Section 1 That Chapter 1308 FloodDamage Prevention of the Codified Ordinances of<br />

the City ofLakewood currently reading as follows<br />

1308 01 TITLE<br />

Theprovisions ofthis chapter hereinafterreferred to as this Code shall be known as the<br />

Flood Damage Prevention Code ofthe City ofLakewood<br />

1308 02 FINDINGS OFFACT<br />

a The flood hazard areas ofLakewood are subject to periodic inundation which may<br />

result in loss of life and property health and safety hazards disruption ofcommerce and<br />

governmental services extraordinary public expenditures for flood protection and relief and<br />

impairment ofthe tax base all ofwhich adversely affect thepublic health safety and general<br />

welfare<br />

b These flood losses are causedby thecumulative effect ofobstrucfions in areas of<br />

special flood hazards which increase floodheights and velocities and when inadequately<br />

anchored damage uses in other areas Uses that are inadequately floodproofed elevated or<br />

otherwise protected from flood damage also contribute to the flood loss<br />

1308 03 PURPOSE<br />

It is the general purpose ofthis Code to promote the public health safety and general<br />

welfare and tominimize public and private losses due to flood conditions in specific areas by<br />

provisions designed to<br />

a Protect human life and health<br />

b Minimize expenditure of publicmoney for costly flood control projects<br />

c Minimize the need forrescue and reliefefforts associated with flooding and generally<br />

undertaken at the expense ofthe general public<br />

d Minimize prolonged business interruptions<br />

e Minimize damage to public facilities and utilities such as water and gas mains<br />

electric telephone and sewer lines streets and bridges located in areas ofspecial flood hazard<br />
