Historic Orange Harvest 

San Gabriel Mission Business 

Manager Al Sanchez, recently picked 

an Aqua Tibia sweet Valencia orange in 

the mission’s gardens, marking the first 

orange harvest on the mission grounds for 

an unknown number of decades since the 

previous harvest. Toots Bier of University 

of California Riverside Citrus Clonal 

Protection Program was informed of an old 

orange tree a few miles from the mission, 

San Gabriel Mission Pastor Rev. Fr. Bruce Wellems, CMF, recently held up two Aqua 

Tibia sweet Valencia oranges that were harvested on the mission’s historic grounds for 

the first time in an unknown number of decades. 

In the summer of 1852, John Guess 

and his wife, Harriet, arrived in the San 

Gabriel Valley in an ox-drawn wagon 

from Arkansas. They settled in 1855 on 

a 100-acre ranch called Savannah on the 

site of what is now Savannah School. 

Others followed, including Frank Frost and 

Leonard Rose. Mr. Rose purchased 700 

acres to breed and train horses and called his 

place Rose’s Meadow, which was shortened 

to Rosemead, which gave the city it’s name.

and after DNA testing it was determined it 

was an original orange tree, like the ones 

planted by San Gabriel Mission. Those 

original orange trees disappeared at the 

mission grounds for unknown reasons over 

the years. The current historic trees at the 

mission were started in 2004 by Bier, and 

were planted at the mission in 2006. They 

can be seen on a self-guided tour of the old 

mission church, museum and gardens.

finally incorporated in 1959. The quiet, 

pastoral lands are now crowded with 

businesses, industries, shops and some 

53,000 people. Rosemead, once a lush 

green pasture extending from the Los 

Angeles River east to the Pomona area, 

was indeed a fine place for early settlers 

to raise fruits, vegetables, grain and feed. 

Today, the city is known as a “Small town 

America”, which describes it perfectly.

HELPING OTHERS 

San Gabriel Mission Christian Service distributed a large box 

filled with food and a bag of toys to 211 families and individuals 

for Christmas, announced Greg Quioan, director of the Mission’s 

Christian Service. Donations were received from individuals, 

families, and groups. Among the groups that donated were: San 

Gabriel Mission parishioners, St. Felicitas and St. Perpetua Church 

parishioners in San Marino, Super “A” Market in Temple City, San 

Gabriel Mission Museum and Gift Shop, and the Knights of 

Columbus, Mission San Gabriel Council #3517. Director Quioan 

also thanked the more than one dozen Mission Christian Service 

volunteers who donated hundreds of hours of work planning and 

organizing the event.

40 minutes 

4 tablespoons olive oil 

1/2 small onion, finely diced 

3 stalks celery, finely diced 

1 small tomato, skinned and chopped 

1/2 teaspoon thyme 

4 8-once tuna steaks 

3/4 cup dry white wine salt and pepper 

to taste 

Heat 3 tablespoons olive oil in pan 

over medium-high heat. Sauté onions 

and celery until soft about 6 minutes. 

Cook’s Corner 

Seared Mediterranean Tuna 

Stir in tomato and thyme and cook 

another 5 minutes. 

Pour mixture in a shallow baking 

dish large enough for the fish. Heat 

remaining oil and sear tuna steaks 

quickly, just until browned on both sides. 

Place steaks on top of vegetable mixture 

and pour wine over top. Cover and bake 

at 325 degrees for 30 to 40 minutes, until 

tender and cooked through. 

Baking tip: 

Baking for 30 minutes yields an ideal 

texture for the fish. Bake longer only if 

you prefer your fish a bit more cooked

Holiday Party for “The Leader in Me”

On December 14, 2012, Panda 

Restaurant Group, parent company of 

Panda Express and the nation’s leader in 

Asian Fast Causal restaurants, hosted its 

5 th annual holiday party for 181 elementary 

school students in recognition of their 

accomplishments in “The Leader in Me” 

program. The students were selected by 

their teachers based on excellence in 

leadership and study efforts.

Some of you might have noticed our parking lot is under construction. 

This is where the new building will be constructed, which will feature 54 

beautiful new rooms, a new banquet event space that will seat 350, and 

a new lobby, bar, and restaurant. Our hotel as it is now will still be here, 

but we also will be renovating all the rooms. The restaurant will become a 

banquet room and our current banquet room will be redone.

