VA program will take precedence, <strong>and</strong> the PADD will not be paid under the Mortuary Affairs Program. The mortuary<br />
affairs <strong>of</strong>ficer will check each case to determine whether payment has been, or will be, paid by the VA prior to paying<br />
transportation costs.<br />
c. Outside the United States.<br />
(1) When ground transportation is the sole method used to transfer the remains from the preparing mortuary to the<br />
receiving funeral home, ground transportation arrangements will be made by the preparing Director, Mortuary Affairs.<br />
Transportation charges will be paid by the PADD to the Director, Mortuary Affairs in advance.<br />
(2) When commercial air transportation is used to deliver the remains to the commercial airport serving the<br />
receiving funeral home with subsequent ground transportation to the receiving funeral home—<br />
(a) Commercial air transportation arrangements will be made by the preparing Director, Mortuary Affairs. Transportation<br />
charges will be paid by the PADD to the Director, Mortuary Affairs in advance.<br />
(b) Ground transportation arrangements from the commercial airport to the receiving funeral home will be made by<br />
the receiving funeral home. The preparing Director, Mortuary Affairs must coordinate commercial air carrier schedules<br />
with the receiving funeral home.<br />
11–15. Payment <strong>of</strong> transportation <strong>of</strong> remains <strong>of</strong> retirees <strong>and</strong> dependents <strong>of</strong> retirees<br />
Payment <strong>of</strong> transportation for retirees cited in table 2–1 as reimbursable cases, will be contingent on receipt <strong>of</strong> a<br />
completed DD Form 1375 with a copy <strong>of</strong> the signed service contract with the funeral home, GPL, CPL (as<br />
appropriate), a certificate <strong>of</strong> death, DA Form 5327 <strong>and</strong> a statement signed by an <strong>of</strong>ficial <strong>of</strong> the respective military<br />
medical facility that decedent was properly admitted to the facility at time <strong>of</strong> death. This statement will be prepared on<br />
hospital stationery <strong>and</strong> will include date <strong>and</strong> time <strong>of</strong> admission <strong>and</strong> date <strong>of</strong> death.<br />
11–16. Other U.S. citizens (outside <strong>of</strong> the United States)<br />
Transportation <strong>of</strong> remains for other U.S. citizens <strong>and</strong> their dependents (see para 2–17) is authorized on a reimbursable<br />
basis for shipment from place <strong>of</strong> death to a port mortuary in the United States. The remains may not be shipped aboard<br />
DOD aircraft unless a request is made by the Department <strong>of</strong> State <strong>and</strong> is approved by the Secretary <strong>of</strong> Defense.<br />
Reimbursement costs for Government transportation provided under this paragraph will be collected from the sponsor<br />
by the comm<strong>and</strong> in which the remains were prepared. Amounts collected will be credited to the current appropriations<br />
available for such costs.<br />
11–17. Military prisoners, prisoners <strong>of</strong> war (PWs), <strong>and</strong> interned enemy aliens<br />
Military prisoners, prisoners <strong>of</strong> war, <strong>and</strong> interned enemy aliens (see paras 2–10 <strong>and</strong> 2–11) will be transported at <strong>Army</strong><br />
expense to a cemetery or other place designated by CDR, PERSCOM (TAPC–PED–D).<br />
11–18. Pensioners <strong>and</strong> indigents<br />
Pensioners <strong>and</strong> indigents (see para 2–12) will be transported at <strong>Army</strong> expense to a cemetery designated by CDR,<br />
PERSCOM (TAPC–PED–D), by the most economical means.<br />
11–19. Civilian employees<br />
<strong>Remains</strong> <strong>of</strong> civilian employees (see para 2–13) to the decedent’s actual place <strong>of</strong> residence, <strong>of</strong>ficial station, or place <strong>of</strong><br />
interment within the 50 states <strong>and</strong> the District <strong>of</strong> Columbia. Movement <strong>of</strong> remains to a foreign country at Government<br />
expense is not authorized. The cost <strong>of</strong> transportation to place <strong>of</strong> interment may not exceed the cost to the <strong>of</strong>ficial<br />
station or place <strong>of</strong> residence, whichever is more distant.<br />
a. When the employee dies while temporarily away from his or her Temporary Duty (Travel) (TDY) or <strong>of</strong>ficial duty<br />
station during nonworkdays or for the purpose <strong>of</strong> taking leave, allowable transportation costs for transportation <strong>of</strong><br />
remains to the place <strong>of</strong> preparation will not exceed the amount that would have been allowed if death had occurred at<br />
the TDY station or <strong>of</strong>ficial station.<br />

receiving funeral, ground transportation arrangements will be made by the preparing CAC within the United States or<br />
the Director, Mortuary Affairs outside the United States. Transportation will be paid by the CAC to the contractor.<br />
c. When commercial air transportation is used to deliver the remains to the commercial airport serving the receiving<br />
funeral home with subsequent ground transportation to the receiving funeral home<br />
(1) Commercial air transportation arrangements will be made by the preparing CAC within the United States or the<br />
Director, Mortuary Affairs outside the United States. Transportation expenses will be prepaid by the CAC<br />
(2) Ground transportation arrangements from the commercial airport to the receiving funeral will be made by the<br />
receiving funeral home. The preparing CAC within the United States or the Director, Mortuary Affairs outside the<br />
United States must coordinate commercial air carrier schedules with the receiving funeral home. Transportation<br />
expenses will be reimbursed to the PADD as part <strong>of</strong> the transportation claim.<br />
