According to a recent study by<br />

the American <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong><br />

Executives (ACCE), the best places to<br />

work tend to belong to their local chamber<br />

<strong>of</strong> commerce.<br />

Of Fortune magazine’s “100 Best<br />

Companies to Work For” in the U.S. and<br />

Canada this year, 94 are members <strong>of</strong> their<br />

local chamber, including all <strong>of</strong> the top 24.<br />

In a random sample <strong>of</strong> 100 companies<br />

in the Fortune 1000, ACCE found that<br />

at least 75 were members <strong>of</strong> their local<br />

chamber.<br />

“If a company cares about its employees,<br />

there’s a good chance it also cares about<br />

its community, and the chamber is the way<br />

that great employers invest in both,” said<br />

ACCE President Mick Fleming.<br />

Sunday<br />

On February 15, <strong>2013</strong>, a Chinese delegation <strong>of</strong> 25 art students<br />

and some <strong>of</strong> their teachers from the city <strong>of</strong> Beijing, China, got the<br />

opportunity to visit <strong>Rosemead</strong> High School along with their interpreter,<br />

Steven Zhang. The delegation was hosted by the <strong>Rosemead</strong> <strong>Chamber</strong> <strong>of</strong><br />

<strong>Commerce</strong> and <strong>Rosemead</strong> High School’s Principal, Larry Cecil.<br />

The group received the royal treatment as they visited several <strong>of</strong> the<br />

classrooms, library, and gymnasium.They met some <strong>of</strong> the local students<br />

on the campus as the tour wandered through the quad during a break.<br />

They were treated to a mini concert from the school choir, in which the<br />

choir performed a beautiful Disney melody that they would be singing<br />

that evening at the <strong>Rosemead</strong> High School’s Dinner Theater.<br />

Principal Cecil set up an opportunity for them to receive an <strong>of</strong>ficial<br />

<strong>Rosemead</strong> High School Student ID. The students were excited as they<br />

had their pictures taken for the ID badge. Before the end <strong>of</strong> the tour,<br />

each student drew a<br />

brought with them,<br />

to be presented to<br />

gift. It was truly a<br />

Family Promise, spoke on the needs <strong>of</strong> homeless<br />

women and children in <strong>Rosemead</strong> and other<br />

neighboring cities. Family Promise, also a recent<br />

new member <strong>of</strong> the chamber, was initially formed to<br />

address the needs <strong>of</strong> homeless women with children,<br />

now extended to two parent families. There are 200<br />

such chapters nationwide, including eight in Southern<br />

California.<br />

Keeping <strong>Rosemead</strong> Safe<br />

Our City’s number one priority is Public Safety. Over<br />

43% <strong>of</strong> <strong>Rosemead</strong>’s general fund budget is allocated for law<br />

enforcement to ensure the well-being <strong>of</strong> our residents and<br />

businesses. This commitment is paying big dividends as major<br />

crimes have decreased by more than 28% over the past four<br />

years allowing residents to feel safe in their neighborhoods.<br />

Key components <strong>of</strong> our City’s successful Public Safety<br />

efforts include a unique <strong>Rosemead</strong> Model for police services<br />

and effective Community Outreach programs.<br />

The “<strong>Rosemead</strong> Model”<br />

<strong>Rosemead</strong>’s innovative law enforcement organizational<br />

structure features a contract with the Los Angeles Sheriff’s<br />

Department, coupled with the appointment <strong>of</strong> Sheriff’s<br />

Lieutenant Tim Murakami as our Chief <strong>of</strong> Police. This<br />

model enables the City to contract for the abundant<br />

resources <strong>of</strong> the Sheriff’s Department while providing for<br />

“local control” through a Chief <strong>of</strong> Police responsible to<br />

the City Council. It has brought about an effective “unity<br />

<strong>of</strong> command”, common purpose, and synergy between<br />

the contracted Sheriff’s deputies and City-employed code<br />

enforcement <strong>of</strong>ficers and other civilian team members.<br />

Community Outreach.<br />

The City Council has created the <strong>Rosemead</strong><br />

Public Safety CONNECTIONS forum that meets on<br />

the last Thursday <strong>of</strong> each month in the Public Safety<br />

Center to prevent crime and combat drugs and alcohol<br />

abuse. The CONNECTIONS forum is comprised <strong>of</strong><br />

citizens, community-based organizations, schools and<br />

City <strong>of</strong>ficials. Under the leadership <strong>of</strong> Public Safety<br />

