e performed on a per diem basis. Per diem allowances will be paid (JFTR, vol 1 (military) or Joint Travel Regulation<br />

(JTR), vol 2 (civilian)) for allowable travel time plus one day at the final destination, except as provided below.<br />

Expenses in connection with all escort duties, including approved special escorts cited in paragraph 12–3b, will be<br />

charged to Casualty <strong>and</strong> Mortuary Affairs Open Allotment.<br />

a. Military escorts.<br />

(1) Military escort duty will be in a TDY status. Allowances for military escorts are authorized at rates prescribed in<br />

the JFTR for TDY. Transportation will be provided to cover travel from duty station to place where custody <strong>of</strong> remains<br />

is assumed <strong>and</strong> onward to destination <strong>and</strong> return to duty station, if applicable.<br />

(2) Payment <strong>of</strong> a per diem allowance to a soldier performing TDY as an escort within the limits <strong>of</strong> his or her<br />

permanent duty station is not authorized. JFTR, volume 1, appendix A, defines a permanent station as the post to<br />

which a soldier is attached for duty, other than TDY, the limits <strong>of</strong> which are the corporate limits <strong>of</strong> the city or town in<br />

which the soldier is stationed. Travel expenses within <strong>and</strong> adjacent to a permanent duty station may be reimbursed<br />

under JFTR, volume 1, paragraph U3500. When escort duty is to be performed within the limits <strong>of</strong> the soldier’s<br />

permanent duty station <strong>and</strong> the escort is precluded from traveling from funeral site to location <strong>of</strong> his or her quarters <strong>and</strong><br />

messing facilities, lodgings <strong>and</strong> subsistence will be obtained for the escort under local procurement procedures.<br />

(3) When permanent change <strong>of</strong> station (PCS) is involved in conjunction with escort duties, TDY en route to PCS<br />

will be authorized from permanent duty station <strong>of</strong> escort to the point where escort accepts custody <strong>of</strong> remains, from<br />

point <strong>of</strong> acceptance <strong>of</strong> custody <strong>of</strong> remains to <strong>and</strong> including point <strong>and</strong> date <strong>of</strong> interment (or to point at which remains<br />

are delivered to proper authority or to a relative). At 0001 <strong>of</strong> the day following the date remains arrive at final<br />

destination, the escort will, for the purpose <strong>of</strong> charging correct appropriated funds, revert to PCS. All PCS costs will be<br />

charged to Military Personnel, <strong>Army</strong> (MPA) funds (DFAS–IN Manual 37–100–XX).<br />

(4) Direct communication between the escort’s unit <strong>of</strong> assignment <strong>and</strong> the casualty area comm<strong>and</strong> responsible for<br />

shipment <strong>of</strong> remains is authorized. These comm<strong>and</strong>ers are responsible for proper coordination concerning reporting<br />

dates.<br />

(5) When request is made for members <strong>of</strong> Navy, Marine Corps, or Air Force to act as escorts for deceased soldiers,<br />

the Service to which the escort is assigned will be advised that TDY expenses can be borne by the <strong>Army</strong> but that PCS<br />

travel for escorts from other Services is not chargeable to <strong>Army</strong> funds.<br />

(6) When request is made for a soldier to escort a deceased member <strong>of</strong> the Navy, Marine Corps, or Air Force, the<br />

individual may be made available, provided that he or she meets criteria set forth in paragraph 12–2a <strong>and</strong> that all costs<br />

<strong>of</strong> travel except PCS travel are borne from funds <strong>of</strong> the Service to which the deceased was assigned. PCS costs will be<br />

charged to MPA funds (DFAS–IN Manual 37–100–XX).<br />

b. Civilian escorts. Allowances for civilian escorts are authorized as prescribed in paragraph 12–7.<br />

c. First-class air travel (one-way) for escorts <strong>of</strong> deceased military personnel. CDR, PERSCOM (TAPC–PED–D),<br />

may permit the use <strong>of</strong> first-class air travel for the escort on a telephonic request from the shipping mortuary <strong>of</strong>ficer.<br />

(After duty hours, contact can be established with CDR, PERSCOM (TAPC–PED–D), by calling the Casualty<br />

Operations Center (TAPC–PEC), (703) 325–7990, commercial, or 221–7990, DSN.) The use <strong>of</strong> such travel will be<br />

requested only if—<br />

(1) Coach-class air travel is not available for the escort.<br />

(2) A delay in delivery <strong>of</strong> remains to the care <strong>of</strong> the PADD in time to meet funeral home or burial commitments can<br />

be assumed.<br />

d. Shipping message. The shipping mortuary <strong>of</strong>ficer will telephone CDR, PERSCOM (TAPC–PED–D), (703)<br />

325–5322, commercial, or 221–5322, DSN, the following information <strong>and</strong> repeat it in the shipping message:<br />

(1) Name, grade, SSN, <strong>and</strong> position title <strong>of</strong> the escort.<br />

(2) Name, grade, <strong>and</strong> SSN <strong>of</strong> the deceased.<br />

(3) Date <strong>of</strong> travel, itinerary, additional cost incurred over coach travel, <strong>and</strong> name <strong>of</strong> foreign carrier, if any.<br />

12–6. Duties <strong>and</strong> responsibilities <strong>of</strong> military escorts<br />

The mortuary affairs <strong>of</strong>ficer at the CAC arranging for transportation <strong>of</strong> remains will instruct the escort in duties <strong>and</strong><br />

conduct. Special instructions should be provided in writing when deemed appropriate. The escort will be provided<br />

some information about the deceased that might be <strong>of</strong> comfort <strong>and</strong> consolation to the relatives; however, the escort will<br />

be cautioned not to deviate from casualty information that already has been provided to the family. The escort will—<br />

a. Wear appropriate clothing.<br />

(1) Military personnel will wear the <strong>Army</strong> green class A uniform until the escort mission is completed. (A mourning<br />

b<strong>and</strong> will not be worn.) The comm<strong>and</strong>er selecting a soldier, who is deployed without a class A uniform, will coordinate<br />

delivery <strong>of</strong> the escort’s uniform to the preparing mortuary. The preparing CAC will not hold remains pending arrival <strong>of</strong><br />

the escort’s uniform. The preparing CAC will assign another soldier to escort the remains <strong>and</strong> return the soldier<br />

without the class A uniform to the unit.<br />

(2) Civilian personnel will wear comparable business attire.<br />

b. Not attempt to answer specific questions on circumstances surrounding or cause <strong>of</strong> death <strong>and</strong> such subjects as<br />
