3–7. Responsibilities <strong>of</strong> the parent Service <strong>of</strong> the decedent<br />

When remains <strong>of</strong> other Armed Forces <strong>and</strong> uniformed services are processed under auspices <strong>of</strong> the <strong>Army</strong>, the<br />

responsible parent Service <strong>of</strong> the decedent will do the following:<br />

a. Determine eligibility <strong>of</strong> the decedent for mortuary affairs benefits at Government expense.<br />

b. Advise <strong>Army</strong> authorities <strong>of</strong> services <strong>and</strong> supplies desired.<br />

c. Obtain disposition instructions from the PADD <strong>and</strong> provide them to the <strong>Army</strong> activity processing the remains.<br />

d. Explain <strong>and</strong> pay interment allowance to the PADD.<br />

e. Conduct all correspondence with relatives.<br />

f. Provide necessary clothing, insignia, <strong>and</strong> flag.<br />

g. Provide an escort for the remains.<br />

3–8. Documentation<br />

When remains <strong>of</strong> other Armed Forces <strong>and</strong> uniformed services personnel are processed in <strong>Army</strong> mortuary facilities<br />

outside <strong>of</strong> the United States, the preparing mortician will initiate the same forms required for <strong>Army</strong> <strong>and</strong> <strong>Army</strong><br />

sponsored cases outlined in tables 1–6 <strong>and</strong> 8–1 as applicable. Distribution <strong>of</strong> these forms is stated in the chapters<br />

prescribing the forms.<br />

3–9. Payment procedures<br />

a. Navy funds will be cited for expenses incurred for preparation <strong>of</strong> Navy remains under <strong>Army</strong> contract. Fund<br />

citation may be obtained from the Naval activity that requested assistance or from the Offices <strong>of</strong> Medical Affairs<br />

within the area <strong>of</strong> death.<br />

b. Air Force funds will be cited for expenses incurred for preparation <strong>of</strong> Air Force remains under <strong>Army</strong> contract.<br />

Fund citation <strong>and</strong> the required control number to expend funds may be obtained from the Air Force activity that<br />

requested assistance. Specific costs incurred will be provided the Air Force for inclusion on the comprehensive funding<br />

document. If necessary, the control number can be added to the accounting classification or attached to the appropriate<br />

funding document. Processing <strong>of</strong> remains will not be delayed for the required control number.<br />

c. Coast Guard, NOAA, <strong>and</strong> Public Health funds will be cited for all expenses incurred for preparation <strong>of</strong> remains<br />

whether in <strong>Army</strong> mortuary facilities, under <strong>Army</strong> contract, or by a one-time purchase order. Fund citation may be<br />

obtained from the activity requesting the services or the headquarters <strong>of</strong> the parent Service <strong>of</strong> the decedent.<br />

d. <strong>Army</strong> funds will be cited for all expenses incurred for preparation <strong>of</strong> <strong>Army</strong> remains under Navy or Air Force<br />

contracts <strong>and</strong> for reprocessing <strong>of</strong> <strong>Army</strong> remains at a port mortuary in the United States. Fund citation for the<br />

preparation <strong>of</strong> <strong>Army</strong> remains under Navy or Air Force contracts will be provided by the CAC requesting the services.<br />

When required, assistance may be obtained from CDR, PERSCOM (TAPC–PED–D).<br />

e. Where transportation expenses have been incurred at the request <strong>of</strong> the parent Service <strong>of</strong> the decedent, the<br />

applicable Service fund citation also will be cited for these expenses, including travel <strong>of</strong> escort, if authorized, <strong>and</strong><br />

returning empty transfer cases.<br />

Section II<br />

H<strong>and</strong>ling <strong>Remains</strong> <strong>of</strong> Foreign Military Trainees<br />

3–10. Death <strong>of</strong> foreign military trainees training in the United States<br />

a. Death <strong>of</strong> foreign military trainees, both International Military Education <strong>and</strong> Training <strong>and</strong> Foreign Military Sales<br />

(See AR 12–15.) When a foreign military trainee (FMT) under sponsorship <strong>of</strong> the Security Assistance Training<br />

Program dies while training at an <strong>Army</strong> school or installation in the United States, contact the installation allied<br />

training <strong>of</strong>ficer for guidance <strong>and</strong> follow the procedures below:<br />

(1) Funeral or memorial services will not be conducted for FMTs until appropriate instructions concerning disposition<br />

<strong>of</strong> remains have been received from the CDR, Security Assistance Training Field Activity (ATFA–R), Hampton,<br />

VA 23666–5000.<br />

(2) The remains will be embalmed or cremated only when authorized by the PADD or a competent representative <strong>of</strong><br />

the foreign government concerned. An FMT’s religion or culture may restrict methods <strong>of</strong> disposing <strong>of</strong> remains.<br />

(3) If burial within the United States is desired by the foreign government, all costs for procurement <strong>of</strong> grave site<br />

<strong>and</strong> subsequent grave care charge will be at the expense <strong>of</strong> the foreign government concerned.<br />

(4) If an escort is desired, the <strong>of</strong>ficial representative <strong>of</strong> the country concerned may designate a staff member or an<br />

FMT to accompany the remains. Personnel <strong>of</strong> the U.S. Government are not authorized for escort assignment.<br />

b. Death <strong>of</strong> an International Military Education <strong>and</strong> Training FMT.<br />

(1) The training installation will coordinate the preparation <strong>and</strong> transportation <strong>of</strong> remains <strong>of</strong> International Military<br />

Education <strong>and</strong> Training (IMET) FMTs under disposition instructions provided by the Comm<strong>and</strong>er, Security Assistance<br />

Training Field Activity (SATFA).<br />

(2) The IMET fund cited in the FMT’s invitational travel order (ITO) will be used to defray burial preparation<br />

expense <strong>and</strong> costs for transportation <strong>of</strong> the remains to the home country. Transportation costs outside the United States<br />
