6. It was noted that French technical assistants were much in evi­
dence during the tour and that they were constantly referred to by the
Malagasy officials for assistance in answering the Teamts questions.
They were courteous, friendly and hospitable.

*It has been observed here, once more, that graduates from advanced
police courses in France are given positions of reaponsibility. The
youthful chief of Precinct No. 2 is hold in high esteem for having been
the number one man in a class which included French nationals.
8. The area over which this personnel has jurisdiction is mostly
covered by tropical jungle. Practically all the population of the
province is concentrated in the City of Tamatave and in a few widely
scattered native villages along the coast. There is an excellent black
top coastal road which runs 125 km. north of Tamatave to Poulpointe and
Fenerive and 100 km. south before turning vest into the interior toward
Tananarive. Other highways are merely short fair-weather trails leading
to the interior from the coastal highway. To patrol this area the
