II. If a person drives 100 miles per hour or greater, a court<br />
shall impose the following:{in lieu <strong>of</strong> a punishment otherwise<br />
imposed} — a fine <strong>of</strong> $1,000; and a suspension <strong>of</strong> driving<br />
privileges for not less than 30 days nor more than 90 days.<br />