The celebration began at 11 a.m. at 

the Panda Restaurant Group headquarters, 

1683 Walnut Grove Avenue, where students 

from elementary schools in the Rosemead, 

Garvey, and Inglewood School Districts 

were treated to a delicious Panda Express 

lunch and a special holiday program that 

included performances by the Panda 

associate choir, a magician and a special 

appearance by Santa and his Panda elves, 

who presented students with gifts selected 

from their wish list. 

“The Leader in Me” program is 

sponsored by Panda Restaurant Group 

through its Panda Charitable Foundation, 

whose mission is to support the health and 

educational needs of underserved children. 

This year “The Leader in Me” program is 

proud to welcome 76 additional schools 

into the program. 

“The Leader in Me” is a school 

program that integrates timeless leadership 

principles with practical character and life 

skills relevant to today’s challenges. By 

building self-confidence, interpersonal 

skills, elevating student achievement and 

reducing schoolwide discipline problems, 

this program helps children to become 

leaders in their field of interest.

But serendipity is not a marketing strategy. 

And it doesn’t matter how many social media 

buttons you plaster on your site. You can’t sit 

around and wait for others to do the work for 

you. 

Social media for large companies is easy, 

because everyone already knows who you are. 

They’ll follow, interact, and pass along your 

stuff (even if it’s not that good). 

New or smaller organizations can’t rely on 

lucky “word-of-mouth” to significantly impact 

your bottom line. 

Corrective Strategy #2: Drive visitors to 

specific points of conversion. 

You’ll get better results if your activities 

more focused and deliberate. Funnel people 

from one marketing asset (your existing website 

traffic, email list, offline displays, or another 

social network) to the new place you’re trying 

to grow. 

But don’t just refer people to your 

homepage or Facebook Timeline. Direct them 

from a specific marketing channel to a matching 

landing page, tab or update. And increase 

performance by aligning an appropriate offer 

that this target segment cares deeply about. 

Use offers and incentives that appeal to their 

emotional triggers, and you’ll get better 

response rates.

to piggyback off other’s success, which leads us 

to Bad Strategy #3. 

Bad Strategy #3: Focusing Too Much on 

Easy, Ineffective Tactics 

Engagement is a vital step in the marketing

But joining Twitter chats, leaving 3sentence 

blog comments and doing a lot of 

manual outreach is ineffective and inefficient. 

Instead, you should position yourself so

But how do you do that? Especially if you’re 

new, small, or virtually unknown? 

Corrective Strategy #3: Focus on business 

development, not just community management. 

Community management is important 

if you already have a huge audience. But if 

you want to grow, then you need to focus on 

business development and create partnerships 

with other entities. 

Maybe you can provide content to a larger 

media property. Or donate time and money to an 

important nonprofit that will position yourself

EMUHSD Pledge Compact Partners 

Present to National Community College 

Hispanic Council

Representatives of the El Monte 

Union Pledge Compact, a partnership 

between El Monte Union High School 

District (EMUHSD), Rio Hondo College, 

University of California Irvine (UCI) and 

California State University Los Angeles 

(CSULA), presented an overview of the 

program to members of the National 

Community College Hispanic Council. 

According to EMUHSD Superintendent 

Nick Salerno, the partnership began 

sevenayearssagoawhenaRioaHondo 

College received a GEAR UP (Gaining 

Early Awareness and Readiness for 

Undergraduate Programs) grant to work 

with the students of EMUHSD’s Mountain 

View High School along with students 

in the Mountain View School District. 

GEAR UP is a “federally funded program 

designed to significantly increase the 

number of low-income students who are 

prepared to enter and succeed in postsecondary 

education.” Due to the strong 

commitment from EMUHSD partners at 

Rio Hondo College and UCI, along with a 

collaboration between counselors, school 

staff and parents, the program is now 

offered to all EMUHSD students. CSULA 

joined the partnership last summer. 

The Pledge Compact guarantees 

EMUHSD students, beginning with the 

graduating class of 2011, a one-time priority 

registration at Rio Hondo College. Those 

opting to attend Rio Hondo College are 

guaranteed a transfer to UCI or CSULA at 

a later date. Students must take advantage 

of this one-time only registration guarantee 

the first semester following graduation 

from high school. Students must also meet 

college eligibility requirements. 

“This means they are essentially 

guaranteed the courses of their choice for 

their first semester. This is a huge asset, 

especially today with so many cutbacks,” 

said Salerno. “Furthermore, EMUHSD 

students will have two available paths 

for garnering automatic admission into 

UCI or CSULA.” 

