TENDER NOTICE FOR SALE OF RUBBER
Sealed tenders superscribed “Tender for purchase of rubber” are invited from
licensed rubber dealers/processors/manufacturers for disposal of about 19350 kg of sheet
rubber (RSS 4 - 14550 kg & RSS 5 - 4800 kg) and 4700 kg of scrap rubber produced at
Regional Research Station, Agartala during last 8 months. The tender form and the terms
and conditions of tender are available at the office of the undersigned free of cost during
the period from 08.03.2013 to 14.03.2013 and also can be downloaded from Rubber
Board’s website www.rubberboard.org.in
Sealed tender in the prescribed form should reach the undersigned before 3 p.m. on
15.03.2013. Tenders will be opened at 4 p.m. on 15.03.2013 at Regional Research Station,
Agartala in presence of such tenderers who choose to be present in the office at that time.

TERMS AND CONDITIONS
1. The Tenderers should quote the maximum rate of premium offered for purchase of
sheet rubber and scrap rubber in the Tender Form enclosed. The rate shall be at a
premium or below the average price per kg. of each grade of sheet at Kottayam on the
previous day of sale as published by the Board and the average price per kg of 80 % DRC
scrap rubber at Kottayam for the previous day of sale in the case of scrap rubber.
2. Tenderers should have a valid licence from the Rubber Board. A Photostat copy of
the licence should be enclosed with the tender.
3. The tenders should be accompanied by an Earnest Money Deposit of Rs. 23000/- (Rs.
19000 for sheet rubber & Rs. 4000/- for scrap rubber) by Demad Draft drawn in favour of
DEPUTY DIRECTOR, RUBBER BOARD REGIONAL RESEARCH STATION payable at
Agartala.
4. The tender shall be valid for a period of 30 days from the date of opening of the
tender. In case the tenderer withdraws the tender before the validity period, EMD shall be
forfeited.
5. Tenders not accompanied by the EMD for the specified amount and Photostat copy of
the licence from the Rubber Board will be summarily rejected.
6. The tenders will be opened on the date as prescribed in the Tender Notice in the
presence of those tenderers who choose to be present in the office at that time.
7. The EMD of the first 3 tenderers who quote the highest rates will be retained till the
disposal is over and the EMD of the remaining tenderers will be refunded immediately
after opening the tenders.
8. The successful tenderer on receipt of communication confirming the sale, shall lift
the stock within seven days after remitting the entire amount due.
9. The purchaser will have to take delivery of the rubber purchased from the estate of
the Rubber Board Research farm at Taranagar (hereinafter termed “seller”).
10. The purchaser will have to pay the price of rubber by Demand Draft in favour of
DEPUTY DIRECTOR, RUBBER BOARD REGIONAL RESEARCH STATION payable at
Agartala prior to lifting the materials. The price of rubber to be remitted will be either at
premium rate or below the average Kottayam market price of the respective grade on the
day preceeding the date of lifting the materials, as the case may be.
11. The purchaser will have to make necessary arrangements for the loading and
transport of rubber from the estate at his own risk and cost.
12. The price will be exclusive of all taxes and levies. If any taxes are payable, the
purchaser should pay such taxes as per the prescribed rate in addition to the price
quoted. It shall be the responsibility of the purchaser to produce document / form to
claim exemption from tax wherever applicable.
13. The purchaser should lift the entire stock within seven days from the date of issue
of communication confirming the sale, failing which the EMD will be forfeited.
14. The Rubber Board reserves the right to accept or reject any or all the tenders
partially or wholly without assigning any reason thereof. The decision of the Chairman,
Rubber Board in this regard shall not be opened to question and he/she shall not be
bound to assign or disclose reasons for his/her decisions.
