- XI CONCLUSIONS
A. The Malagasy Police officers and men appear to be well trained .and
adjusted to career service. -
B. While the National Police have primary internal security and criminal
jurisdiction within Madagascar' and are under the authority of Andre
Resampa, Minister of the Interior and head of the political party in
power, the PSD, his influence is counterbalanced by the Gendarmerie, a
para-militaiy organization which serves as "Palace Guard t " and reports
directly to the President of the Republic.
C. A large number of former French Strete officers are now serving as
Technical Advisors in the National Police. There is some realization on
the part of the Malagasy officials that present high standards of police
operation cannot be maintained without French Technical Assistance.
D. Madagascae being within the primary area of. French influence, United
States assistance to the Malagasy National Police should be directed
towards assisting the French Government in their effort to insure the
political stability of the. island.
E. The principal areas in which American assistance to the Malagasy
Police could be most beneficial, both for impact and technical consider­
ations are:
1. transportation: to be limited to ground vehicles determined by
the team as needed to meet current urgent requirements.