Department is evidenced by <strong>Rosemead</strong>’s<br />

continually decreasing crime rate and safer<br />

neighborhoods. All residents and businesses<br />

are encouraged to report crimes or suspicious<br />

activities by calling the Temple Sheriff’s<br />

are invited to participate in the informal<br />

monthly CONNECTIONS meetings and<br />

Safety meetings at the Public Safety Center<br />

Why do we celebrate St. Patrick’s Day?<br />

St. Patrick’s Day is celebrated on<br />

<strong>March</strong> 17th. It is a religious feast day<br />

and the anniversary <strong>of</strong> St. Patrick’s death<br />

in the fifth century Ireland. The Irish have<br />

observed this day as a religious holiday for<br />

over a thousand years. On St. Patrick’s Day,<br />

which falls during the Christian season <strong>of</strong><br />

Lent, Irish families would traditionally<br />

attend church in the morning and celebrate<br />

in the afternoon. Lenten prohibitions<br />

against the consumption <strong>of</strong> meat were<br />

waived and people would dance, drink<br />

and feast—on the traditional meal <strong>of</strong> Irish<br />

bacon and cabbage.<br />

Where did the tradition <strong>of</strong> Pinching<br />

start?<br />

It’s thought that the pinching started<br />

in the early 1700s, about the time that<br />

awareness <strong>of</strong> St. Patrick’s as a holiday<br />

came to the fore, too, in Boston, in the<br />

Massachusetts colony. They thought if<br />

you wore green, it made you invisible to<br />

the Leprechauns, which was good because<br />

they would pinch anyone they could see.<br />

Spray a Dutch oven with cooking spray and heat on<br />

MEDIUM HIGH. Add the carrots, onion and garlic<br />

and cook for about 5 minutes. Add all the remaining<br />

ingredients EXCEPT the zucchini and bring to a boil.<br />

Cover, reduce the heat to MEDIUM and simmer for<br />

about 15 minutes or until the beans are tender. Add the<br />

zucchini and cook until the zucchini are tender. Serve<br />

and enjoy!<br />

So the pinching is to warn and remind you<br />

about the Leprechauns.<br />

Pinching those not wearing green on<br />

St. Patrick’s Day is an American tradition,<br />

having really nothing to do with Ireland.<br />

The truth is, Irish people think Americans<br />

are crazy. St. Patrick’s Day is not even<br />

remotely celebrated over there as heavily<br />

as it is in the US.<br />

Why do we eat Corned Beef and<br />

Cabbage on this day?<br />

Corned beef and cabbage is the<br />

traditional meal enjoyed by many on St.<br />

Patrick’s Day, but only half <strong>of</strong> it is truly<br />

Irish. Cabbage has long been a staple <strong>of</strong><br />

the Irish diet, but it was traditionally served<br />

with Irish bacon, not corned beef. The<br />

corned beef was substituted for bacon by<br />

Irish immigrants to the Americas around<br />

the turn <strong>of</strong> the century who could not<br />

afford the real thing. They learned about<br />

the cheaper alternative from their Jewish<br />

neighbors.<br />

to Be Held on <strong>March</strong> 9<br />

Don Bosco Technical Institute<br />

(Bosco Tech) will host the Second Annual<br />

Yurak Memorial 5K Run at Irwindale’s<br />

Santa Fe Dam Recreational Area on<br />

Saturday, <strong>March</strong> 9, <strong>2013</strong>. In addition to the<br />

