the remains are delivered. Upon inventory, the effects will be placed in a personal effects bag or other suitable<br />

container with the original copy <strong>of</strong> DD Form 1076 (Military Operations Record <strong>of</strong> Personal Effects <strong>of</strong> Deceased<br />

Personnel). To prevent damage from body fluids, the effects <strong>and</strong> inventory should be placed inside a plastic bag. The<br />

personal effects will be associated with the remains from which they were removed by name <strong>and</strong> service number <strong>of</strong> the<br />

deceased <strong>and</strong>/or evacuation number placed on the inventory. Money <strong>and</strong> other negotiable instruments will not be<br />

separated from the other effects (or exchanged or converted) but will be evacuated intact with the other effects.<br />

b. When emergency burials are required, the effects will be examined for identification purposes. Normally, they<br />

will not be separated from the remains unless they contain information <strong>of</strong> a classified nature. The report <strong>of</strong> emergency<br />

burial will contain a list <strong>of</strong> any effects removed from the remains <strong>and</strong> their disposition <strong>and</strong> a description <strong>of</strong> effects<br />

buried with the remains.<br />

c. When remains are evacuated to a collection point, temporary cemetery, or mortuary, the effects will be evacuated<br />

with the remains. Effects may be examined for identification purposes at any point in the channel <strong>of</strong> evacuation. While<br />

awaiting evacuation to the next point in the channel <strong>of</strong> evacuation to the personal effects depot, the effects may be<br />

separated from the remains <strong>and</strong> kept in a secure container to protect them from loss or damage. When the remains are<br />

evacuated, the effects will be removed from the secure container <strong>and</strong> evacuated with the remains.<br />

d. At the temporary cemetery or mortuary, the effects will be examined <strong>and</strong> recorded for identification value. When<br />

no longer required for identification purposes, the effects will be evacuated to the personal effects depot.<br />

e. Identification tags are not personal effects <strong>and</strong> will not be removed from the remains except by personnel at the<br />

temporary cemetery or mortuary if required for the processing <strong>of</strong> remains.<br />

f. Armed forces identification cards are not personal effects but provide valuable evidence to support the identification<br />

<strong>of</strong> the deceased. Identification cards found on the remains will accompany the remains through the channels <strong>of</strong><br />

evacuation to the temporary cemetery or mortuary. The identification card <strong>of</strong> deceased personnel will be sent with the<br />

record <strong>of</strong> interment or mortuary identification processing documents to CDR, PERSCOM, ATTN: TAPC–PED–D,<br />

Alex<strong>and</strong>ria, VA 22331–0482.<br />

22–4. Effects recovered from unit rear areas<br />

a. Personal effects <strong>of</strong> persons deceased, missing, or captured by the enemy may be found in unit rear areas, storage<br />

points, hospitals, <strong>and</strong> other locations. These effects will be collected, safeguarded, inventoried, <strong>and</strong> evacuated to the<br />

personal effects depot. The inventory will show the status <strong>of</strong> the individual as deceased, missing, missing in action, or<br />

captured, as appropriate.<br />

b. When the effects are collected <strong>and</strong> inventoried, they will be securely packaged for shipment to the personal<br />

effects depot. A copy <strong>of</strong> the inventory will be placed inside the package with the effects. The outside <strong>of</strong> each package<br />

will be clearly marked with the grade, name, <strong>and</strong> SSN <strong>of</strong> the soldier whose effects are in the package. The package<br />

will also be marked “Personal effects <strong>of</strong> deceased (or missing or captured) soldier.”<br />

c. When effects <strong>of</strong> the type usually found with the person (for example, a wallet, ring, or watch) are recovered other<br />

than from remains, the source <strong>of</strong> the effects will be clearly stated on the inventory. (Examples <strong>of</strong> such sources may be:<br />

left in unit area; left with a friend (name <strong>and</strong> SSN) for safekeeping; found in hospital (designation <strong>and</strong> location); or at a<br />

location (specify coordinates) other than with remains.)<br />

d. All organizational clothing <strong>and</strong> equipment <strong>and</strong> other Government property to which the individual is not entitled<br />

will be withdrawn at unit level <strong>and</strong> turned in to the appropriate supply <strong>of</strong>ficer. Personal military clothing, as defined in<br />

AR 700–84, will not be withdrawn.<br />

e. Ammunition, explosives, flammables, alcoholic beverages, <strong>and</strong> liquids that may damage the other effects will be<br />

withdrawn at unit level from the effects.<br />

f. Items withdrawn from the effects in d <strong>and</strong> e above will not be listed on the inventory <strong>of</strong> effects. A separate listing<br />

<strong>of</strong> the items withdrawn will be made <strong>and</strong> placed in the package with the effects.<br />

22–5. Inventory<br />

a. The DD Form 1076 will be used to inventory effects recovered from remains <strong>and</strong> recovered from unit rear areas<br />

in theaters <strong>of</strong> operation.<br />

b. The original DD Form 1076 will accompany the effects in the channels <strong>of</strong> evacuation. Additional copies will be<br />

prepared <strong>and</strong> distributed as required by local regulations. After processing <strong>of</strong> the effects at the personal effects depot,<br />

the original inventory will be attached to the SCM report.<br />

(1) DD Form 1076 for effects recovered from unidentified remains will have “Unidentified” entered in the name<br />

block on the inventory. When the remains are identified, the name <strong>and</strong> service number <strong>of</strong> the deceased will be added to<br />

the original <strong>and</strong>, when practicable, to copies <strong>of</strong> the inventory.<br />

(2) The DD Form 1076 for effects recovered from group remains, identified <strong>and</strong> unidentified, will contain appropriate<br />

notations to cross-reference the inventory <strong>and</strong> effects to all members <strong>of</strong> the group. The effects from group remains<br />

will be concurrently evacuated through the channels <strong>of</strong> evacuation to the personal effects depot.<br />
