You will excuse me, I hope, if I say to you at the outset that it is<br />

rather hard for me to believe that my appearance before you today is<br />

not a result of an <str<strong>on</strong>g>in</str<strong>on</strong>g>credible nightmare that must so<strong>on</strong> come to an end.<br />

Over the past few m<strong>on</strong>ths I have been the target of a program of<br />

litigati<strong>on</strong> and abuse from public officials and especially by the media,<br />

which I th<str<strong>on</strong>g>in</str<strong>on</strong>g>k has no parallel <str<strong>on</strong>g>in</str<strong>on</strong>g> modern American history s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce the<br />

days of Senator Joseph McCarthy.<br />

On totally unfounded, baseless, and false allegati<strong>on</strong>s, I have been<br />

charged with abus<str<strong>on</strong>g>in</str<strong>on</strong>g>g or ignor<str<strong>on</strong>g>in</str<strong>on</strong>g>g the health of patients <str<strong>on</strong>g>in</str<strong>on</strong>g> nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

homes, of associat<str<strong>on</strong>g>in</str<strong>on</strong>g>g with organized crime and with be<str<strong>on</strong>g>in</str<strong>on</strong>g>g a chief or a<br />

czar <str<strong>on</strong>g>in</str<strong>on</strong>g> a nati<strong>on</strong>wide syndicate of nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes.<br />

All of these allegati<strong>on</strong>s-and the many that follow <str<strong>on</strong>g>in</str<strong>on</strong>g> their wakeare<br />

false, are <str<strong>on</strong>g>in</str<strong>on</strong>g>correct, are untrue.<br />

Mr. Senator, I f<str<strong>on</strong>g>in</str<strong>on</strong>g>d it <str<strong>on</strong>g>in</str<strong>on</strong>g>credible that <str<strong>on</strong>g>in</str<strong>on</strong>g> the United States <strong>on</strong>e can<br />

so easily be accused without any<strong>on</strong>e even stopp<str<strong>on</strong>g>in</str<strong>on</strong>g>g to c<strong>on</strong>sider the<br />

facts. And, therefore, I s<str<strong>on</strong>g>in</str<strong>on</strong>g>cerely welcome the opportunity to be here<br />

today.<br />

I welcome it because I have full c<strong>on</strong>fidence <str<strong>on</strong>g>in</str<strong>on</strong>g> this dist<str<strong>on</strong>g>in</str<strong>on</strong>g>guished<br />

committee, <str<strong>on</strong>g>in</str<strong>on</strong>g> its fairness and impartiality. I trust to the process of the<br />

U.S. <str<strong>on</strong>g>Senate</str<strong>on</strong>g>, just as I trust to the processes of the judiciary where I<br />

have already taken the first step <str<strong>on</strong>g>in</str<strong>on</strong>g> try<str<strong>on</strong>g>in</str<strong>on</strong>g>g to establish the true motives<br />

of certa<str<strong>on</strong>g>in</str<strong>on</strong>g> ambitious and unpr<str<strong>on</strong>g>in</str<strong>on</strong>g>cipled public officers and journalists.<br />

Indeed, a rul<str<strong>on</strong>g>in</str<strong>on</strong>g>g yesterday by a judge <str<strong>on</strong>g>in</str<strong>on</strong>g> the New York courts has, I<br />

hope, begun to br<str<strong>on</strong>g>in</str<strong>on</strong>g>g to public attenti<strong>on</strong> the true nature of what is<br />

go<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong>.<br />

The entire history of this barrage of accusati<strong>on</strong>s distresses me for<br />

many reas<strong>on</strong>s, bey<strong>on</strong>d the great pers<strong>on</strong>al discomfort and anguish it<br />

has caused me and my family.<br />

It has proved to me and to those who know me that the average<br />

citizen of the United States is powerless <str<strong>on</strong>g>in</str<strong>on</strong>g> the face of a big lie repeated<br />

often enough from sources that seem at least superficially<br />

respectable.<br />

That is, I th<str<strong>on</strong>g>in</str<strong>on</strong>g>k, a great danger to freedom <str<strong>on</strong>g>in</str<strong>on</strong>g> this country.<br />

Sec<strong>on</strong>d, I move to stress that these charges have smeared, not just<br />

me and my family, but many <str<strong>on</strong>g>in</str<strong>on</strong>g>dividuals whom I have known, bus<str<strong>on</strong>g>in</str<strong>on</strong>g>esses<br />

I have dealt with, and even attorneys I have reta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed.<br />

That is another sign of dangerous times and attitudes. Third, I am<br />

horrified to see and to hear that public servants to whom I may have<br />

turned-as any citizen has a rirht to do-to request assistance <str<strong>on</strong>g>in</str<strong>on</strong>g> deal<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

with stifl<str<strong>on</strong>g>in</str<strong>on</strong>g>g bureaucracy, had their motives questi<strong>on</strong>ed and their<br />

characters impugned because they did what any elected representative<br />

has an obligati<strong>on</strong> to do-mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g queries <strong>on</strong> behalf of c<strong>on</strong>stituents<br />

and seek to get some form of acti<strong>on</strong>, whether favorable or not, for<br />

some<strong>on</strong>e who is entitled to a resp<strong>on</strong>se from bureaucracy.<br />

It is true that when applicati<strong>on</strong>s <strong>on</strong> behalf of a nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home facility<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> which I held some k<str<strong>on</strong>g>in</str<strong>on</strong>g>d of <str<strong>on</strong>g>in</str<strong>on</strong>g>terest were be<str<strong>on</strong>g>in</str<strong>on</strong>g>g delayed and choked<br />

off <str<strong>on</strong>g>in</str<strong>on</strong>g> the State department of health, I made some reouests to elected<br />

representatives <strong>on</strong> the basis of noth<str<strong>on</strong>g>in</str<strong>on</strong>g>g more nor less than justice of a<br />

request that pend<str<strong>on</strong>g>in</str<strong>on</strong>g>g applicati<strong>on</strong> be c<strong>on</strong>sidered <strong>on</strong> their merits <strong>on</strong>ly.<br />

I exercised a right that your c<strong>on</strong>stituents also exercise <str<strong>on</strong>g>in</str<strong>on</strong>g> the hundreds<br />

and thousands each day-I ask that public officials judge the<br />

bureaucracy to get decisi<strong>on</strong>s out of it.