race, the event will feature a health expo, a<br />

kids-only race, and live entertainment.<br />

All proceeds from the run will<br />

benefit Bosco Tech’s Yurak Athletic<br />

Center (YAC), the school’s sports training<br />

facility and home <strong>of</strong> its nine competitive<br />

sports teams as well as community<br />

exercise classes. It is named after Bill<br />

Yurak, Bosco Tech’s late coach and athletic<br />

director who re-introduced the school’s<br />

football program after a 34-year hiatus.<br />

Race registration is $30 per person<br />

before February 22 and for groups <strong>of</strong> 10 or<br />

more; $35 after February 22. Parking for<br />

the first 100 cars is $5, courtesy <strong>of</strong> the Los<br />

Angeles County Board <strong>of</strong> Supervisors; $10<br />

for each car after that.<br />

timing, finisher medal, commemorative t-<br />

RHS Varsity Girls Basketball Wins Record<br />

46th Straight MVL Game, Fifth Straight<br />

MVL Title and 10 Titles in Past 12 Years<br />

On February 8, <strong>2013</strong>, <strong>Rosemead</strong> High<br />

School varsity girl’s basketball team<br />

defeated El Monte 56-36 at <strong>Rosemead</strong>’s<br />

gym for their record 46th straight Mission<br />

Valley League victory.<br />

<strong>Rosemead</strong> won its fifth straight MVL<br />

Championship and 10th in the past 12 years<br />

with Jay Gauthier Sr. as head coach. The<br />

CIF-SS 3AAA 10th-ranked host Panthers<br />

improved their MVL record to 10-0 and<br />

overall record to 19-6. Visiting El Monte<br />

finished second in the league with an 8-2<br />

record and has an 15-11 overall record.<br />

On February <strong>2013</strong>,<br />

the Maryvale Family<br />

Resource Center started providing FREE<br />

one-to-one English as a Second Language<br />

(“ESL”) tutoring for caregivers (i.e. parents,<br />

grandparents, family members, etc.) <strong>of</strong><br />

children being taught in English. The ESL<br />

Program focuses on the literacy needs <strong>of</strong><br />

non-English speaking adult immigrants as<br />

well as people who want to improve their<br />

English language skills.<br />

Community volunteers will be trained<br />

as tutors and teach on a one-on-one basis,<br />

providing the opportunity for the student<br />

to progress at a faster pace by giving<br />

personalized attention. The tutor and<br />

student must both commit to a minimum<br />

<strong>of</strong> 1-2 hours <strong>of</strong> ESL tutoring per week.<br />

The tutoring sessions will take place at a<br />

comfortable local setting in the students’<br />

community during a mutually convenient<br />

time for the tutor and student. In the future<br />

the ESL program will also assist in tutoring<br />

on Workplace Communication, GED<br />

preparation and U.S. Citizenship study.<br />

Opened in Feb. 2011, the Maryvale<br />

Family Resource & Early Education<br />

school’s core curriculum. The program<br />

creates a common language within our<br />

Maryvale to Offer New Tutoring<br />

Program in Duarte<br />

Center provides services to families and<br />

their children. Designed to collaborate<br />

with other community health, protection,<br />

and education agencies the Center provides<br />

out-patient and community based mental<br />

health services to children, youth and<br />

families.<br />

Out-patient mental health services<br />

target children ages 0-21 and their families<br />

who receive MediCal funding. Our clinical<br />

staff provide individual, group and family<br />

therapy. Parent support groups and a variety<br />

<strong>of</strong> workshops are provided to Duarte and<br />

the surrounding communities. Community<br />

based services include those that occur in<br />

the home as well as various school settings.<br />

Our pr<strong>of</strong>essional bi-lingual staff includes<br />

licensed and licensed-eligible social<br />

workers, marriage and family therapists<br />

and case managers.<br />

Earlier this month, Assembly<br />

Member Ed Chau (D-Alhambra)<br />

issued the following statement on<br />

Governor Brown’s <strong>2013</strong> State <strong>of</strong> the<br />

State Address:<br />

“I appreciate the Governor’s<br />

readiness to work with the<br />

Legislature to meet the challenges<br />

facing California and to seize new<br />

opportunities for the state. The<br />

Governor’s commitment to focus on<br />

the gaps in educational opportunity<br />

and achievement that separate low-income students from<br />

other students and making college affordable are issue areas<br />

that many <strong>of</strong> us in California are committed to addressing.<br />

