No impropriety of any k<str<strong>on</strong>g>in</str<strong>on</strong>g>d was <str<strong>on</strong>g>in</str<strong>on</strong>g>volved. I sought no special favors.<br />
I paid no c<strong>on</strong>siderati<strong>on</strong> of any k<str<strong>on</strong>g>in</str<strong>on</strong>g>d. These public officials corresp<strong>on</strong>d<br />
so l<strong>on</strong>g as we have an elected representative form of a government and<br />
so l<strong>on</strong>g as it is a part of our c<strong>on</strong>stituti<strong>on</strong>al right to petiti<strong>on</strong> to government,:for<br />
redress of grievances.<br />
And for resp<strong>on</strong>d<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> this manner and seek<str<strong>on</strong>g>in</str<strong>on</strong>g>g to secure decisi<strong>on</strong>s<br />
based <strong>on</strong> merit of our applicati<strong>on</strong>s, these public servants have been<br />
maligned and their effort. characterized as an attempt to exert <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence,<br />
which is not correct.<br />
Recently when a department of health file was publicly disclosed, I<br />
discovered the basis for this bureaucratic paralysis. This department<br />
of health file was based <strong>on</strong> such mis<str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong>, vicious rumor, false<br />
charge that it staggers the imag<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong>.<br />
I hope that I will have the opportunity <str<strong>on</strong>g>in</str<strong>on</strong>g> the course of this hear<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
to dem<strong>on</strong>strate to you the <str<strong>on</strong>g>in</str<strong>on</strong>g>credible depth of this bureaucratic bungl<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
because then- you,]ike I, will f<str<strong>on</strong>g>in</str<strong>on</strong>g>ally beg<str<strong>on</strong>g>in</str<strong>on</strong>g> to understand what lies<br />
beh<str<strong>on</strong>g>in</str<strong>on</strong>g>d this extraord<str<strong>on</strong>g>in</str<strong>on</strong>g>ary torrent of accusati<strong>on</strong>s.<br />
The l<strong>on</strong>g-term c<strong>on</strong>cern of this committee is, of course, the nature<br />
and quality of l<strong>on</strong>g-term care.<br />
What is happen<str<strong>on</strong>g>in</str<strong>on</strong>g>g to Bergman-whether he was treated factually,<br />
fairly, whether wild charges aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st him will receive the k<str<strong>on</strong>g>in</str<strong>on</strong>g>d of balanced<br />
evaluati<strong>on</strong> that decency requires-is not really part of your<br />
mandate.<br />
But to keep the record straight, to ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> my dignity and selfrespect<br />
and to correct any misc<strong>on</strong>cepti<strong>on</strong>s the public may have, I must<br />
tell you today under oath that I am proud of what I have accomplished<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g> the nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the 30 years that I have been <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
it.<br />
The accusati<strong>on</strong>s of neglect, the horror stories pa<str<strong>on</strong>g>in</str<strong>on</strong>g>ted sensati<strong>on</strong>ally<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g> the press regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g the mistreatment of elderly residents of nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
homes which I have been affiliated with, are false, utterly false, totally<br />
and unequivocally false.<br />
I <str<strong>on</strong>g>in</str<strong>on</strong>g>vite you to talk to people who worked <str<strong>on</strong>g>in</str<strong>on</strong>g> the nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes,<br />
speak to the former employees of the Towers, which closed because we<br />
were unable to secure permissi<strong>on</strong> to transfer its residents to new facilities<br />
we were prepar<str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />
You will now learn that it was an old facility, yes, and that it suffered,<br />
as every build<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> upper Manhattan suffered, structurally.<br />
But if you will speak to the employees or c<strong>on</strong>sider impartially the<br />
service provided by its staff, you will f<str<strong>on</strong>g>in</str<strong>on</strong>g>d that it was, <str<strong>on</strong>g>in</str<strong>on</strong>g> the New York<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g-home field, am<strong>on</strong>g the most c<strong>on</strong>siderate to its patients, and<br />
am<strong>on</strong>g those which provide a wide range of therapy and service.<br />
You are free to <str<strong>on</strong>g>in</str<strong>on</strong>g>terview anv former employee from Towers, gentlemen,<br />
whether they are here today or not.<br />
We will submit a list, and they are no l<strong>on</strong>ger <str<strong>on</strong>g>in</str<strong>on</strong>g> our employ. In fact,<br />
speak with former Towers residents who have been transferred to more<br />
modern facilities, I have been told that many have volunteered the<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> that they wish they were back <str<strong>on</strong>g>in</str<strong>on</strong>g> the Towers Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

health facilities to offer them the best of care and the most comfortable<br />
