Family Promise of San Gabriel Valley 

Love 

Family Promise of San Gabriel Valley (FPSGV) lovingly helps homeless families gain selfsufficiency. 

We bring qualifying homeless families into our network of host congregations and we 

provide shelter, meals, job development, case management and other supportive services. We provide 

temporary help and support in order to bring these families to a state of sustainable independence. 

FPSGV is one of over 170 Family Promise programs throughout the country meeting the needs of 

homeless families. 

Hope 

Knowing that families are the fastest growing segment of the homeless population and having seen 

this to be a problem within our community of the San Gabriel Valley, we are a group of individuals 

committed to providing homeless families with help for today and hope for tomorrow. 

Future 

At FPSGV, we provide hospitality to homeless families and keep them together in a time of crisis. 

We assist families during temporary periods of homelessness, encourage them to create an achievable 

vision and develop a strong foundation for self-sufficiency.

Veteran’s Day at the Savannah Memorial 

Cemetery Effective November 19, 2012, the 

It was a perfect day at the Savannah 

Memorial Cemetery on November 11, 

2012. “The trees were all in bloom and the 

weather was great,” said Janice Wiggins 

White, Cemetery spokeswoman. Although 

the Fire Department had to take a call, 

about 30 others stayed to give respect to 

our veterans and pay tribute during the 

flag retirement ceremony. Bob Bruesch, 

local Kiwanian and Garvey School Board 

member, led the ceremony with a flag 

salute and gave everyone a brief history 

of Veterans Day. Janet Chin, founder of 

the M. Janet Chin Youth Foundation and 

Communications Director for Senator Ed 

Hernandez, led the group in a moment 

of silence. One of the highlights of the 

ceremony was Sara Loa, a 12-year-old 

resident of Rosemead, who endeared the 

audience and brought tears to everyone’s 

eyes by reading her class paper, “What 

the Flag Means to Me”. 

El Monte Social Security Office to Close to 

the Public a Half-Hour Early Each Day and 

at Noon on Wednesdays 

El Monte Social Security office, located 

at 9351 Telstar Avenue in the Flair Park 

section of town, will be open to the public 

Monday through Friday from 9:00 a.m. to 

3:00 p.m. – a reduction of 30 minutes each 

weekday. In addition, beginning January 

2, 2013, the office will close to the public 

at noon every Wednesday. 

While agency employees will 

continue to work their regular hours, this 

shorter public window will allow them 

to complete face-to-face interviews and 

process claims work without incurring 

the cost of overtime. The significantly 

reduced funding provided by Congress 

under the continuing resolution for the 

first six months of the fiscal year makes it 

impossible for the agency to provide the 

overtime needed to handle service to the 

public as it has done in the past.

In May of this year, the City of 

Rosemead received a mini grant 

from the California Department 

of Public Health to implement 

the “It’s Up to All of Us” 

campaign aimed at 

improving pedestrian 

safety around the state. 

One of the goals of the 

City of Rosemead’s 2012- 

13 Strategic Plan is to enhance 

public safety and quality of life 

through community involvement 

and education through Public Safety 

Department programs. The goal of 

pedestrian and driver safety central to the 

“It’s Up to All of Us” campaign fits well 

within Rosemead’s Strategic Plan. 

As a result, the City of Rosemead 

Even though small businesses may be 

struggling, buying holiday gifts for your 

customers is just as important as ever. 

Customers are looking around for the 

least expensive products and services and 

comparison shopping is at an all time high. 

Price competition is thriving. Since you 

can only cut your price to a certain point 

and still survive, you have to give your

Department to produce a video to 

encourage driver and pedestrian 

safety. The 5-minute video 

encourages increased 

awareness among 

pedestrians and drivers. The 

video will be distributed to 

local school districts to ensure 

that all school-aged children see it 

and hear its message. To ensure that the 

message gets out to as broad an audience 

as possible, the video was uploaded to 

YouTube and will be linked on the City 

website and Facebook page.

The Five Fundamentals of Business Holiday 

Gift-Giving to Your Customers 

Customer Gift Giving at the Holidays is an Investment in your Company 

If your business is a service business, 

why not offer them a discount? To show 

appreciation for their business over the 

past year, offer a discount of your services 

for the next 1-3 months, or whatever is 

appropriate for your business. 

2. Check with your customers and see if 

they have limitations on receiving gifts 

Many companies have strict limitations 

on the kind and monetary amount of 

gifts they can receive. In order to avoid 

embarrassment for both parties, check 

ahead and find out your customers’ gift 

policies so you won’t make a mistake. 

3. Quality is king 

No matter what the gift or the economic 

climate, remember that quality is king. If 

you decide, for example, on a gift basket, 

make it a nice one. Even small gift baskets 

can be nice. You might want to become even 

more creative and feature your customer’s 

products in the gift basket. This guarantees 

that the customer will sit up and take notice 

of your basket and the time and effort you 

put into it. 

