Senator Moss. This hear<str<strong>on</strong>g>in</str<strong>on</strong>g>g will come to order. Those who are<br />
stand<str<strong>on</strong>g>in</str<strong>on</strong>g>g, please take your seats.<br />
This is a hear<str<strong>on</strong>g>in</str<strong>on</strong>g>g of the <str<strong>on</strong>g>Special</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Ag<str<strong>on</strong>g>in</str<strong>on</strong>g>g of the U.S.<br />
<str<strong>on</strong>g>Senate</str<strong>on</strong>g>, be<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>ducted by the Subcommittee <strong>on</strong> <str<strong>on</strong>g>L<strong>on</strong>g</str<strong>on</strong>g>-<str<strong>on</strong>g>Term</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g>.<br />
My name is Frank E. Moss, U.S. Senator, and I am chairman of<br />
the Subcommittee <strong>on</strong> <str<strong>on</strong>g>L<strong>on</strong>g</str<strong>on</strong>g>-<str<strong>on</strong>g>Term</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g> of the U.S. <str<strong>on</strong>g>Senate</str<strong>on</strong>g>.<br />
I welcome all of you here this morn<str<strong>on</strong>g>in</str<strong>on</strong>g>g. We hope that we can run<br />
this hear<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> an expeditious but thorough manner, and we would<br />
appreciate as much attenti<strong>on</strong> and decorum as we can have here so we<br />
can get <strong>on</strong> with the work that is before us.<br />
Many of you may know that I have been <str<strong>on</strong>g>in</str<strong>on</strong>g>vestigat<str<strong>on</strong>g>in</str<strong>on</strong>g>g nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home<br />
problems, as chairman of this subcommittee, s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce 1963. Look<str<strong>on</strong>g>in</str<strong>on</strong>g>g back,<br />
I can see some progress <str<strong>on</strong>g>in</str<strong>on</strong>g> both the availability and the quality of<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g home care. In 1965 our committee was <str<strong>on</strong>g>in</str<strong>on</strong>g>strumental <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />
enactment of medicare and medicaid. In 1967, I <str<strong>on</strong>g>in</str<strong>on</strong>g>troduced, and the<br />
C<strong>on</strong>gress enacted, important reforms requir<str<strong>on</strong>g>in</str<strong>on</strong>g>g nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes funded<br />
under Federal programs to meet certa<str<strong>on</strong>g>in</str<strong>on</strong>g> uniform m<str<strong>on</strong>g>in</str<strong>on</strong>g>imum standards.<br />
Start<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> 1969, we began the present series of hear<str<strong>on</strong>g>in</str<strong>on</strong>g>gs, entitl<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
the series "<str<strong>on</strong>g>Trends</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>g</str<strong>on</strong>g>-<str<strong>on</strong>g>Term</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g>." This is the 23d hear<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> that<br />
series.<br />
The major questi<strong>on</strong>s for discussi<strong>on</strong> today are, What's wr<strong>on</strong>g with<br />
nurs<str<strong>on</strong>g>in</str<strong>on</strong>g>g homes? Why w<strong>on</strong>'t the system work?<br />
In the years we have been study<str<strong>on</strong>g>in</str<strong>on</strong>g>g the questi<strong>on</strong> we keep f<str<strong>on</strong>g>in</str<strong>on</strong>g>d<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
