4. The awards system requires stringent controls and strict application of the<br />

criteria as set forth in SecNavInst 1650.1F. The instructions contained in<br />

this Order seek only to align CMC policies with that criterion.<br />

5. Criteria. Use the following as a guide to assist in applying awards<br />

criteria, established by SecNavInst 1650.1F, to performance of duty:<br />

a. Imaginative improvements in organization or procedures that provide for<br />

more effective <strong>Marine</strong> <strong>Corps</strong> administration.<br />

b. Development of programs, techniques, or equipment that materially<br />

improves the functioning of a command, unit, or headquarters, or improves the<br />

ability of the <strong>Marine</strong> <strong>Corps</strong> to accomplish its mission.<br />

c. Superlative performance of tasks or management of an area of<br />

responsibility that materially improves the administrative procedures of the<br />

<strong>Marine</strong> <strong>Corps</strong>.<br />

d. Superlative performance of a specific act, project, or mission which<br />

was outstanding in character and made a major contribution to the best<br />

interests of the <strong>Marine</strong> <strong>Corps</strong> or Naval service. Superior creative work would<br />

merit a higher recommendation than administrative work.<br />

6. Level of Award. The awards considered appropriate for noncombatant service<br />

by personnel falling under the purview of this Order are set forth in<br />

SecNavInst 1650.1. Quality and extent of meritorious service performed by the<br />

individual and level of responsibility, not the grade of the individual, should<br />

be the primary factors in making a determination as to the level of the award<br />

proposed.<br />

7. Awards Board. Awarding authorities shall establish an awards board to<br />

review and make recommendations on all proposed awards. Structure of the board<br />

shall be as directed by the commander establishing the board.<br />

8. Recommendations. Recommendations must be submitted on the HQMC APS 1650<br />

(EF) (See enclosure (5)), or as provided for in instructions to delegated<br />

authorities. The following guidelines will be used:<br />
