Guard-type patrol vessels and twin and single engine planes to protect
the-coasts, the National Poltce could guard against Chinese infiltration
and traffic between Madagascar's Chinese residents and the mainland or
.Red Chinese.
.2. The Public Safety Survey Team, while in Tamatave, -spoke with the
French technical advisor to the Commissioner of National Police, a
Monsieur Boauf, who, himself, is a former Provincial Commissioner of
Police for Tamatave Province. included in this conference were two
French police inspectors, one attached to the Tamatave Provincial Head­
quarters and one to Precinct No. 1 of the Urban Police of Tamatave where
most of the Chinese live., The conference took place at M. Boelf's cot­
tage at Foulpointe and no Malagasy officials were present. The French
advised that the population of Tamatave is approximately 55,000, and of
this figure, approximately 5,000 are Chinese apd 2,000 Indians who are,
almost without exception, M4lagasy hationals, substantial trade and
businessmen in the community and are-not suspected of any-disloyal ac­
tivities.
3. With regard to the Chinese population, they advised that most of
the Chinese, though born in Madagascar, retain their Chinese citizen­
ship. The Chinese inter-marry much more frequently with the Malagasy
than the Indians but are not inclined to register their children with
the National Police for Malagasy citizenship. These sources added that
the .bulk of the Chinese were of Nationalist loyalty (Kuomintang). While
on a tour of the city-of Tamatave, the French.Advisors pointed out a
large French-Chinese school maintained by the Nationalist Chinese in
Tamatave for the education of their children. Also included on this