Health care reform is another area <strong>of</strong> statewide<br />

importance in relation to the Affordable Care Act, so my<br />

immigration process will require all <strong>of</strong> us – the President,<br />

Congress, and the American people – to work together.<br />

that will expand the Medi-Cal<br />

Californians and put in place<br />

the vital consumer protections<br />

that were included as part <strong>of</strong><br />

the federal Affordable Care<br />

Act (ACA). The two bills, SB X1 1 and SB X1 2, were<br />

introduced as part <strong>of</strong> the special session on health care<br />

called for by Governor Brown during his State <strong>of</strong> the<br />

State address last week.<br />

“California is leading the way in implementing<br />

President Obama’s landmark health care reform, and<br />

Advocates <strong>of</strong> chambers <strong>of</strong> commerce have<br />

long believed that when a company is active in<br />

its local chamber, it is doing the right thing not<br />

only for the community but for its own success<br />

as well. While there is plenty <strong>of</strong> evidence<br />

to show the impact <strong>of</strong> chambers <strong>of</strong><br />

commerce on their communities, it is<br />

much harder to find data that quantify<br />

the impact <strong>of</strong> belonging to a chamber.<br />

A recent study, commissioned by the<br />

American <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong><br />

Executives with support from<br />

Small Business Network, Inc., was<br />

designed to do just that: determine<br />

the real value to companies in terms<br />

<strong>of</strong> consumer outcomes <strong>of</strong> joining and<br />

being active in their local chamber<br />

<strong>of</strong> commerce. Do consumers really<br />

support businesses because they are<br />

chamber members?<br />

Data for the study came from a<br />

scientific web-based survey <strong>of</strong> 2,000<br />

adults nationwide.<br />

What makes this study unlike<br />

most, however, is that almost every<br />

question on it is part <strong>of</strong> one <strong>of</strong> several<br />

imbedded experiments. This means<br />

that respondents were randomly<br />

assigned to different groups at several<br />

points during the survey. Each group<br />

reads something slightly different,<br />

like a description <strong>of</strong> a company that<br />

changes only a little for each group,<br />

but then everyone is asked the same<br />

questions thereafter, regardless <strong>of</strong><br />

which company description they<br />

just read. Therefore, when there are<br />

statistically significant differences in<br />

how different groups answered the<br />

same questions, we know exactly why<br />

it happened. This approach yields<br />

powerful results because it bypasses<br />

came from. It’s how you live your life and what you do<br />

that defines you in this country. I praise President Obama<br />

for leading the nation on key issues like keeping families<br />

together, a roadmap for citizenship, and ensuring students<br />

and scientists educated here aren’t expelled. I will fight<br />

to make our broken immigration system is fair for all.”<br />

Congresswoman Judy Chu has been a long-time<br />

proponent <strong>of</strong> Comprehensive Immigration Reform and an<br />

outspoken Congressional leader on immigration issues.<br />

As a member <strong>of</strong> the House Judiciary Committee, she has<br />

jurisdiction over any immigration bill. Having sponsored<br />

numerous bills on the subject, including legislation to<br />

increase STEM visas, protect immigrant workers from<br />

abusive employers and protect immigrant women from<br />

abusive partners, Rep. Chu has put forth a number<br />

<strong>of</strong> the provisions that are now being considered for a<br />

comprehensive solution to our immigration process.<br />

Senator Hernandez Introduces Health Care Reform<br />

Bills in Special Session<br />

these two bills will play a critical role, ensuring<br />

consumers cannot be denied coverage based<br />

on their health status and making certain<br />

we insure as many currently uninsured<br />

Californians as possible” said Hernandez.<br />

