2. The main body of the Police is organized into four divisions: a. The Administrative'Division which takes care of personnel, bookkeeping, maintenance, etc. b. The Investigative Division which investigates all law vi olations and maintains the identification laboratory and criminal rec ords. c. The General Intelligence Division which bompiles all infor mation of political or internal security import. d. The Public Safety Division which gives police protection to the population as a whole, .takes care of-traffic, patrols, etc. 3. The same organization is repeated on the provincial level. 4- Quite apart from these main divisions are three special units, directly under the Director General of Police: a. The Flying Brigade. A para-military unit which will be die cussed in detail under VI-D., b. The Anti-Subversive Detail. A specialized group which con centrates on investigating Communist activities and infiltration in co operationwith their counterpart in the office of the French high -rep resentation. a. The Immigration Service which performs the usual duties re lated to imnigration in Tananarive as well as in the other provinces. C. Proposed Reorganization 1. Some conflicts of jurisdiction developed in the present, rather loose, organization. The new organization proposes to eliminate them by establishing a clear-cut distinction between operational police units and auxiliary services on the one hand, and the relationship between - i9
municipal and police authorities on the other. To this end, two con cepts were introduced: a. hierarchical chain of command; and b. technical supervision, 2. According to the'plan, the Minister of the Interior commands the police through the Director General of Police; his authority is dele gated to the Secretaries of State in charge of the provinces who com mand the police through their respective Provincial Police Commissioners. However, from a technical or professional standpoint, only the police officials exercise any direct supervision over police activities. 3.
