<strong>Genoese</strong>. <strong>The</strong> Third <strong>and</strong> Fourth <strong>Crusades</strong> were times of significant change in <strong>the</strong> trade routes <strong>and</strong><br />

many markets in <strong>the</strong> eastern Mediterranean were consequently affected but it is made clear th<strong>at</strong><br />

<strong>the</strong>y marked a change also in <strong>Genoese</strong> trade routes <strong>and</strong> in Genoa's approach towards its<br />

settlements in <strong>the</strong> <strong>L<strong>at</strong>in</strong> <strong>East</strong>.<br />

Ano<strong>the</strong>r indic<strong>at</strong>ion of <strong>the</strong> importance of maintaining <strong>the</strong> community in <strong>the</strong> <strong>L<strong>at</strong>in</strong> <strong>East</strong><br />

may be deduced from <strong>the</strong> fact th<strong>at</strong> on 26 February 1225 a law th<strong>at</strong> institutionalised <strong>the</strong> Syrian<br />

consul<strong>at</strong>e was passed in Genoa. An assembly of <strong>the</strong> parliament of Genoa agreed th<strong>at</strong> whoever is<br />

sent overseas, `in ultramarinis partibus sive per diversas mundi partes, is not authorised to deal<br />

with any property of <strong>the</strong> commune of Genoa in <strong>the</strong> cities of Acre <strong>and</strong> Tyre. <strong>The</strong> exact definition<br />

forbids <strong>the</strong> following: `vendere, cambire, permutare seu alienare' of l<strong>and</strong>s or houses or<br />

possessions or even <strong>the</strong> lease of income from such immobile: `honoribus aut introilibus Wis. ' <strong>The</strong><br />

punishment for non-compliance was twice <strong>the</strong> value of <strong>the</strong> property. 549<br />

It is interesting th<strong>at</strong> <strong>the</strong><br />

<strong>Genoese</strong> financial <strong>and</strong> property reports from 1248-49 mention four houses which were loc<strong>at</strong>ed in<br />

<strong>the</strong> burgensia or in ruga Ianuensi but did not have to pay census to <strong>the</strong> commune because <strong>the</strong><br />

l<strong>and</strong> was priv<strong>at</strong>ely owned 55o This consular-regul<strong>at</strong>ion act was approved by <strong>the</strong> assembly. <strong>The</strong><br />

document, however, does not explain wh<strong>at</strong> circumstances encouraged <strong>the</strong> discussion of <strong>the</strong> issue<br />

of property in <strong>the</strong> kingdom of Jerusalem. Was it part of a political st<strong>at</strong>ement th<strong>at</strong> mirrors <strong>the</strong><br />

growing tension with Pisa <strong>and</strong> Venice over territory in Acre <strong>and</strong> Tyre? Favreau-Lilie showed th<strong>at</strong><br />

<strong>the</strong> conflict between Pisa <strong>and</strong> Genoa, which had already developed into a war in Italy <strong>at</strong> <strong>the</strong> end<br />

of <strong>the</strong> twelfth century, reached <strong>the</strong> <strong>L<strong>at</strong>in</strong> <strong>East</strong> in 1212.551 Was <strong>the</strong>re a correl<strong>at</strong>ion between <strong>the</strong> fact<br />

th<strong>at</strong> <strong>the</strong> Pisans set fire to parts of <strong>the</strong> <strong>Genoese</strong> quarter in Acre in 1222 <strong>and</strong> <strong>the</strong> discussions about<br />

<strong>the</strong> <strong>Genoese</strong> properties in <strong>the</strong> <strong>L<strong>at</strong>in</strong> <strong>East</strong> in 1225? 552 <strong>The</strong> motiv<strong>at</strong>ion behind <strong>the</strong> property-<br />

regul<strong>at</strong>ion act could have been <strong>the</strong> result of an economic problem with <strong>Genoese</strong> traffic to <strong>the</strong><br />

kingdom of Jerusalem <strong>and</strong> <strong>the</strong> consuls' inability to rent out <strong>the</strong> property. In any case this was <strong>the</strong><br />

first occasion in which <strong>the</strong> role of <strong>the</strong> <strong>Genoese</strong> represent<strong>at</strong>ives in <strong>the</strong> kingdom of Jerusalem was<br />

presented in Genoa in writing.<br />