“College can be more of a struggle for 

students in lower income communities,” 

said Dr. Mike Muoz, Rio Hondo College 

Associate Dean of Student Services. 

“This partnership commits itself to 

making the dream of a higher education 

a reality for El Monte Union High School 

District students and is a great example 

of a benefit to a large number of students 

in our community.” 

“This means, over time, higher 

college A-G requirements completion 

rates, higher degree completion rates, 

and eventually a positive change for the 

community as more students attend and 

complete college,” said Salerno. 

The Pledge Compact was named a 

top ten finalist for the 2012 Community 

College Futures Assembly Bellweather 

Award. 

“Although the partnership did not win 

the top national award, being selected 

as one of the top ten in the nation is a 

great honor,” said Salerno. “We are 

very pleased to present an overview of 

the Pledge Compact with the National 

Community College Hispanic Council 

and share with them the commitment and 

activities that each entity has committed 

to further the college going rate of our 

students.” 

According to Salerno, the El Monte 

Pledge students are showing great gains. 

“They are outperforming the general 

student population in course completion 

and retention,” he said. “it is our hope 

that this program will continue to provide 

additional incentives for more students 

to pursue post-secondary education.”

I want to wish you all a wonderful new 

year and reassure you that safety remains 

a #1 priority in our schools. To that end, 

our MERGE JPA (Mountain View, El 

Monte City, Rosemead, Garvey and El 

Monte Union HSD) held a recent summit 

on school safety that included our local 

police, and sheriff agencies. In addition, 

our new fingerprinting of volunteers 

policy implemented last year continues 

on. Recently on January 8, during our 

student free professional development day, 

approximately seventy employees were 

trained or re-trained on First Aid and CPR 

preparedness. 

In January, a meeting between the City 

of Rosemead and the Safety Center took 

place to discuss school needs after the 

Sandy Hook incident in Connecticut. This 

meeting Included personnel from the City, 

Rosemead School District, Lt. Murakami 

of the Los Angeles Sheriff’s Department, 

and myself. It is important for our greater 

community to know that Rosemead 

School District has a strong and effective 

partnership with the Los Angeles Sheriff’s 

Department. Deputy Farley is our local 

officer in charge of Rosemead, and has 

reviewed with us their daily patrol of our 

schools. The L.A. County Sheriffs have 

proven that they are readily accessible 

when we need them. 

Lastly, Captain Mike Parker of the 

Los Angeles County Sheriff’s Department 

Newsroom has shared some important 

websites for parents, grandparents, teachers 

or significant adults with children to know 

about. I want to share these websites 

with you, as they contain important child

The Supreme 

Court decision 

on the ACA, 

the convincing 

re-election of 

President Obama 

and the passage 

of Prop 30 were 

all tremendous 

victories that added 

wind to the sails 

of health reform. 

U n f o r t u n a t e l y, 

the potential road block that still remains is 

the Administration’s apparent reluctance to 

fully embrace the Medicaid expansion. 

The “all or nothing” guidance that came 

down this week from the White House is 

helpful to those of us working to maximize 

coverage, but I remain worried we may see 

an effort from the Governor’s office to slow 

reform during special session – something I 

consider unwise given the rare opportunity 

we have in front of us. 

My priorities in the special session will 

be to: 1) move forward with the Medicaid 

expansion that was envisioned by the 

President and will both maximize coverage 

and federal dollars coming to California; 

2) Reintroduce an individual market 

reform bill that will, among other things, 

ensure Californians are never again denied 

coverage due to a preexisting condition; 

3) Aggressively pursue the Basic Health 

Plan option so that low-income, working 

Californians have coverage they can actually 

afford. 

Coverage expansion will be 

meaningless, however, if the newly 

covered lack meaningful access to a health 

care provider. While I am optimistic 

that the ACA will help improve both the 

efficiency and effectiveness of how we 

deliver health care in California, it will 

actually exacerbate the serious health 

care workforce shortage we face in many 

regions of the state. That is why my focus 

will be on moving a package of bills to 

help ensure that the very people who will 

soon be mandated to purchase coverage 

are actually able to use that coverage to 

see a provider. 

We need to look at both short-term 

and long-term solutions to address this 

problem. It is critical that we find ways to 

train more physicians, and I will have at 

least one bill in the coming year to increase 

funding for graduate medical education. 

