Now, this is another th<str<strong>on</strong>g>in</str<strong>on</strong>g>g, we found nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g pers<strong>on</strong>nel listed <strong>on</strong> the<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home schedule as be<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> duty, and also found them <str<strong>on</strong>g>in</str<strong>on</strong>g> other<br />
facilities that had been <strong>on</strong> duty at the same hour, the same tour, which<br />
would mean that <strong>on</strong>e or the other job was suffer<str<strong>on</strong>g>in</str<strong>on</strong>g>g, and if they were<br />
work<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> the hospital and the nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home, most likely it was the<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home that was suffer<str<strong>on</strong>g>in</str<strong>on</strong>g>g, because the hospital would not tolerate<br />
this.<br />
Then the adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrative pers<strong>on</strong>nel-<str<strong>on</strong>g>in</str<strong>on</strong>g> most of the homes there are<br />
no adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrative pers<strong>on</strong>nel from 4 p.m., <strong>on</strong> Friday, until 9 or 10 p.m.,<br />
<strong>on</strong> Sunday.<br />
Most of them refuse to hire a Saturday adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator-a qualified<br />
Saturday adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator. They will br<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> anybody just to sit there<br />
and say I am an adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator, but not qualified by the regulati<strong>on</strong>s set<br />
up by the New York State Department of Educati<strong>on</strong>.<br />
Now, this is an actual letter that I myself and another <str<strong>on</strong>g>in</str<strong>on</strong>g>spector<br />
wrote to a nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home about a Saturday morn<str<strong>on</strong>g>in</str<strong>on</strong>g>g visit, and it was<br />
an unannounced visit.<br />
It was dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g this same outbreak of shigella that I spoke of when I<br />
first started talk<str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />
I would like to read just a few of the actual violati<strong>on</strong>s that we found,<br />
and it is just a few, because this is a report that goes back to the adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator<br />
that I just spoke to you about.<br />
Although the home has an adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator and five assistant adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrators,<br />
n<strong>on</strong>e were <strong>on</strong> duty <strong>on</strong> the day of this survey. A check of the<br />
sign-<str<strong>on</strong>g>in</str<strong>on</strong>g> book revealed that <strong>on</strong> Saturdays the assistant director of nurses<br />
acts as adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator. He does not have the background for this positi<strong>on</strong><br />
nor does he meet code requirements.<br />
Because of the many problems <str<strong>on</strong>g>in</str<strong>on</strong>g> this home and, presently, because<br />
of the positive cases of shigella <str<strong>on</strong>g>in</str<strong>on</strong>g> this home, there should be a capable<br />
adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrator supervis<str<strong>on</strong>g>in</str<strong>on</strong>g>g this home every day.<br />
We went to the kitchen, exam<str<strong>on</strong>g>in</str<strong>on</strong>g>ed the meals be<str<strong>on</strong>g>in</str<strong>on</strong>g>g used.<br />
The meals be<str<strong>on</strong>g>in</str<strong>on</strong>g>g used <strong>on</strong> the day of the survey, March 7, 1971, was<br />
dated February 27, 1971.<br />
Now, patients' closets were taken over by employees for their own<br />
use, and their own pers<strong>on</strong>al lockers. Locks had been put <strong>on</strong> the<br />
patients' closets, so that the few meager bel<strong>on</strong>g<str<strong>on</strong>g>in</str<strong>on</strong>g>gs the patient has,<br />
he has no place to keep them.<br />
Now, this is about a patient's clothes. Many patients would not<br />
wear any undergarments. They would wear the p'ants or shirt over the<br />
bare sk<str<strong>on</strong>g>in</str<strong>on</strong>g>.<br />
Patients were dressed <str<strong>on</strong>g>in</str<strong>on</strong>g> soiled and unir<strong>on</strong>ed cloth<str<strong>on</strong>g>in</str<strong>on</strong>g>g, <str<strong>on</strong>g>in</str<strong>on</strong>g> many cases<br />
cloth<str<strong>on</strong>g>in</str<strong>on</strong>g>g with p<str<strong>on</strong>g>in</str<strong>on</strong>g>s <strong>on</strong> the clothes.<br />
Some patients wore mismatched stock<str<strong>on</strong>g>in</str<strong>on</strong>g>gs and/or were without<br />
socks or shoes.<br />
Many patients wore ur<str<strong>on</strong>g>in</str<strong>on</strong>g>e-soaked or ur<str<strong>on</strong>g>in</str<strong>on</strong>g>e-sta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed garments.<br />
Male patients were <str<strong>on</strong>g>in</str<strong>on</strong>g> need of shaves.<br />
Several patients occupied beds which were labeled with other<br />
patients' names.<br />
Can you imag<str<strong>on</strong>g>in</str<strong>on</strong>g>e what happens when the medicati<strong>on</strong> nurse came<br />
around?<br />
The medicati<strong>on</strong> closet was unlocked and unattended, the key to this<br />
closet and the key to the sedative box were <str<strong>on</strong>g>in</str<strong>on</strong>g> a desk drawer. Anybody<br />
could come <str<strong>on</strong>g>in</str<strong>on</strong>g>, and they had access to this medicati<strong>on</strong>.