SB X1 1, which is jointly authored<br />

by Senate President Pro Tempore Darrell<br />

Steinberg, would implement the expansion <strong>of</strong><br />

Medi-Cal coverage allowed under the federal<br />

Affordable Care Act (ACA) to currently<br />

ineligible low-income adults in California.<br />

This includes those with incomes at or below<br />

133 percent <strong>of</strong> the federal poverty level (FPL)<br />

(at or below $14,856 in 2012), resulting in more than 1.6<br />

million newly Medi-Cal eligible Californians. As part <strong>of</strong><br />

the ACA, the Federal Government will pay 100% <strong>of</strong> the<br />

cost <strong>of</strong> this expansion for the first three years. In addition,<br />

SB X1 1 would establish a defined health benefits package<br />

for enrollees, including the essential health benefits<br />

contained in the ACA and enacted into law in California as<br />

part <strong>of</strong> a bill authored by Senator Hernandez last year. SB<br />

X1 1 also includes provisions simplifying the eligibility,<br />

enrollment, and renewal process for Medi-Cal.<br />

SB X1 2 would implement the key consumer<br />

protections <strong>of</strong> the ACA in California’s individual insurance<br />

market, preventing insurance companies and health plans<br />

from denying coverage or charging excessive premiums<br />

on those who have preexisting health conditions and<br />

requiring that insurance premiums be based solely on age,<br />

geography, and family size.<br />

“This bill improves access to health coverage for all<br />

Californians by preventing insurance companies from<br />

engaging in the discriminatory practices and pricing<br />

that have previously kept countless people from getting<br />

affordable health coverage” said Hernandez. Since both<br />

bills are being introduced as part <strong>of</strong> a special session <strong>of</strong><br />

the California Legislature, they become operative 90 days<br />

after the adjournment <strong>of</strong> the session.<br />

“The full impact and benefits <strong>of</strong> health care reform<br />

will only be felt if as many people as possible have access<br />

to affordable coverage” said Hernandez, “I am especially<br />

encouraged to see these two bills put on a fast track for<br />

passage – time is <strong>of</strong> the essence.”<br />

Do you know the value <strong>of</strong> your <strong>Chamber</strong> Membership?<br />

the subjectivity <strong>of</strong> most opinion polls. A sampling <strong>of</strong> some<br />

<strong>of</strong> these results proves this to be the case.<br />

• Most consumers (59%) think that being active in the<br />

local chamber <strong>of</strong> commerce is an effective business<br />

strategy overall. It is 29% more effective, however,<br />

for communicating to consumers that a company uses<br />

good business practices and 26% more effective for<br />

communicating that a business is reputable.<br />

• If a company shows that it is highly involved in its local<br />

chamber (e.g., sits on the chamber board), consumers are<br />

12% more likely to think that its products stack up better<br />

against its competition.<br />

• When a consumer thinks that a company’s products stack<br />

up better against the competition because the company is<br />

highly involved in its local chamber <strong>of</strong> commerce, it is<br />

because he or she infers that the company is trustworthy,<br />

involved in the community, and is an industry leader.<br />

• When consumers know that a restaurant franchise is a<br />

member <strong>of</strong> the chamber <strong>of</strong> commerce, they are 40% more<br />

likely to eat at the franchise in the next few months.<br />

• When consumers know that an insurance company is a<br />

member <strong>of</strong> the chamber <strong>of</strong> commerce, they are 43% more<br />

likely to consider buying insurance from it.<br />

• When consumers know that a small business is a member<br />

<strong>of</strong> the chamber <strong>of</strong> commerce, they are 44% more likely<br />

to think favorably <strong>of</strong> it and 63% more likely to purchase<br />

goods or services from the company in the future.<br />
