of <str<strong>on</strong>g>in</str<strong>on</strong>g>quiry, which you opened with respect to the Towers Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

Aga<str<strong>on</strong>g>in</str<strong>on</strong>g>, I would like to ask you this. At the time you made your<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>specti<strong>on</strong> of the Towers Nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g Home, which I believe took place<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g> February of 1971-<br />
Ms. HOPPER. Yes.<br />
C<strong>on</strong>gressman Kocii. By whom were you employed?<br />
Ms. HOPPER. The department of health.<br />
C<strong>on</strong>gressman KOCH. And you testified that at some po<str<strong>on</strong>g>in</str<strong>on</strong>g>t you were directed<br />
not to visit these homes except <strong>on</strong> announced visits, and then<br />
<strong>on</strong>ly dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the day, if I understood you correctly, is that correct?<br />
Ms. HOPPER. No; because I had moved from the positi<strong>on</strong> before that.<br />
C<strong>on</strong>gressman KOCH. So that you were never directed to do that?<br />
MS. HOPPER. No.<br />
C<strong>on</strong>gressman Koci-y. How did that come to your attenti<strong>on</strong>?<br />
Ms. HOPPER. Well, I was special assistant, which would seem to be a<br />
rather ludicrous job, and I was asked to write the guidel<str<strong>on</strong>g>in</str<strong>on</strong>g>es and write<br />
the checklists, and I was free to do what I wanted, and I used to go up<br />
and talk to them.<br />
