strong>on</strong>g>sist that you visit a real Bergman nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home, and there<br />
are <strong>on</strong>ly two left <str<strong>on</strong>g>in</str<strong>on</strong>g> the city, and I advise the entire subcommittee<br />
and its staff to come with me immediatelv after this hear<str<strong>on</strong>g>in</str<strong>on</strong>g>g is c<strong>on</strong>cluded<br />
to the Park Crescent Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g Hoome <str<strong>on</strong>g>in</str<strong>on</strong>g> Manhattan. which we<br />
have operated s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce 1971.<br />
Just c<strong>on</strong>sider <str<strong>on</strong>g>in</str<strong>on</strong>g> this regard what great <str<strong>on</strong>g>in</str<strong>on</strong>g>jury Bergman has d<strong>on</strong>e<br />
to the public <str<strong>on</strong>g>in</str<strong>on</strong>g>terest by operat<str<strong>on</strong>g>in</str<strong>on</strong>g>g this nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home. Whlen Park<br />
Crescent was opened the city had a wait<str<strong>on</strong>g>in</str<strong>on</strong>g>g list of 1,330 nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home<br />
patients who were m<strong>on</strong>thly be<str<strong>on</strong>g>in</str<strong>on</strong>g>g ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <str<strong>on</strong>g>in</str<strong>on</strong>g> hospitals. because no<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home space was available, at a rate of more than $100 per<br />
day.<br />
For every patient admitted to the Park Crescent the city was sav<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
at least $40 to $50, or more than $1,200 a m<strong>on</strong>th. For 520 patients, this<br />
comes to more than $20.000 per day or $600.000 a m<strong>on</strong>th.<br />
Furthermore, you will, I trust, learn from the testim<strong>on</strong>y that <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />
decade-the last decade my major activity has not been <str<strong>on</strong>g>in</str<strong>on</strong>g> operati<strong>on</strong><br />
of nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes at all. but rather <str<strong>on</strong>g>in</str<strong>on</strong>g> the real estate-<str<strong>on</strong>g>in</str<strong>on</strong>g> the brick<br />
and mortar of nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes.<br />
I do not pretend to you, sir. to be <str<strong>on</strong>g>in</str<strong>on</strong>g> this bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess as a charitable<br />
enterprise. I am neither less nor more <str<strong>on</strong>g>in</str<strong>on</strong>g>terested <str<strong>on</strong>g>in</str<strong>on</strong>g> the profits of the<br />
bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess than the New York Pvbm.s or the TViRllae TVoice are <str<strong>on</strong>g>in</str<strong>on</strong>g>terested<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g> theirs.<br />
And I believe I run mly bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess as lawfully as they run theirs, and,<br />
I th<str<strong>on</strong>g>in</str<strong>on</strong>g>k, and T am sure, with a little more c<strong>on</strong>siderati<strong>on</strong> for the rights<br />

and some parts of it are surpris<str<strong>on</strong>g>in</str<strong>on</strong>g>g, and I would like to ask a<br />
few questi<strong>on</strong>s about it.
