Ethics in Public Administration
2. Course contents
Lecture and classes
Ethics as a science. The dignity of human being. Human’s basic rights. Moral character of social life. Law versus
ethics. Freedom versus participation in social life. The problem of social justice. Ethical rule of subsidiarity.
Social rule of common good. The rule of interhuman solidarity. The nature of public administration. The entities
of public administration. Authority figure in administration. Pathology of administrative actions. Ethics of
criminal organizations.

4. Learning outcomes
Graduate understands the term of ethics and morality. He or she knows the rules of work in administration.
Student can distinguish pathological behaviors.