However, if we were able to wave a magic 

wand and double the number of students 

entering medical school tomorrow, they 

would not be ready to practice for ten 

years or more. If we are serious about 

addressing this shortage now, it means 

making more efficient use of our existing 

health care workforce, including allowing 

a broad spectrum of health professionals to 

practice to the full extent of their training.

grading, street improvements, utilities, 

parking lots and landscaping. 

l The construction of new facilities or 

modernizing, renovating or converting

including commercial property deeds.

Angeles County Board of Supervisors. 

Solis represented the West San Gabriel 

Valley both in the state legislature and the 

U.S. Congress. In a message, Solis said she 

made the decision to leave after discussing it 

with her family and close friends. 

Solis was one of the highestranking 

Hispanics in President Obama’s 

administration, While Solis has won 

praise from labor unions for aggressive 

enforcement of wage and hour laws and 

job safety regulations, business groups 

have criticized her as not taking a more 

cooperative approach. 

“Leaving the department is one of the 

most difficult decisions I have ever made, 

because I have taken our mission to heart,” 

Federal Insurance Contributions 

Act (FICA) and Medicare 

If you are a salaried or hourly employee, 

your employer deducts FICA and Medicare 

withholdings from each of your paychecks. 

The FICA withholding rate is currently 4.2 

percent for the first $110,100 earned per 

taxpayer for 2012. This figure will increase 

up to 6.2 percent for 2013. 

Furthermore, it is anticipated that it will 

be applied to the first $112,500 earned per 

taxpayer. The Medicare withholding rate 

is currently at 1.45 percent, and this will 

increase to 2.35 percent for 2013.* There is 

not an income limit in place for Medicare 

taxes. This means you can expect the U.S. 

government to take an additional $3,403 

in FICA and Medicare taxes from you in 

2013 for the first $112,500 you earn, which 

equates almost to $300 per month. 

It should be noted that self-employed 

individuals are not exempt from this tax 

increase. This is because these changes will 

result in changes to the self-employment tax 

that all independent contractors and selfemployed 

individuals are responsible for. 

In addition to the changes associated 

with FICA and Medicare for 2013, there are 

also a number of key changes regarding tax 

deductions and exemptions that will affect 

millions of U.S. taxpayers. 

Personal Exemption and 

Itemized Deductions 

Phasing out the $3,800 personal 

exemption for higher income taxpayers 

is one change to come about in 2013. The 

income level for the phase out has not been 

announced, but it is believed to be around 

$174,000 for single taxpayers and around 

$261,000 for taxpayers who file under the 

California employers can expect some 

positive changes in 2013. New legislation, 

SB 1186, a bill designed to protect business 

owners from predatory or frivolous lawsuits 

under the Americans with Disability Act 

(ADA). 

The law is the bipartisan product 

authored by Democrat Senate President Pro 

Tem Darrell Steinberg (Sacramento) and 

recently termed-out Republican Senator 

Bob Dutton (Rancho Cucamonga). 

California has 40% of the nation’s ADA 

lawsuits but only 12% of the country’s 

disabled population. SB 1186 is much 

needed relief. 

Previously, owners of restaurants like 

Sacramento’s Squeeze Inn would receive 

so-called ‘demand letters’ from attorneys 

seeking money in exchange for not filing an 

access lawsuit. Those letters can no longer

Qualifying for Medical and 

Dental Expense Deductible 

It will become harder to qualify for the 

medical and dental expense deductible in 

2013. Currently, taxpayers are permitted 

to deduct qualified medical and dental 

expenses that exceed 7.5 percent of their 

adjusted gross income. 

In 2013, only those who are age 65 and 

older will enjoy the 7.5 percent AGI limit. 

Those under age 65 will only be allowed 

to deduct medical and dental expenses that 

exceed 10 percent of their adjusted gross 

income. 

Dependent Care and Child 

Credits 

Dependent care tax credits will decrease 

from $3,000 to $2,400 in 2013. The childcare 

credit will decrease from $1,000 to $500 per 

child. Furthermore, the childcare credit will 

not be permitted for calculation with the 

alternative minimum tax, and there will be 

a phase out on earned income tax credits 

based on the number of qualifying children. 

Students Loans 

Adjustments to the student loan interest 

deduction will go into effect in 2013. 

According to About.com there will be a 60 

month phase out period, and the amount of 

the student loan interest deduction will be 

limited for those who earn $50,000 or more 

in adjusted gross income as an individual 

filer, or $75,000 or more in AGI as a married 

couple filing jointly.