4. Check IRS regulations on gift giving

of thing at the holiday season, but to keep 

yourself out of

before you decide

Advanced Community Academy 

The City of Rosemead and the Los 

Angeles County Sheriff’s Department, 

Temple Station, in conjunction with the 

Asian Community Advisory Committee 

hosted an advanced Community 

Academy. The Academy was a six-week 

program held each Wednesday from 

October 3, 2012 through November 

14, 2012. The topics for the Academy 

included: Narcotic and K-9 Bureau, 

SWAT Unit, Arson and Explosives 

Bureau, Emergency Services Detail and 

Procedural Calls and Role Play, and a 

field trip to the Coroner’s Facility. 

On November 14, 2012, Mayor 

Armenta, Mayor Pro-Tem Polly Low, 

Council Member Steven Ly, Captain Nee, 

Golden State Water Company Begins Water 

Main Replacement 

Golden State Water Company began 

new water main replacement in Rosemead 

this month as part of an infrastructure 

improvement plan for its San Gabriel 

Valley customer service area. The new 

pipelines will reduce water leaks and 

improve water flow for customers in the 

area. 

Construction on a new Rosemead 

pipeline began on November 13, 2012. 

The company anticipates the project will 

cost approximately $480,000 and take up 

to nine weeks to complete. The project 

involves replacing more than 2,500 feet 

of aging pipeline that is two and four 

inches in diameter with new pipeline that 

is eight inches in diameter. The pipeline 

is being replaced on Brighton Avenue 

between Garvalia Avenue and Garvey 

Avenue as well as on Garvalia Avenue 

between Del Mar Avenue and Brighton 

Avenue. Construction crews will work 

Monday through Friday from 7 a.m. to 

4 p.m. 

“Replacing old infrastructure in a 

timely manner means that customers 

will continue to receive a safe, reliable 

and economical water supply around 

the clock, 365 days a year,” said Golden 

Rosemead Chief of Police Tim Murakami 

and from the LASD Community Law 

Enforcement Partnership Program, Deputy 

Wilson Lee and Sandra Solis were present 

to present certificates of completion to the 

Advanced Community Academy, Class 

One. Certificates of Completion were 

received by: Rosemary Broward, Barbara 

Delory, Lailing Chau, Emma Chavez,

for the Holidays 

Give the gift of health and safety to yourself and others by 

following these helpful tips: 

1. Wash hands often to keep yourself from 

spreading germs and getting sick. Wash 

with soap and clean running water for at

2. Bundle up to stay dry and warm. Wear 

appropriate outdoor clothing: layers of

and waterproof boots. 

3. Manage stress. Don’t over-commit

pressure. Get enough sleep. 

4. Don’t drink and drive or let others drink

One Christmas Eve, my grandmother and I sat up late and made the best fudge. 

We never laughed so much. I’ll never forget the fun time we had. 

Directions 

1. Line an 8x8 inch pan with 

aluminum foil. Set aside. 

2. In a large saucepan over 

medium heat, combine 

marshmallow cream, sugar, 

evaporated milk, butter and salt. 

Bring to a full boil, and cook for 5 

minutes, stirring constantly. 

3. Remove from heat and pour in 

semisweet chocolate chips and 

milk chocolate chips. Stir until 

chocolate is melted and mixture 

is smooth. Stir in nuts and vanilla. 

Pour into prepared pan. Chill in 

refrigerator for 2 hours, or until

Dear Rosemead Community, 

School Budgets & Proposition 30 

Passage: 

November’s election and passage 

of Proposition 30 has brought some 

clarity and optimism to our school 

district. The passage of Proposition 

30 prevents state mid-year funding 

or “trigger cuts” to K-12 public 

education. California voters have 

agreed to raise taxes for highincome 

earners and increase the 

sales tax through 2016, which helps 

the state budget with additional 

revenues and therefore circumvents 

additional cuts to education. I want 

to make sure that our community 

understands that this does NOT 

mean a windfall of new funding for 

our schools. Rather the passage of 

Proposition 30 does stop our state 

government from leveling additional 

funding cuts to schools in the middle 

of the current school year. Passage 

also means our district won’t need 

to consider student furlough days 

later in the school year. Considering 

what this loss of instructional time 

would have meant for our students, 

families and staff, we consider the 

passage of Proposition 30 a huge

thank our community of voters for 

supporting our schools through 

their “yes” vote for Proposition 30. 

The approval of Prop. 30 prevents 

additional funding losses this year; 

for Rosemead this means $475. per 

pupil. It is important that I also 

mention that this measure does 

NOT add new dollars or restore 

prior cuts. Our district, like most 

others in the state, continues to

The Rosemead School District 

Board of Trustees has made 

a strategic choice

p r e s e r v e 

a reserve 

to provide 

for cash to 

pay our bills 

and payroll 

in light that the 

state has withheld 

funding our schools 

– 36.63%/$4.3 million 

dollars. While projections indicate 

we may be able to maintain current 

spending levels through 2013-14 

without new revenue, our deficit will 

have to be addressed sooner or later. 

We will also continue to monitor 

talks out of Sacramento, where 

Governor Jerry Brown is expected 

to release his next budget proposal 

in January. A revised version of his 

spending plan will likely follow in 

May, and we are anticipating that a 

new budget will be in place by the 

summer. 

