Rooms that could be used-such as, the read<str<strong>on</strong>g>in</str<strong>on</strong>g>g room-were empty.<br />

There were no provisi<strong>on</strong>s for car<str<strong>on</strong>g>in</str<strong>on</strong>g>g for these patients; they had no<br />

bedside tables or equipment, medic<str<strong>on</strong>g>in</str<strong>on</strong>g>es, et cetera.<br />

Ten bedpans were available for 40-odd patients. It was said the<br />

nurses went to the unheated floor to pour medic<str<strong>on</strong>g>in</str<strong>on</strong>g>es and returned to<br />

adm<str<strong>on</strong>g>in</str<strong>on</strong>g>ister them. It is improbable.<br />

The bathrooms and toilet rooms were dirty and disorganized. Commode<br />

pails were soak<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> a bathtub; toilet paper was strewn all<br />

over the floor. Dirty equipment was scattered about, et cetera.<br />

The dishwash<str<strong>on</strong>g>in</str<strong>on</strong>g>g mach<str<strong>on</strong>g>in</str<strong>on</strong>g>e room was a mess. Milk c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>ers, napk<str<strong>on</strong>g>in</str<strong>on</strong>g>s,<br />

et cetera, were scattered about the floor. The floor was too wet<br />

to walk across. "Clean" knives, spo<strong>on</strong>s, et cetera, were scattered <strong>on</strong><br />

the table.<br />

Although the gages <strong>on</strong> the dishwash<str<strong>on</strong>g>in</str<strong>on</strong>g>g mach<str<strong>on</strong>g>in</str<strong>on</strong>g>e registered 140<br />

degrees and 170 degrees, the water was cold. Dishes and trays were<br />

com<str<strong>on</strong>g>in</str<strong>on</strong>g>g out of the mach<str<strong>on</strong>g>in</str<strong>on</strong>g>e wet and cold.<br />

The employees said they had no hot water. Mr. Loren stated paper<br />

service would be used for supper. It was not. Revisit<str<strong>on</strong>g>in</str<strong>on</strong>g>g the kitchen<br />

at 4 :30, I found the trays set up with the same dishes.<br />

In spite of the cold, a cold supper was served. The menu called<br />

for macar<strong>on</strong>i salad and egg salad. No <strong>on</strong>e thought to change it to a<br />

hot meal. A small porti<strong>on</strong> of cream soup was <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded. The patients<br />

received a glass of milk-3 to 4 ounces each.<br />

The directress of nurses had left the home before we arrived. "She<br />

had worked late the day before."<br />

The c<strong>on</strong>tractor assured me heat would be <strong>on</strong> with<str<strong>on</strong>g>in</str<strong>on</strong>g> the hour. At 9<br />

p.m., Mr. Loren ph<strong>on</strong>ed me at home stat<str<strong>on</strong>g>in</str<strong>on</strong>g>g the build<str<strong>on</strong>g>in</str<strong>on</strong>g>g was warm.<br />

Revisit by Miss Coe at 9 a.m., February 5, 1971, the build<str<strong>on</strong>g>in</str<strong>on</strong>g>g was<br />

warm.<br />

The outstand<str<strong>on</strong>g>in</str<strong>on</strong>g>g feature of this problem was the complete <str<strong>on</strong>g>in</str<strong>on</strong>g>difference<br />

of the adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrati<strong>on</strong> and staff to the discomfort and actual<br />

danger to the patients.<br />

The adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator did not provide extra blankets until told. Neither<br />

of the licensees appeared.<br />

Rabbi Bergman, husband of <strong>on</strong>e of the licensees, came <str<strong>on</strong>g>in</str<strong>on</strong>g> about 3<br />

p.m. He said he was send<str<strong>on</strong>g>in</str<strong>on</strong>g>g 100 more blankets from those <strong>on</strong> order<br />

for Park Crescent. This after the heat had been off, or low for 5 days.<br />

The staff were bundled up, but put no extra wraps <strong>on</strong> the patients.<br />

No hot dr<str<strong>on</strong>g>in</str<strong>on</strong>g>ks were served. The patients were not checked for reacti<strong>on</strong>s.<br />

Temperatures were not taken until suggested by us. There were<br />

signs of smok<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> many areas. One patient was us<str<strong>on</strong>g>in</str<strong>on</strong>g>g a paper bag<br />

for an ashtray, et cetera.<br />

Do any of the witnesses have any <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> as to who directed,<br />

<strong>on</strong> the part of the city of New York, that there be <strong>on</strong>ly announced<br />

visits, and that those visits <strong>on</strong>ly take place dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the afterno<strong>on</strong>? Does<br />

any<strong>on</strong>e have any pers<strong>on</strong>al knowledge of the witnesses sitt<str<strong>on</strong>g>in</str<strong>on</strong>g>g at the<br />

table with respect to that?<br />

Ms. JARVIS. I d<strong>on</strong>'t know where it came from orig<str<strong>on</strong>g>in</str<strong>on</strong>g>ally, but it came<br />

to the <str<strong>on</strong>g>in</str<strong>on</strong>g>spectors at a staff meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g from our deputy commissi<strong>on</strong>er.<br />
