Ms. HOPPER. I did occasi<strong>on</strong>ally when I was asked, but I was not <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
charge of the unit, and did not operate it.<br />

Now, can you tell us how many <str<strong>on</strong>g>in</str<strong>on</strong>g>spectors there were, when you were<br />
actually operat<str<strong>on</strong>g>in</str<strong>on</strong>g>g as an <str<strong>on</strong>g>in</str<strong>on</strong>g>spector. howN many <str<strong>on</strong>g>in</str<strong>on</strong>g>spectors wvere employed<br />
by the department of health, and how many homes did they have to<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>spect?<br />
Ms. HOPPER. You mean while I visited the department of health?<br />
C<strong>on</strong>gressman KocH. In 1971. when you made your <str<strong>on</strong>g>in</str<strong>on</strong>g>specti<strong>on</strong> of the<br />
Towers Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g Home, how many homes were subject to <str<strong>on</strong>g>in</str<strong>on</strong>g>specti<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
the city of Newv York, and how many <str<strong>on</strong>g>in</str<strong>on</strong>g>spectors were there who were<br />
authorized to make these <str<strong>on</strong>g>in</str<strong>on</strong>g>specti<strong>on</strong>s?<br />
Ms. HOPPER. Approximately 110.<br />

Ms. HOPPER. Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes. The figures fluctuated, because some<br />
would close, and new <strong>on</strong>es would open.<br />
C<strong>on</strong>gressman Koci-i. How many <str<strong>on</strong>g>in</str<strong>on</strong>g>spectors were available for this?<br />
Ms. HOPPER. Approximately 24. Aga<str<strong>on</strong>g>in</str<strong>on</strong>g>, the number I am not sure of.<br />
C<strong>on</strong>gressman KOCH. In the regular course of your duties, -were you<br />
required to make written reports of your <str<strong>on</strong>g>in</str<strong>on</strong>g>specti<strong>on</strong>s?<br />
Ms. HOPPER. The <str<strong>on</strong>g>in</str<strong>on</strong>g>spectors were required to make written reports.<br />
Sometimes I did, sometimes I did not. It would depend <strong>on</strong> the<br />
pers<strong>on</strong>s. If I went out, the <str<strong>on</strong>g>in</str<strong>on</strong>g>spector might write the report. This<br />
bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess, I made myself. because I avas a little upset.<br />
C<strong>on</strong>gressman Koc<str<strong>on</strong>g>in</str<strong>on</strong>g>. I understand.<br />
Did you actually prepare a written report, which I believe you<br />
have a copy of, which is dated February 9, 1971, c<strong>on</strong>cern<str<strong>on</strong>g>in</str<strong>on</strong>g>g the<br />
Towers Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g Home, and if you do. if you did that, do you have a<br />
copy of that before you ?<br />
Ms. HOPPER. Yes; I have.<br />
C<strong>on</strong>gressman Kocti. And will you turn to page 2 of that report,<br />
and would you read the first 4 paragraphs.<br />
Mr. LEwIN,. Misbht I ask the chairman, does this matter. s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce it<br />
refers to a particular home of my client. if the witness will be referr<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
to a document. and the C<strong>on</strong>gressman is go<str<strong>on</strong>g>in</str<strong>on</strong>g>g to be referr<str<strong>on</strong>g>in</str<strong>on</strong>g>g to a<br />
document, I th<str<strong>on</strong>g>in</str<strong>on</strong>g>k it is <strong>on</strong>ly m<str<strong>on</strong>g>in</str<strong>on</strong>g>imumi fairness that ewe have a copy<br />
of that document.<br />
Senator Moss. You are correct, although Ewe are not c<strong>on</strong>duct<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
a trial.<br />
You are entitled to a copy of that document. I th<str<strong>on</strong>g>in</str<strong>on</strong>g>k you have<br />
been read<str<strong>on</strong>g>in</str<strong>on</strong>g>g from that earlier.<br />
C<strong>on</strong>gressman KocT. Would you read exactly, as you prepared it <strong>on</strong><br />
that date, <str<strong>on</strong>g>in</str<strong>on</strong>g> 1971.<br />
Ms. HoPiER. I did not prenare it <strong>on</strong> that date. I prepared it nrobably<br />
the day after I got back. I left the place at 6 o'clock <str<strong>on</strong>g>in</str<strong>on</strong>g> the afterno<strong>on</strong>.<br />
On the third floor. beds were l<str<strong>on</strong>g>in</str<strong>on</strong>g>ed three deep <str<strong>on</strong>g>in</str<strong>on</strong>g> the hall allow<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
<strong>on</strong>ly a 2- to 3-foot passage. Fire exits. doors to roomis. et cetera, were<br />
blocked by beds.
