Applicability. This regulation applies to
t h e A c t i v e A r m y , t h e A r m y N a t i o n a l
Guard, and the U.S. Army Reserve. This
r e g u l a t i o n i s a p p l i c a b l e d u r i n g f u l l
mobilization.
Proponent and exception authority.
The proponent of this regulation is the
D e p u t y C h i e f o f S t a f f f o r P e r s o n n e l
(DCSPER). The DCSPER has the authority
to approve exceptions to this regulation
that are consistent with controlling
l a w a n d r e g u l a t i o n . T h e D C S P E R m a y
delegate this approval authority in writing
to a division chief within the proponent
agency in the grade of colonel or the civilian
equivalent.
Army management control process.
T h i s r e g u l a t i o n c o n t a i n s c o n t r o l p r o v i -
sions and identifies key management controls
that must be evaluated.
