This r e g u l a t i o n i s a p p l i c a b l e d u r i n g f u l l mobilization. Proponent and exception authority. The proponent of this regulation is the D e p u t y C h i e f o f S t a f f f o r P e r s o n n e l (DCSPER). The DCSPER has the authority to approve exceptions to this regulation that are consistent with controlling l a w a n d r e g u l a t i o n . T h e D C S P E R m a y delegate this approval authority in writing to a division chief within the proponent agency in the grade of colonel or the civilian equivalent.
