<strong>The</strong> first years of <strong>the</strong> consul<strong>at</strong>e in <strong>the</strong> second kingdom of . lerusalem were a liºrm<strong>at</strong>ive<br />
period for <strong>the</strong> both <strong>the</strong> position <strong>and</strong> <strong>the</strong> extended administr<strong>at</strong>ion th<strong>at</strong> was given a new start with<br />
<strong>the</strong> establishment of <strong>the</strong> <strong>Genoese</strong> quarter in "Tyre. <strong>The</strong> <strong>Genoese</strong> took a leading part in <strong>the</strong> "Third<br />
Crusade which was <strong>the</strong> reason th<strong>at</strong> <strong>the</strong> first to assume <strong>the</strong> position of local consuls were of high<br />
diplom<strong>at</strong>ic st<strong>and</strong>ing. It was <strong>the</strong> only time in which consuls of Genoa embarked for <strong>the</strong> <strong>L<strong>at</strong>in</strong> Fast<br />
to assume <strong>the</strong> new position of local consuls while still holding <strong>the</strong>ir home position as consuls of'<br />
Genoa.<br />
<strong>The</strong> next occasion in which eminent <strong>Genoese</strong> were appointed consuls in ti'ºv-hi is not until<br />
1203, <strong>the</strong> time of <strong>the</strong> Fourth Crusade. Belmusto I, ercario <strong>the</strong> elder <strong>and</strong> I. anºherto Fornario were<br />
sent to h<strong>and</strong>le important negoti<strong>at</strong>ions, <strong>the</strong> consequences of which were to affect <strong>the</strong> l<strong>at</strong>e of'<br />
Genoa's commerce in <strong>the</strong> Levant. <strong>The</strong> surviving references to th<strong>at</strong> mission mention negoti<strong>at</strong>ions<br />
in Antioch <strong>and</strong> Tripoli but <strong>the</strong> presence of <strong>the</strong> lord <strong>and</strong> members of <strong>the</strong> c/c Bih/io family suggests<br />
th<strong>at</strong> Byblos was involved as wells" After a period in which <strong>the</strong> <strong>Genoese</strong> diplom<strong>at</strong>s in <strong>the</strong> <strong>L<strong>at</strong>in</strong><br />
<strong>East</strong> were of low diplom<strong>at</strong>ic st<strong>and</strong>ing, Belmusto I. ercario <strong>the</strong> elder was sent on it mission as<br />
consul to <strong>the</strong> <strong>L<strong>at</strong>in</strong> <strong>East</strong>. In 1203 Belmusto was an old man, an experienced merchant who had<br />
previously spent years in <strong>the</strong> <strong>L<strong>at</strong>in</strong> Fast as a crusader during <strong>the</strong> "Third Crusade <strong>and</strong> as a merchant<br />
l<strong>at</strong>er on. In <strong>the</strong> years before his mission lie had served as it consul of<strong>the</strong> commune in Genoa three<br />
times (1 196,1 199 <strong>and</strong> 1202). 5"' Importantly, it was argued in Chapter Two th<strong>at</strong> <strong>the</strong>se negoti<strong>at</strong>ions<br />
were rel<strong>at</strong>ed to <strong>the</strong> progress of <strong>the</strong> Fourth Crusade <strong>and</strong> <strong>the</strong> <strong>Genoese</strong> exclusion from <strong>the</strong> market of'<br />
Constantinople. <strong>The</strong> agreement with Antioch <strong>and</strong> Tripoli implies fur<strong>the</strong>r agreement %%ith <strong>the</strong><br />
Muslim ruler of Aleppo <strong>and</strong> <strong>the</strong> opening of'one of <strong>the</strong> most important commercial routes by <strong>the</strong><br />
