Mr. Heiby advised that now that' the Crime Laboratory is function ing satisfactorily and General Headquarters Laboratory'Personnel have been trained, it is anticipated that specialized training will be given to technicians and officers from the Provincial Headquarters. D. Flving Brigade 1. The Director General and the Public Safety Team reviewed the troops of the Police Flying Brigade on 24 October. This is a mobile riot squad composed of highly disciplined professional troops. 2. Approximately 40% of the Brigade are Senegalese veterans who came to Madagascar with the French army to put down the 1947 insurrection. When they were demobilized, they stayed in the island and acquired Malagasy citizenship. 3. The Brigade is under the command of M. Trotet, a very able and perianable French officer. The other officers are of Senegalese origin, while the officer candidates and remaining troops are Malagasy. 4. The force is organized into four sections, each commanded by a Second Lieutenant. The sections are subdivided into four squads, each commanded by a Non-Commissioned officer. The personnel distribution is as follows: - 36 1 -M