You have heard me say before 

that these last few years have not 

been easy, yet our district has 

remained a great place for kids 

thanks to the leadership of our Board 

of Education, the dedication of our 

Results issued recently by the 

California Department of Education show 

five El Monte Union High School District 

schools raising each of its API (Academic 

Performance Index) scores over last year. 

“With regards to school growth in API 

scores since 2005, our five comprehensive 

high schools are in the top seven of the 72 

for growth over that period of time,” said 

Nick Salerno, Superintendent. “I believe 

that is something to celebrate.” 

The API is an annual measure of test 

score performance of schools and districts 

conducted by the California Department of 

Education. It is calculated each year from 

the results of the STAR (Standardized 

Testing and Reporting) test taken by 

students each spring and the CAHSEE 

(California High School Exit Exam). 

High school students were tested 

in several areas including English and 

On Saturday, December 15, 2012, 

the Los Angeles area middle school 

students will learn to create computerized 

art at Don Bosco Technical Institute’s 

(Bosco Tech’s) Digital Art Workshop 

(DrAW). 

The free DrAW workshop will feature 

instruction in Photoshop on computer 

tablets. Bosco Tech will then raffle off 

a Wacom tablet to one special workshop 

participant. Don Bosco then will give 

a scholarship to a future incoming student 

who shows unusual creative ability. 

“It’s a fun opportunity for kids to learn 

more about, and try out, digital art software 

using professional-level computers,” says 

tremendous employees, and the 

generous support of this community. 

We remain as committed as ever 

to making every penny count in 

Rosemead, and as we discussed at 

our most recent Board of Education 

meeting, we are continuing to 

pursue new opportunities for 

revenue enhancement through our 

Educational Foundation, Measure 

RR and O school bond modernization 

projects, public grants and private 

donors. Expect to hear more on this 

important topic. 

Because there will always be 

some volatility at the state level, 

I can’t promise that there won’t 

be occasional setbacks for public 

education, however, as your local 

school district Superintendent of 

over the past fifteen years, I have 

never been more excited to be 

a part of this organization. Our 

district continues to explore the 

potential of new innovations such 

as the Leader in Me program, and 

technologies capable of leveraging 

the talents of our extraordinary staff 

and maximizing our support for 

each student. All of our dedicated 

staff, under the direction of an 

outstanding and visionary Board 

of Trustees, is here to serve our 

students and families. Our motto is 

“Children First!” 

While I can only hope that the 

darkest days of California’s fiscal 

crisis are behind us, I can say with 

confidence that the best is yet to 

come for the Rosemead School 

District. 

El Monte Union High School District Schools 

Increase API Scores 

by Anne Donofrio-Holter 

Language Arts, Algebra, Geometry and 

Science. A score on a scale between 200 

and 1,000 indicates how well students are 

performing. According to the California 

Department of Education, a score of at 

least 800 is the goal. 

In points gained, Rosemead High 

School led the district, raising its score 

from 775 last year to 796 in 2012. El Monte 

High School raised its score from 704 to 

722. South El Monte High School had a six 

point gain over last year, raising its score 

to 748. Mountain View High School was 

next, raising its score by five points to 690. 

Arroyo High School was up one point over 

last year to 793. 

“Our staff and our students have worked 

extremely hard to improve academic 

achievement,” said Salerno. “This hard 

work has paid off in significant growth in 

recent years.” 

Bosco Tech Offers Free Digital Art 

Workshop for Middle Schoolers 

Luis Garza, chairman of the school’s 

Integrated Design, Engineering and Art 

department (IDEA). “Bosco Tech’s high 

school students have the chance to use these 

tools every day and the workshop exposes 

middle schoolers to the same equipment 

and programs that companies like Disney, 

Apple and Pixar are currently using in 

computer animation, product design and 

video games.” 

The three-hour DrAW workshop begins

Asian Tiger Mosquitoes Found in San Gabriel Valley 

The San Gabriel Valley Mosquito & Vector Control 

District recently reported the presence of Asian tiger 

mosquitoes in several neighboring communities. According 

to the SGVMVCD, “while there is no indication that they 

are currently transmitting any pathogens, they are widely 

regarded as being one of the best transmitters of important 

human pathogens.” The District reports that “people may 

unwittingly transport larvae or eggs when they move or 

share plants and plant clippings that have been rooted in 

water.” They also indicate that “adult mosquitoes can be 

transported unknowingly in vehicles.” They are urging 

area residents to assist them in the following ways: 

• Allow prompt access for inspections and treatments by 

San Gabriel Valley Mosquito & Vector Control District 

staff 

• Permanently remove all containers that hold water from 

your yard - especially saucers/dishes under potted plants, 

buckets, cans, used tires, and debris around the yard 

• Drill holes in tire swings, trash cans, or any other 

necessary outdoor containers so that water will drain 

I thank them for their partnership in making 

a difference in our communities.”

• Keep ponds and fountains circulating and functioning

plastic tarps, or other items that may collect rain or 

sprinkler water and discard them

• Report tiny, black and white, day-biting mosquitoes 

Residents and businesses who suspect tiger mosquitoes 

on their property should immediately survey their 

property and dump out all standing water, and contact
